Product 1.1: First bimonthly Integrated Advisory, Policy, and Project Pipeline Report: first comprehensive report that compiles: (i) a mapped pipeline of high-priority environmental project opportunities and strategic partnerships tailored to host countries; (ii) technical advisory briefs aligning emerging UNCT activities and regional initiatives with the UNEP Medium-Term Strategy (MTS) and national UNSDCF priorities; and (iii) a consolidated portfolio of demand-driven policy advice, institutional frameworks, and capacity-building materials delivered in response to direct requests from national ministries of environment and key stakeholders. Output 2 Report on technical and coordination support provided to the Dumpsite Closing Coalition, the LAC University Consortium on Sustainable Waste Management, and UNEP’s Zero Waste and Extended Producer Responsibility (EPR) initiatives. Product 2: (Dumpsite Closing Coalition Technical & Secretariat Package + University Consortium Action Plan + Zero Waste & EPR Policy Inputs): final comprehensive report that compiles: (i) meeting agendas, minutes, and briefing materials prepared for the Coalition’s Focal Points meetings and the implementation of the Regional Cooperation Programme. (ii) coordination reports and related material delivered to support the LAC University Consortium on Sustainable Waste Management. (iii) Technical policy briefs, strategic roadmaps, and guidelines designed to promote Extended Producer Responsibility (EPR) and support the rollout of the Zero Waste programme. Output 3 Powering the Dominican Republic’s Food Systems Transformation: The scalable Model of Yaquel del Sur Basin Project Support Product 3.1: first bimonthly technical progress reports, activity briefs, and monitoring inputs delivered to support the implementation and tracking of the Project. Product 3.2: second bimonthly technical progress reports, activity briefs, and monitoring inputs delivered to support the implementation and tracking of the Project. Product 3.3 report compiling meeting briefs, and technical contributions representing UNEP’s inputs to the regional LAC Food Systems Task Force. The main 3 objectives of this consultancy are: 1. Successful implementation of UNEP's Southern Cone and regional portfolio aligned with government priorities as detailed in the UN Cooperation Frameworks, and UNEP’s Programme of Work. 2. Execution of regional training programs, notably through the University Consortium for Sustainable Waste Management. 3. Implementation of the Regional Cooperation Programme on reducing methane emissions from organic waste management and closing of dumpsites, tailored to LAC country’s needs. Specific tasks and responsibilities 1. Contribute to the UNEP Agenda in the Southern Cone • Identify opportunities for development of initiatives and projects targeting high-priority environmental issues in host countries. • Provide technical advice to the Head of the Sub-regional office for the Southern Cone and other relevant regional and divisional officers for emerging UNCT activities to ensure they map to both UNEP's mandate and national priorities. • Upon request and under the coordination of the head of the Southern Cone Office, provide technical support to relevant technical Divisions and LAC Office to advance UNEP agenda in the Southern Cone in line with the UNEP Medium-Term Strategy and the UN Sustainable Development Cooperation Framework (UNSDCF) of the country considered. • Provide advice to the Sub-regional office to address requests from ministries of environment or other relevant stakeholders to design policies, strengthen institutional frameworks and build capacity through new environmental projects and initiatives. 2. Waste Management & Circular Economy • Methane and Dumpsite Closure Coalition: - Provide technical guidance for the implementation of the Regional Cooperation Programme on reducing methane emissions from organic waste and closure of dumpsites in LAC. - Guide and support implementation of the Coalition’s Work Plan, specifically leading capacity building and awareness campaigns. - Collaborate with Secretariat related activities of the Coalition, including preparation of Focal Points meetings. - Capacity building - Advise on the coordination of the LAC University Consortium on Sustainable Waste Management, facilitating active UNEP engagement in educational modules and programmes. • Zero Waste & EPR Policy: - Contribute to the rollout of the UNEP Zero Waste programme in the LAC region. - Focus on the promotion of Extended Producer Responsibility (EPR) and project proposal development. - Resource mobilization and partnership building: - Facilitate the development of project proposals and resource mobilization initiatives to accelerate methane mitigation and closure of dumpsites in LAC. 3. Food systems under the nature sub-programme • Provide technical guidance for the implementation of the project Powering the Dominican Republic’s Food Systems Transformation: The scalable Model of Yaquel del Sur Basin delivery in the Dominican Republic. • Contribute to the organization of 3 stakeholder workshops in Dominican Republic, as part of the UNEP Foodsystems Lab methodology. • Facilitate UNEP´s participation in the LAC Foodsystems Task Force.

Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action The UNEP Latin America and the Caribbean Office (LACO), located in Panama City, Panama works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA). This includes a Southern Cone Office based in Montevideo (covering Argentina, Chile, Paraguay, and Uruguay), a Caribbean Office in Kingston, Jamaica (covering 16 English-speaking Small Island Developing States), a Northern Andes Office in Bogotá (covering Colombia, Peru, Ecuador, and Venezuela), and a national office in Mexico. The purpose of this consultancy is to provide technical, operational, and coordination to UNEP's work in Latin America and the Caribbean, with a particular focus on strengthening UNEP's engagement in the Southern Cone sub-region and advancing the implementation of regional waste management, circular economy, and sustainable food systems initiatives. The consultant will contribute to and collaborate with United Nations Country Teams (UNCTs), Resident Coordinator Offices (RCOs), government counterparts, academic institutions, and other stakeholders to facilitate the delivery of UNEP programmes, contribute to policy and technical processes, strengthen stakeholder engagement, facilitate knowledge-sharing and capacity-building efforts, and advance the implementation of projects and partnerships that promote environmental sustainability, resource efficiency, waste reduction, methane mitigation, and food systems transformation across the region. 1. Contribute to UNEP’s activities in the Southern Cone of Latin America The UNEP Sub-regional Office for the Southern Cone, as a member of four United Nations Country Teams (UNCTs), works closely with Resident Coordinator Offices (RCOs) and fellow UNCTs’ members to deliver on respective Sustainable Development Cooperation Frameworks (UNSDCFs). To sustain this coordination and support national ministries on policy design, joint initiatives, and events, the office requires dedicated, hands-on operational support. 2. Technical Advice for the implementation of the waste management and food-systems portfolios in LAC The consultant will provide technical and operational guidance for the regional implementation of the waste management and food systems portfolios. He/she will assist in executing initiatives aimed at minimizing the adverse effects of waste on human health and the environment, promoting circularity. The consultant will also contribute to regional work on foodsystems, including with a specific focus on project Powering the Dominican Republic’s Food Systems Transformation: The scalable Model of Yaquel del Sur Basin delivery in Dominican Republic. The consultant will work under the direct supervision of the Head of the Sub-regional Office for the Southern Cone, in close coordination with the Programme Management Officers for the Chemicals and Pollution Action and Nature Action Sub-programmes, and the incumbent will work from home.

Academic • Bachelor's degree in environmental management, natural resources, science, engineering, or related fields is required. • Master's degree in environmental management, natural resources, science, engineering, or related fields is required. • Additional studies or specific training on environmental affairs, waste management, and environmental education are an asset. Experience • At least five (5) years of professional experience in areas related to environmental science, natural resources management, waste management and capacity building is required. • Experience with projects and initiatives related to waste management and capacity building is desired. • Working experience in the Latin America and the Caribbean region and knowledge of regional and national stakeholders is desired. • Knowledge of the United Nations System is an advantage.
