Multilateral Fund project submissions and reports are reviewed in a timely manner and comply with relevant Executive Committee policies and guidelines. The UNEP-AREA Training Manual registration process operates effectively and participation in the programme increases. Data-driven analysis supports the identification of implementation trends and compliance risks among Article 5 countries, including countries with approved KIPs and relevant special provisions. The INWIC Secretariat functions effectively and successfully support governance, communications and programme activities.

Duties and Responsibilities
Background: The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. UNEP's Law Division is the lead Division charged with carrying out the functions of UNEP in the field of environmental law and environmental governance. The Law Division promotes the contribution of the environmental dimension of sustainable development through law, national and international governance and related policy issues, including those related to Multilateral Environmental Agreements (MEAs) such as the Montreal Protocol. UNEP serves as an Implementing Agency of the Multilateral Fund for the Implementation of the Montreal Protocol. Through its OzonAction Compliance Assistance Programme (CAP), UNEP supports Article 5 countries in fulfilling their obligations under the Montreal Protocol through technical assistance, policy support, project preparation, capacity building, and international cooperation initiatives. The OzonAction Branch is responsible for supporting the preparation, implementation, monitoring and reporting of Multilateral Fund-approved projects, including HCFC Phase-out Management Plans (HPMPs), Kigali Implementation Plans (KIPs), ODS disposal projects, Institutional Strengthening projects and related technical assistance activities, including energy efficiency. The Branch also coordinates international partnerships, supports the International Network of Women in Cooling (INWIC), and develops initiatives aimed at strengthening the refrigeration and air-conditioning servicing sector globally. To support these activities, UNEP seeks an international consultant to assist with Executive Committee (ExCom) project review activities, promotion and operation of the AREA Training Manual registration process, analysis of Article 5 country data and compliance-related trends, and operational support to the INWIC Secretariat. Duties and Responsibilities: Under the supervision of the Programme Management Officer – ExCom/Partnerships, and under the overall guidance of the Head of OzonAction, the consultant will undertake the following tasks: • Task 1: Support ExCom related work of OzonAction a) Review ODS disposal project reports and related documentation submitted to UNEP (up to eight (8) reports for the duration of the contract). b) Review assigned verification reports associated with HPMPs and KIPs (up to twelve (12) reports for the duration of the contract). c) Review Institutional Strengthening (IS) project proposals and associated progress reports to ensure consistency with applicable ExCom decisions and guidelines (up to ten (10) IS projects for the duration of the contract). d) Analyse project submissions and provide technical comments and recommendations to improve the quality and consistency of submissions. • Task 2: Management, promotion and reporting on the use of UNEP-AREA Training Manual a) Process applications from training institutions seeking registration under the UNEP-AREA Training Manual programme and follow the approval process. b) Maintain an updated database of institutions that accessed materials and prepare periodic statistical reports on registrations, approvals and geographic distribution. c) Develop outreach and communication materials to support awareness and uptake of the programme. d) Liaise with training institutions, vocational centres, industry associations and National Ozone Units regarding programme requirements and registration procedures. e) Prepare analytical reports identifying trends, challenges and opportunities to strengthen participation and visibility of the programme. f) Submit recommendations for improvements to registration procedures and programme implementation. • Task 3: Data analysis of Article 5 country data and compliance risks a) Analyse available Article 7 and country programme (CP) data and other relevant datasets to identify trends and emerging compliance risks. b) Review HCFC and HFC consumption and production data to identify potential areas of concern and countries requiring additional support. c) Conduct targeted analysis of countries with UNEP-approved Kigali Implementation Plans (KIPs), including those subject to specific conditions or provisions contained in ExCom approval decisions, including the so called “Cambodia clause”. d) Identify patterns of reporting gaps, implementation delays, consumption trends or other indicators that may signal risks of non-compliance. e) Prepare analytical reports, datasets, briefs and recommendations for OzonAction management and regional teams. f) Contribute to the development of data-driven approaches for prioritizing compliance assistance and capacity-building activities. • Task 4: Provide Secretariat support and reporting services for INWIC activities a) Coordinate and document INWIC governance activities, including preparation of meeting documentation, agendas, minutes and follow-up action trackers. b) Support implementation of approved INWIC workplan activities, including activities related to the membership and mentoring platform. c) Prepare periodic reports on implementation of INWIC activities, achievements, challenges and recommendations. d) Organize and support virtual or in-person meetings of the INWIC Board and Working Groups and ensure that meeting records are maintained. e) Contribute to preparation of concept notes, presentations, communication products and event documentation for INWIC activities. f) Maintain and update official records and documentation relating to Secretariat-supported activities and prepare summary reports for management review.
Qualifications/special skills
At least a Master’s degree in science, environment, engineering, law, business or public policy is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree. At least five (5) years of relevant professional experience is required. Proven working knowledge of the Montreal Protocol and Ozone Layer protection programmes and projects is required. Experience with international initiatives and public awareness campaigns is desirable. Experience in gender equality and women’s empowerment initiatives is desirable.
Languages
Fluency in oral and written English is required. Knowledge of French and Spanish is desirable.
