The World Bank Group is one of the largest sources of funding and knowledge for developing countries; a unique global partnership of five institutions dedicated to ending extreme poverty, increasing shared prosperity and promoting sustainable development. Please visit www.worldbank.org . Within this architecture, the Prosperity Vertical focuses on the policies and institutions that underpin inclusive and sustainable growth, bringing together fiscal policy, public finance management, macroeconomic and poverty analysis, and private sector–enabling reforms. Prosperity’s Fiscal Policy and Growth department includes the Distributional Impact of Policies Global unit which, among other tasks, undertakes analytical work at the intersection of poverty measurement, climate resilience, and spatial analysis. This includes efforts to geocode harmonized household surveys in the Global Monitoring Database (GMD) using the H3 spatial indexing system, enabling the merging of geospatial and climate information with household-level welfare data. Complementary analytical streams focus on distributional analysis; understanding how climate shocks, policy changes, and economic trends affect different segments of the population. It also entails supporting country teams with the tools and methods to carry out such analysis in their operational contexts. To deepen and scale this work, the DIP unit is seeking an Extended Term Consultant (ETC) to provide sustained technical support across the spatial analysis and climate resilience agendas, with a strong distributional lens. Scope of Work and Tasks The consultant will be embedded in the DIP unit and will contribute to the spatial analysis and climate resilience teams, including support to country teams, maintenance and development of tools, and support to global teams. The consultant will undertake the following activities: • Provide hands-on technical assistance to country teams in implementing distributional analysis, including poverty and welfare impact assessments linked to climate, spatial, and policy dimensions. • Support the geocoding of household surveys using the H3 spatial indexing system. • Support the construction of poverty maps, including the integration of spatial variables. • Support country teams integrate geospatial data and climate information into their analytical workflows. • Contribute to the ongoing maintenance, improvement, and expansion of the WISE-APP (Welfare Impacts of Weather Shiny App), including enhancements to both the user interface and the underlying analytical engine. • Support the development and upkeep of other relevant tools and dashboards used by the spatial analysis and climate resilience teams. • Ensure code quality, documentation, and version control across all tool development activities. • Contribute to multi-country analytical work on spatial analysis and distributional impacts of policies. • Support the preparation of reports, briefs, and presentations summarizing analytical findings for internal and external audiences. • Assist with data management, quality assurance, and the production of publication-ready outputs, including tables, figures, and maps. • Develop training materials and deliver trainings/webinars on tools, dashboards, analytical methods and geospatial skills to build capacity across teams.
