Duties and Responsibilities
The UN Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Secretariat of the Basel, Rotterdam and Stockholm Conventions (BRS Secretariat) brings together the three leading multilateral environmental agreements that share the common objective of protecting human health and the environment from hazardous chemicals and wastes. The Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal was adopted in 1989 and entered into force in 1992. The Convention aims to protect human health and the environment by promoting the environmentally sound management (ESM) of hazardous and other wastes and controlling their transboundary movements. To address the growing challenge of plastic pollution, the Conference of the Parties adopted the Plastic Waste Amendments in 2019, which entered into force on 1 January 2021. The amendments established a global framework for the control of most transboundary movements of plastic wastes, while promoting waste prevention, minimization, environmentally sound management and circular approaches. Through subsequent decisions of the Conference of the Parties, including decisions BC-14/13, BC-15/18, the Secretariat has been requested to provide technical assistance and capacity-building to support Parties in implementing these mandates, including through the development of technical guidance, strengthening national capacities and promoting environmentally sound management of plastic wastes. The purpose of this International Individual Contractor assignment is to provide technical, analytical and monitoring support for the Secretariat's implementation of these initiatives. The Individual Contractor will contribute to the preparation of technical analyses, expert reviews, knowledge products, technical guidance materials, evaluation reports and other substantive outputs to strengthen the quality, technical consistency and effective implementation of project activities, capacity-building initiatives and technical assistance delivered by the Secretariat. Under the supervision of the Senior Programme Management Officer, the Individual Contractor will: A. Provide technical, analytical and monitoring support for the implementation of activities related to plastic waste management under the Basel Convention; B. Prepare technical documents, project reports and other documentation; compile and analyze information; and meeting materials, presentations, correspondence, knowledge products and other documentation; C. Provide technical, analytical and monitoring support with regards to the organization of technical meetings and capacity-building activities; D. Carry out other assigned tasks under the guidance of the supervisor.
