The successful candidate will also report to the Ukraine CMU and the teams involved in Washington DC and Eastern Europe. The incumbent will both substantially contribute to CER’s and Ukraine’s CMU mandates by increasing support for, and awareness of, the mission and work of the WBG among key stakeholders in Brussels. The Extended Term Consultant major responsibilities will include, but are not limited to the following: • Maintain and develop strong partnerships with key interlocutors, specifically European Commission Directorates-General and services (e.g. INTPA, ENEST, EEAS), as well as the European Investment Bank (EIB) and EU Development Finance Institutions, to advance the WBG’s strategic agenda. Involve relevant WBG teams to ensure collaboration is advanced at policy and operational level and support VPUs on business development, including around innovative financing mechanisms and fundraising opportunities. • Support and help advance the EU-WBG partnership as it relates to the WBG’s knowledge and analytical work, including engagement with the relevant WBG Verticals, to ensure European Commission counterparts are aware of and can draw on knowledge products and expertise as appropriate Support and help advance the EU-Europe and Central Asia (ECA) WBG partnership, in close coordination with ECA colleagues in the WBG Brussels Office. • Maintain and develop strong partnerships with key Brussels-based interlocutors in the context of Ukraine's reconstruction and path to EU membership. Within the framework of the Ukraine Plan, the Ukraine Donor Platform, the Ukraine Facility and other relevant pre-accession mechanisms and policies. More specifically European Commission Directorates-General and services: DG ENEST (Ukraine service), DG ENER, DG AGRI, DG REFORM (the list can be further extended depending on the needs), as well as Brussels-based EIB, EBRD and EU Development Finance Institutions staff to advance the WBG’s agenda in Ukraine. Establish links with civil society organizations and relevant think-tanks. Establish links with the permanent representations and in particular with relevant delegates from the pertinent working groups of the Council of the European Union. At the technical level, maintain links with the relevant interlocutors for EU and Member State financial support to Ukraine (EFSD+, MFA programs, Ukraine facility, Ukraine Investment Framework). • Support Ukraine's CMU in project implementation in areas deemed relevant. Engage with relevant partners to ensure the Brussels Office is well represented and WBG’s agenda advanced across a spectrum of development priorities and Ukraine. This will entail close collaboration with various WBG units, including Vice Presidency for Partnerships and IDA Mobilization, the Prosperity group and the International Finance Corporation (IFC). • Gather intelligence and write policy briefs/papers, in tandem with the Special Representative, CER teams, and the Ukraine CMU, on key issues relevant to EU-WBG cooperation, including EU financing instruments and Ukraine's reconstruction. • Represent the WBG at meetings, events and conferences, including UN Brussels Team coordination meetings), informal and formal sessions and launches of partner publications. • Facilitate the work of other World Bank units/staff to organize, plan, coordinate, and implement outreach activities of the World Bank in Brussels, including consultations with stakeholders. and report launches. • Provide issue and logistical support on agendas of WBG strategic engagements with EU institutions and high-level missions to Brussels and Ukraine. • Support effective professional relationships with key external constituencies within civil society stakeholders (NGOs, think-tanks, academia, and private sector). Specific tasks may include, but are not limited to: • Monitor the European Union's external action instruments (NDICI, EFSD+, future instruments as part of the next MFF). • Monitor EU’s financial instruments mobilized for Ukraine (EFSD+, MFA programs, Ukraine facility, Ukraine Investment Framework). • Develop expertise on the EU pre-accession program for Ukraine to help the Ukraine CMU and other WBG units explore new opportunities for collaboration. • Draft presentations, speeches, key messages and talking points, and organize briefing materials for the Special Representative, the Ukraine CMU, and other senior level staff. • Prepare the EU Donor Country Profile; the weekly Brussels intelligence report. • Support/coordinate the World Bank participation to EU-led events (e.g. EU Global Gateway Forum) and prepare the annual visit of World Bank EU Executive Directors to Brussels. • Provide logistical support in preparation of the WBG senior management engagements. • Plan and organize visits of (senior) Management in Brussels. • Support/coordinate the World Bank participation to EU-led events on Ukraine. • Plan, organize, and implement the Brussels Office's outreach activities designed to share and leverage WBG knowledge with stakeholders, including consultations with stakeholders and launches of knowledge products.
