PURPOSE OF THE POSITION
In the context of the regional escalation (Grade 3) and associated health emergency impacts in Jordan, the Medical Evacuation Officer will provide technical and program management expertise to the Medical Evacuation (MEDEVAC) technical team. The WHO MEDEVAC project aims to scale up the medical evacuation from Gaza to Jordan and contribute to the humanitarian relief efforts by providing quality health services for critically ill patients from Gaza and support the humanitarian commitment of the government of Jordan through the humanitarian corridor to Jordan within the frame of wider Gaza response efforts to undertake effective and accountable MEDEVAC operations.
OBJECTIVES OF THE PROGRAMME
The mission of WHO's Health Emergencies Programme is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.
DESCRIPTION OF THE DUTIES
Under the direct supervision of the WHO Health Emergencies (WHE) Lead, and the general guidance of the Head of WHO Country Office (HWCO), the incumbent t will serve as the Medical Evacuation Officer providing technical advice, coordination of WHO Country Office activities of supporting MEDEVAC. This requires continuous contact with officials and representatives from health sector partners, other technical staff in partner agencies (both within and outside the UN system), and staff of Ministry of Health (MOH) and other stakeholders. The incumbent will collaborate with technical staff at the three levels of the organization.
- Contribute to maintaining an overview of the MEDEVAC situation in Jordan through providing technical advice on all issues related to MEDEVAC & Repatriation, with a strong focus on MEDEVAC criteria setting, critically reviewing, analyzing, and using evidence-based data for such recommendations.
- Act as the key focal point with regards to the MEDEVAC action and the associated project activities. Escalating and /or /consulting with the functional line manager when and where necessary.
- Ensure programmatic planning, coordination, and timely delivery of the technical and administrative tasks by the agreed subcontractors are achieved, as outlined in the project work plan.
- Take management responsibility for the delivery of action by contractors responsible for the MEDEVAC, ensuring connectivity and complementarity with the action being delivered.
- Lead on bringing the overall project work plan activities together in close collaboration with the medical evacuation team, operations support and logistics teams across geographical locations.
- Coordinate periodic reviews of the programmatic, technical/ medical achievements and progress indicators.
- Analyse and synthesize incoming information and ensure that updates are provided on a regular and timely basis to all levels of the reporting matrix internally and externally.
- Serve as liaison on MEDEVAC, maintaining and establishing further relationships as needed with the identified MoH MEDEVAC focal point, Governmental Authorities, NGOs, and Governmental Authorities of Receiving/Transiting Member States.
- Ensure close coordination and open communication between all stakeholders who are involved in the MEDEVAC operational activities and represent WHO position.
- Implement technical and program recommendations for corrective action to the project.
- Oversee the quality control of the subcontractors and other funding-related agreements, ensuring compliance with WHO policies and practices and donor requirements of the project.
- Participate in the development or update of any protocols, standard operational procedures and guidelines developed as part MEDEVAC and repatriation operations.
- Perform any other technical, operational, or incident-specific related duties within the WHE portfolio, as required, requested by the supervisor.
REQUIRED QUALIFICATIONS
EDUCATION
Essential: First University degree in Medicine.
Desirable: Advanced University degree in Medicine.
EXPERIENCE
Essential: A minimum of five years of work experience with international exposure relevant to the position in health sector coordination, with tracked experience in critical patient care and transfers, and MEDEVAC.
Desirable: Experience in designing and implementing MHPSS interventions for affective communities by humanitarian crises emergencies.
Related experience in concept note and proposal writing, log frame, budget development and program implementation, including the management of financial and human resources. documented experience of operational and technical knowledge within the area of medical evacuations and establishing systems and processes to context due to needs.
Previous experience with WHO, other UN agencies, EMTs, health cluster partners, recognized humanitarian organizations or non-governmental organizations and working with national authorities such as MoH and EMS.
Related experience in development and implementation of strategies and action plans within WHO and/or UN agencies.

- Excellent knowledge strategic thinking, political and stakeholder analysis, negotiation methods, leadership and development.
- Knowledge of international governmental collaboration and ability to work with other agencies and development partners in middle and or low-income country settings.
- Demonstrated knowledge of clinical case management / clinical care activities, and MHPSS with a proven ability to identify and solve technical and any associated operational problems in difficult circumstances.
- Demonstrated professional writing and oral skills including the development of high-quality reports, oral presentations, and technical/persuasive documents for consideration at the highest level of the Organization.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 70,212 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2,188 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
