Mission and objectives
The United Nations Mine Action Service (UNMAS) works to protect civilians, enable humanitarian access, and support peace and development by coordinating and delivering mine action. In Ukraine, UNMAS provides standards-based advisory and project support to strengthen nationally owned mine action coordination, quality management, information management, training and operational coherence.
Assignment context
This UN Volunteer assignment is part of the UNMAS Ukraine Programme and a time-bound project financed through the Multi-Partner Trust Fund/Ukraine Community Recovery Fund (MPTF/UCRF). The project supports Ukrainian national mine action authorities and institutions to strengthen coordination, prioritisation, quality management, information management, training, reporting and evidence-based decision-making.
Key counterparts include Ukrainian national mine action authorities and institutions, the United Nations Resident Coordinator’s Office, United Nations entities, implementing partners, donors and other relevant stakeholders supporting mine action, recovery and national capacity development in Ukraine.
The International UN Volunteer Expert will be hosted by UNMAS and based in Kyiv. The incumbent will work under UNMAS supervision and will provide expert project support, reporting, quality assurance, coordination and knowledge-management services across the UNMAS Ukraine portfolio and related donor-funded activities including building the capacity of and transferring programme management skills to the national staff.
The duties detailed in this Description of Assignment are designed to complement and support UNMAS’s programme in Ukraine. This volunteer role is not a substitute for UN staff positions, nor shall it replace existing staff or staff functions. The volunteer is strictly prohibited from carrying out core UN staff functions.
Task description
Within the delegated authority and under the supervision of the UNMAS Senior Mine Action Adviser or designated UNMAS representative, the International UN Volunteer Expert will:
• Lead the drafting, editing and quality assurance of project reports, proposals, concept notes, briefing notes, programme presentations, ensuring accuracy, consistency and compliance with United Nations, UNMAS and donor requirements while ensuring skills and knowledge transfer to relevant national staff.
• Provide technical guidance, mentoring and knowledge transfer to programme personnel and national counterparts on drafting, reporting, information synthesis, results tracking and document management, including the develop and improvement of reporting templates, quality-assurance tools, guidance notes and document-control processes to strengthen consistency, traceability and institutional knowledge management.
• Support improved results-based management and knowledge of results-based management tools by reviewing indicators, evidence, risks, assumptions and implementation progress, and advise on corrective action where information is incomplete, inconsistent or delayed.
• Coordinate the collection and organisation of evidence, lessons learned, good practices and human-interest information for learning, knowledge transfer, visibility and resource-mobilisation purposes.
• Coordinate planning cycles within UNMAS and maintain project workplans, results and indicator trackers, action-point logs, risk and issue registers, reporting calendars, decision logs and document repositories.
• Coordinate, review and consolidate substantive inputs from UNMAS personnel, Ukrainian national counterparts, the Resident Coordinator’s Office, United Nations entities, implementing partners and donors, identifying gaps and following up to ensure timely completion.
• Analyse complex programme, operational and financial information and translate it into concise, audience-appropriate products for senior management, national counterparts, donors and other stakeholders.
• Handle sensitive and confidential information responsibly and maintain complete, accurate and accessible programme records.
• In all activities, promote volunteerism, inclusion, gender equality and sustainable national capacity development, and complete UNV and host-entity reporting and learning requirements.
Skills and experience
-At least seven years of progressively responsible professional experience in programme support, reporting, proposal development, programme management, donor relations or a related field.
- Demonstrated experience drafting and quality-assuring complex reports, proposals, concept notes, briefing materials and official correspondence is required. Strong analytical, editing, synthesis and coordination skills, together with experience maintaining workplans, results frameworks, action trackers, risk registers and reporting calendars, are required.
- Advanced proficiency in Microsoft Office and collaborative document-management tools is required.

Additional assets:
- Experience supporting donor-funded humanitarian, recovery, governance or mine action programmes; experience coordinating inputs across field and headquarters teams; knowledge of results-based management, gender-responsive reporting and knowledge management; and experience working with national authorities, United Nations entities or international partners.
- Prior United Nations experience is an asset, not a requirement.
- Candidates should demonstrate an affinity with mine action, national capacity development, volunteerism as a mechanism for sustainable development, and the values of the United Nations.

Living conditions
Kyiv is the capital and largest city of Ukraine, and serves as the primary centre for government, diplomacy, and coordination of humanitarian and development operations across the country. The city hosts the headquarters of the majority of UN agencies, international NGOs, and bilateral missions operating in Ukraine, making it the central hub for strategic engagement, donor relations, and inter-agency coordination. The security situation requires ongoing vigilance; while Kyiv is not on the frontline, the city is subject to periodic aerial threats and personnel are expected to strictly follow United Nations security regulations, including shelter-in-place procedures, curfew requirements, and guidance on field travel.
A range of short- and long-term accommodation options is available, with good access to food, potable water, and household goods. Electricity, heating, and water supply are functional but subject to disruptions, particularly during periods of heightened conflict activity affecting national infrastructure; personnel should be prepared for planned and unplanned outages.
Banking services, cashless payment systems, mobile networks, and internet connectivity are generally reliable. Professional dress and respectful conduct are expected in all official, partner, and community engagements.
The contract lasts for the period indicated in the vacancy, with the possibility of extensions subject to availability of funding, operational necessity, and satisfactory performance. However, there is no expectation of renewal of the assignment. This is a full-time contract.
Allowances:
• Volunteer Living Allowance (VLA): A Volunteer Living Allowance (VLA) USD USD 4522 is provided monthly to cover housing, utilities, and normal cost of living expenses. This includes Danger and hardship differential for the period while the ICSC applies hardship classification to duty stations in Ukraine as “E”.
• USD USD 3500 entry lump sum, one-time payment.
• USD 225 Exit lump sum for each month served, paid on completion of contract.
• Relocation costs. Lump sum provided based on route for travel to the duty station.
• Home visit. May apply depending on duty station and length of service. See the Unified Conditions of Service for more information.
• Family allowance USD 250 per month for one dependent. USD 450 per month for two or more dependents.
Medical and life insurance:
• Medical insurance: The UN Volunteer will receive UNV-provided medical insurance coverage. Coverage for UN Volunteers begins from the Commencement of Service.
• Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment. If a UN Volunteer dies during the UN Volunteer assignment, the eligible designated beneficiaries will be entitled to receive a life insurance lump sum.
Leave entitlements:
• Annual leave: UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. Unused accrued Annual Leave may not be carried over in case of reassignment or a new assignment.
• Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle.
• Uncertified Sick Leave: UN Volunteers receive seven days of uncertified sick leave working days in a calendar year. This amount will be reset at the established interval period.
