Programme Analyst Youth (NOA) - Gaza, State of Palestine

The Position:

The Youth Programme Analyst leads in the design, planning and management and implementation of the adolescent and youth component of UNFPA’s country programme in Gaza strip. The Programme Analyst leads provision of technical support to UNFPA’s implementing partners. Obtaining technical guidance and assistance from the team lead of adolescent and youth (AY) portfolio at the Country Office (CO), the Youth Programme Analyst supports programme/ project implementation by using and developing appropriate mechanisms and systems and ensuring compliance with established procedures, as well as by monitoring program results. She/ He will also work as the focal point for the ‘adaptation to demographic change/ data analysis and foresight’ stream of UNFPA works in Gaza in coordination with the designated staff at the CO. 

The Programme Analyst is located in Gaza and reports to the Head of Office in Gaza.

Job Purpose:

Under the overall direction of the Representative and the direct supervision of UNFPA, Head of Office, Gaza, the Programme Analyst will provide programmatic and coordination leadership for the AY and Data components of UNFPA Country Programme in Gaza strip. The Programme Analyst maintains collaborative relationships with all programme and project staff, and operations team at the CO. The Program Analyst will work very closely with the SRHR and GBV team in Gaza and at CO level to ensure integration of SRHR/GBV in AY related initiatives. She/ He contributes to evidence-based programming through continuous analysis of data and foresight. 

• Support the identification and formulation of the adolescent and youth related initiatives, country programme and component projects (both development and Humanitarian) in Gaza strip by compiling and analyzing information, project documents and work plans. 
•  Obtain and analyse data to inform overall UNFPA programming and policy advocacy. 
• Provide technical support to UNFPA AY implementing partners in Gaza to ensure delivery of quality programs and adherence to agreed standards and procedures. 
• Support the monitoring, evaluation, aacountability and learning for adolescent and youth program in Gaza, implement mechanisms to systematically assess the achievement of results, conductg field visits, participate in planning and review meetings and evaluation missions and prepare regular inputs to status and progress reports. Analyse factors affecting the achievement of results, recommend corrective actions and follow-up on recommendations.
• Contribute to creation and sharing of knowledge by synthesizing and documenting findings and lessons learned, success stories and best practices, strategies and approaches of the CO, and drafting relevant materials for dissemination.
• Lead the management of adolescent and youth implementing partners based in Gaza. This would entail program reviews and work plan development and management, accountability tracking for the IP in close collaboration with the CO IP management and operation teams. 
• Support advocacy and resource mobilization strategy of the CO by compiling and synthesizing relevant background materials.
• Establish and maintain a network of adolescent and youth stakeholders in Gaza; donor and public information contacts and contribute to organizing and conducting donor missions and other AY related missions and events.
• Engage with entities and partners to strengthen data and statistical system to inform sustainable strategies, policies and programmes with particular focus on SRH, Gender Equality/ GBV and population dynamics. 
• Undertake environmental scanning in Gaza and identify opportunities for UNFPA assistance and intervention. Keep abreast of new policy developments and strategies analyzing policy papers, strategy documents, national plans and development frameworks, and prepare briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks.
• Coordinate with operations on provision of training, and support project personnel and staff on national execution, and programme policies and procedures. 
• Performs any other tasks assigned by the Supervisor and Country Representative.

Qualifications and Experience: 

Education:  

• Advanced degree in social sciences, international relations, international law, human rights, public health, statistics, population or related field.

Knowledge and Experience: 

• At least 3 years of relevant   experience in the field of development and population and demography, reproductive health, GBV preferably in the UN system or INGO;
• Understanding of Humanitarian-Development-Peace nexus and resilience building, development contexts and government system will be an advantage;Past experience in areas of adolescent and youth will be desirable;
• Demonstrated experience in programme/ project planning design, monitoring and evaluation.
• Good analytical, communication, and writing skills including experience in drafting reports and technical guidelines;
• Excellent Computer skills: MS Word, Excel, Power Point, and database software;
• Knowledge and experience working with the UN system would be an advantage.

Languages: 

Fluency in both written and spoken English and Arabic.
