Under the supervision of the Project Coordinator, the Individual Contractor will contribute to project planning and inception activities, including stakeholder mapping; preparation of background, analytical, and briefing materials; coordination of consultations and meetings; organization of the first Project Steering Committee meeting; and support for the implementation of initial project activities.

Duties and Responsibilities
Background of the assignment: The United Nations Office on Drugs and Crime (UNODC) supports Member States in strengthening the rule of law, promoting access to justice, preventing corruption, and building effective, accountable, and inclusive criminal justice institutions. In the Kyrgyz Republic, UNODC has been a long-standing partner of national authorities in advancing criminal justice reform, strengthening institutional capacities, and supporting the modernization of the justice sector. The Kyrgyz Republic is implementing a broad justice-sector reform agenda aimed at improving the efficiency, transparency, and accessibility of justice institutions. Between 2022 and 2026, UNODC has supported these efforts through the EU-funded project “Support to Justice Sector Reform in the Kyrgyz Republic: Advancing Probation and Integrated Justice Information Management (JUST4ALL)”. While significant progress has been achieved, the country continues to face challenges related to the effectiveness of criminal justice processes, access to justice, digitalization of services, protection of human rights, and inter-agency coordination across the justice sector. To build on the achievements of the first phase, UNODC is implementing the European Union-funded project “Justice Sector Reform and Digitalisation in the Kyrgyz Republic (JUST4ALL 2)”. The project aims to advance people-centered justice through digitalization and criminal justice reform by strengthening institutions, enhancing access to justice, supporting evidence-based policymaking, and promoting human rights- and gender-responsive approaches across the justice sector. During the inception and initial implementation phases of JUST4ALL2, UNODC requires additional capacity to support project planning, stakeholder mapping and coordination, preparation of project documentation, and the organization of key consultations and meetings, as well as the implementation of initial project activities. To provide this support, UNODC intends to engage an Individual Contractor for Project Support. Specific tasks to be performed by the Individual Contractor: Under the supervision of UNODC International Programme Coordinator, the Individual Contractor will be tasked to: 1. Research and Project Support - Collect information on justice sector needs, priorities and ongoing reforms from online sources, government websites, reports to support the planning and inception of JUST4ALL 2. - Contribute to the preparation of at least three background notes, briefing materials, basic analytical summaries to support project planning, stakeholder consultations, and the development of project workplans. - Support the updating and maintenance of a database of justice sector stakeholders, including government institutions, development partners, academic institutions and civil society organizations. - Assist with mapping ongoing justice sector reform initiatives and donor-supported projects, and contribute to the preparation of a summary report highlighting opportunities for coordination and collaboration. 2. Support the Organization of the First Project Steering Committee (PSC) Meeting, to be held by the end of October 2026 - Support in preparation of the draft PSC agenda and other meeting documentation. - Compile the list of participants, coordinate invitations and follow up on participation confirmations. - Assist with preparation of the meeting materials, including presentations, handouts, draft welcoming remarks, briefing notes and presentations. - Compile presentation materials from speakers. Assist with the preparation of PSC meeting minutes, draft social media posts and articles, and follow-up action points. 3. Support to the Implementation of Inception Phase Activities and initial project implementation - Support the planning, organization and implementation of project activities, including workshops, consultations, technical meetings and stakeholder discussions. - Prepare participant lists, support in preparation of agendas, draft invitation letters, presentations and other meeting materials for each activity. - Liaise with implementing partner, service providers and project stakeholders on organizational and logistical matters. - Provide on-site administrative support during project activities. - Assist with the preparation of meeting minutes, activity summaries, and follow-up action points for activities conducted. 4. General Project Support - Assist with translating and formatting project documents, as well as preparing correspondence and communication materials in English, Russian, and Kyrgyz, as required. - Support the maintainance and updating the stakeholder contact lists, mailing lists and project documentation. - Ensure proper filing and archiving of project documents, meeting records and activity reports. - Prepare a brief summary of completed tasks and deliverables at the end of the assignment.
Qualifications/special skills
High school diploma or equivalent is required. Formal qualifications or certifications from a recognized national or international educational institution in law, international relations, political science, public administration, social sciences or another relevant field is an advantage. At least 2 years of experience in clerical, logistical or administrative support or related areas is required; Experience supporting the organization of meetings, workshops or consultations and preparing project documentation is required. Experience in supporting projects in governance, rule of law, justice sector, human rights or a related field is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this assignment, fluency in oral and written English and Russian is required. Knowledge of Kyrgyz is an asset.
