Org. Setting and Reporting
The position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The incumbent serves as a member of the United Nations Security Management Team. S/he will participate in the development of the Security Plans to preserve the safety and security of all UN personnel, assets and operations in the field mission. This position is based in Port-au-Prince and is located with the Safety and Security Section at the Security support Unit. The incumbent will report to the Chief Security Adviser and/or his delegate.
Responsibilities
Within the limits of delegated authority, the Security Officer will be responsible for performing the following duties: • Contributes to the CSO/DCSO/Security Coordination Officers in the office management procedures and/or supervises a Security Unit, as needed; • Serves as a member of Security Cell, implements and evaluates the security plan; • Analyzes the level of security risk for the area of operations; • Monitors, conducts or coordinates security operations; • Maintains continuing lines of communication with security focal points and other UN or non-UN stake holders; • Briefs the CSO/DCSO/on the status, activity and requirements of the unit; • Provides advice and training to UN personnel and eligible dependents on security matters; • Identifies the training needs of security and mission’s staff; • Identifies gaps in existing capability and recommends amendment accordingly; • Drafts Statements of Requirement and provides technical specifications for the procurement of section security equipment; • Inspects security equipment and ensures minimum equipment requirements are purchased, maintained and deployed; • Supervises the issuance of identity cards, background checks and entry controls, as appropriate; • Acts as Duty Officer within the Security Section; • Coordinates actions relative to the administration of human resource activities, e. g., recruitment, placement, promotion, performance appraisal, job classification reviews, ensuring consistency in the application of UN rules and procedures; • Takes the lead with respect to the preparation and implementation of the work programme, within available budgetary resources including provide guidance on financial administration • Oversees work related to procurement, billing and receipt of income from various services, operational travel programme, procurement monitoring and evaluation of vendor contracts/payment to vendors and individual contractors for services; • Performs other duties as required.

Education
High school diploma or equivalent is required.
Job - Specific Qualification
Security Certification Program (SCP) is required. Trainer Development and Certification Course (TDC) or Safe and Secure Approaches in Field Environments Training of Trainers (SSAFE ToT) certificate is required Formal training in procurement is required.
Work Experience
A minimum of ten (10) years of progressively responsible security management experience, either within an international security system, or a nationally recognized civilian or military entity is required. The minimum year of relevant experience is reduced to 5 years for candidate who possesses a first level university degree. 2 years or more of experience in UMOJA BPC - Budget formulation and Supply Chain Planning Tool or related area is required. At least three years at the international level in security section’s budget and human resources management, including 2 years in conflict or post conflict environment is required.
