End-Term Evaluation of the FCDO-Funded UKB55 Project "Strengthening Data Systems for the Demographic Dividend in Mozambique -Mozambique Demographic Transition Program"

Hiring Office: United Nations Population Fund (UNFPA) – Maputo, Mozambique

Purpose of consultancy: The primary purpose of this individual consultancy is to conduct a rigorous, independent End-Term Evaluation of the FCDO-funded UKB55  “Strengthening Data Systems for the Demographic Dividend in Mozambique” project in Mozambique.



As the project approaches its operational closure, this evaluation will serve the dual purposes of accountability to stakeholders (demonstrating performance and resource

stewardship) and institutional learning to guide future Population and Development (P&D) and Sexual and Reproductive Health and Rights (SRHR) programming.

 

Specifically, the evaluation aims to fulfill the following key objectives: assess performance against OECD-DAC criteria; evaluate the project’s Relevance, Coherence,

Effectiveness, Efficiency, and Sustainability. Measure Strategic Contribution: Distinguish, where possible, between UNFPA’s direct attribution and its broader contribution to macro-level observed changes in population dynamics, data systems, and demographic policies in Mozambique.



Capture Lessons and Best Practices: Document key lessons learned, structural challenges, and the integration of cross-cutting issues like human rights-based and gender-responsive strategies. Provide Strategic Recommendations: Formulate clear, actionable, evidence-based recommendations to inform future bilateral programming between UNFPA and the FCDO.

Scope of work: (Description of services, activities, or outputs): The consultant will undertake a comprehensive evaluation of the FCDO-funded project's geographic and thematic implementation footprint across its entire life cycle. The evaluation must capture the full spectrum of activities, outputs, and outcomes achieved, with specific operational travel focused on Maputo City to interface with central national entities and primary implementation hubs.


The core scope of work is broken down into the following operational phases and tasks: Comprehensive Desk Review: A systematic review of all secondary project

infrastructure, including the original project document, logframe matrices, annual and mid-term progress reports, financial statements, work plans, national Population &

Development (P&D) policy frameworks, and relevant demographic data assets. Methodological Framework & Design: Finalization of a rigorous evaluation matrix that

details specific performance indicators, data sources, and data-collection instruments tailored to the Mozambican context.


Stakeholder Consultation: Execution of qualitative and quantitative data collection targeting key strategic and operational stakeholders. This includes UNFPA P&D unit staff, FCDO focal points, civil society partners, and direct institutional beneficiaries across targeted entities.


Data Analysis & Synthesis: Rigorous processing and triangulation of collected data, applying specialized human rights-based and gender-responsive evaluation lenses.

 

Reporting & Dissemination: Formulation of high-quality draft and final evaluation reports, followed by a validation workshop with the Evaluation Reference Group (ERG)

to build consensus on findings.


The evaluation will be guided by the five standard OECD-DAC evaluation criteria: Relevance, Coherence, Effectiveness, Efficiency, and Sustainability. Cross-cutting dimensions, specifically gender responsiveness, human rights-based approaches, and disability inclusion have been mainstreamed across all criteria.

1. Relevance

● Assessing the project's alignment with stakeholder needs, national priorities, and institutional mandates, as well as its responsiveness to dynamic contextual shifts.

● To what extent do the strategic objectives, intended outcomes, and outputs of the UKB55 project align with the national priorities of the Government of Mozambique, FCDO development priorities, and UNFPA’s strategic mandates?

● To what extent did the project design and adaptations remain relevant to the needs of vulnerable populations, including internally displaced persons (IDPs), women, youth, and those furthest behind?


2. Coherence

● Assessing how well the intervention fits alongside other interventions, policies, and international frameworks.

● To what extent is the project coherent with and supportive of national development plans, population frameworks, and key international normative agendas, including the 2030 Agenda (SDGs) and the International Conference on Population and Development Plan of Action (ICPD PoA)?

● How successfully did the project complement, coordinate with, and add value to existing data systems and interventions supported by other development partners, civil society, and bilateral donors in Mozambique, thereby avoiding duplication of efforts?

 

3. Effectiveness

● Assessing the achievement of outputs and their contribution to broader outcomes, institutional capacities, and data utilization.

● To what extent have the project outputs been achieved according to the log frame indicators, and how robustly have these outputs contributed to the strategic outcomes defined in the project's Theory of Change?

● To what extent has the project sustainably strengthened the institutional and technical capacities of national counterparts (e.g., INE, UEM, MPD, MEF, MJ)

● How effective were the tools, platforms, and advocacy strategies used to promote the uptake, integration, and institutional use of demographic intelligence for planning, budgeting, and monitoring at national and sub-national levels of governance?

● To what extent has the project improved data disaggregation (by sex, age, geography, and socio-economic vulnerability) to ensure that national plans and

policies reflect and protect the needs of the furthest behind?

● How effective was UNFPA's project management, internal coordination,

technical assistance, and oversight in facilitating the successful execution of

project activities?

4. Efficiency

● Assessing the optimization of human, financial, and administrative inputs to deliver results economically and on time.

● To what extent did the project employ innovative tools, cost-effective methodologies, and strategic partnerships to maximize delivery while leveraging national resources and existing infrastructures?

● Did the project's operational management and governance structures optimize delivery timelines, avoid administrative bottlenecks, and provide clear value for money for the FCDO investment?

 

5. Sustainability

● To what extent has the project generated long-term political commitment, multi-stakeholder synergies, and institutional ownership among national ministries and academic entities?

● To what extent are the demographic dividend indicators, data insights, and population dynamics models structurally integrated into ongoing national planning cycles and budgetary frameworks?



The consultant will be required to expand these criteria into an explicit Evaluation Matrix in the Inception Report, mapping each question to specific indicators, data sources, and data collection methods (e.g., desk review, fieldwork).

Duration and working schedule: The total duration of the consultancy is 45 Working Days.

Place where services are to be delivered: No Travel Required for this consultancy.

Delivery dates and how the work will be delivered (e.g. electronic, hard copy etc.): The consultant should submit the following key deliverables on the following dates;

all deliverables should be submitted through a soft copy in both English and Portuguese versions.

Deliverables: 

Inception Report: Conduct initial desk reviews and briefing meetings with the UNFPA P&D and M&E Units. Submit the final Inception Report, detailing the

finalized evaluation methodology, detailed work plan, and operationalized evaluation matrix. Payment Percentage: 20%

De-briefing & Preliminary Findings Presentation: Conduct the primary and secondary data collection (fieldwork, site observations, KIIs, and FGDs). Deliver a comprehensive PowerPoint presentation highlighting preliminary findings to the UNFPA Country Office prior to starting the report synthesis phase. Payment Percentage: 25%

Draft Evaluation Report: Clean, process, and analyze all collected qualitative and quantitative data. Submit a rigorous, highly structured Draft Evaluation Report that aligns strictly with UNFPA evaluation standards. Payment Percentage: 25%

Comprehensive Final Evaluation Report: Submit the finalized evaluation package including: ● The Comprehensive Final Evaluation Report. ● A standalone 2-page Executive Summary/Evaluation Brief. Payment Percentage: 30%

Monitoring and progress control, including reporting requirements, periodicity format, and deadline: The consultant will work under the supervision of the Team Leader, Population and Development, and in close collaboration with the M&E Analyst.

Expected travel: Location & Purpose: This is a hybrid assignment based in Maputo, operating primarily remotely with essential in-person activities. The consultant will lead Key Informant Interviews (KIIs) with core implementing partners and donors, specifically UEM, INE, MPD, MEF, and MJ. Additionally, the consultant will present the endline survey findings, results, and recommendations to UNFPA, key partners, and the donor evaluation group.

Required expertise, qualifications, and competencies, including language requirements: 

Education:

● Master's degree in any of the following fields: public health, international relations, social science, statistics, population studies, human rights, and gender studies, with a

focus on population and development (P&D) studies. 

Qualifications and skills

● 5 years of experience conducting evaluations, reviews, assessments, research studies, and/or M&E work in international development and/or humanitarian assistance.

● Knowledge and experience in census, demographic, and health-related research projects etc.

● Familiar with the Mozambican system and structure, particularly in East and Southern Africa. Working experience and understanding of Mozambique is an advantage,

● Demonstrated knowledge and experience in project evaluations, particularly for P&D-related projects;

● Research skills: data collection, data analysis, and report writing;

● Excellent planning, analytical, organizational, and managerial skills;

● Attention to detail and strong analytical skills;

● Full computer literacy, including proficiency in statistical packages.

● Fluency in English and Portuguese is an advantage

● Previous positive working experience with UNFPA is an asset. 

● Experience with primary data collection, household assessments, qualitative surveys, baseline, midline, and endline evaluations.

● During the technical evaluation of tenders, compliance with no-conflict-of-interest rules for technical evaluation committee members in the UNFPA Mozambique country office.

Inputs / services to be provided by UNFPA or implementing partner (e.g., support services, office space, equipment), if applicable: Equipment: The consultant is expected to utilize their own laptop, mobile device, and software utilities for data management and transcription.

Other relevant information or special conditions, if any: The consultant will work independently. The consultant shall be entitled to fees in accordance with UNFPA policy guidelines.
