Assignment context
This United Nations Volunteers (UNV) assignment is based within the United Nations Development Programme (UNDP) Dominica Project Office under the Strengthening Community Resilience within the Kalinago Territory (SCR-K) Project, which is funded by the Government of India through India-UN Development Partnership Fund through the UN Office for South-South Cooperation and implemented by UNDP with the Government of Dominica and the Kalinago Council.
The National UN Volunteer will support the implementation of the Enterprise Development and Low Value Grants Programme under Output 3 – Indigenous Economic Development and Sustainable Tourism.
The Volunteer will coordinate beneficiary engagement, facilitate implementation of the grants programme, support the delivery of technical assistance provided by the project team and assist in monitoring grant implementation to ensure timely and effective delivery of project activities within the Kalinago Territory.
Task description
1. Coordination of the Enterprise Development and Low Value Grants Programme: The Volunteer will support the operational implementation of the Enterprise Development and Low Value Grants Programme by: Coordinating outreach and sensitization activities for prospective applicants. Organizing information sessions and beneficiary orientation meetings. Responding to enquiries from applicants and beneficiaries. Receiving, registering and tracking grant applications. Maintaining the grants management database and beneficiary records. Coordinating the administrative aspects of the grants process. Supporting the organization of Grant Selection Committee meetings. Preparing meeting documentation, attendance records and minutes. Facilitating communication with applicants throughout the application process.
2. Beneficiary Coordination and Technical Support: Working closely with the Lead Technical Consultant, the Volunteer will: Coordinate beneficiary scheduling for enterprise assessments and mentoring sessions. Arrange field visits, consultations and stakeholder meetings. Support implementation of Enterprise Improvement Plans developed by the Technical Consultant. Monitor follow-up actions arising from technical recommendations. Coordinate communication between beneficiaries, consultants and project partners. Assist beneficiaries in fulfilling grant implementation requirements. Identify implementation bottlenecks and escalate issues to the Project Analyst. *Note: The Volunteer will facilitate implementation of technical activities but will not be responsible for providing technical advisory services.
3. Grant Implementation Monitoring: The Volunteer will support monitoring of grant-funded activities by: Conducting routine field visits to beneficiary enterprises. Tracking implementation progress against agreed milestones. Verifying delivery of grant-funded goods, services and activities. Collecting beneficiary progress updates and supporting documentation. Maintaining implementation records and monitoring trackers. Reporting implementation issues requiring management attention.
4. Stakeholder Engagement and Programme Administration - The Volunteer will support effective coordination among project stakeholders by: Coordinating meetings, workshops and stakeholder consultations related to the Enterprise Development Programme. Supporting implementation of enterprise development activities delivered by the Lead Technical Consultant. Assisting with logistics for training sessions, workshops and promotional events. Supporting project communications by documenting activities and collecting photographs and beneficiary testimonials. Maintaining organized programme records and filing systems. Providing administrative and logistical support for Output 3 implementation.
5. Enterprise Development and Beneficiary Support: Working under the technical guidance of the Lead Consultant, the National UN Volunteer will support the implementation of enterprise development activities by: Coordinating enterprise assessments, mentoring sessions and training workshops. Supporting the preparation and implementation of Enterprise Improvement Plans. Coordinating beneficiary participation in capacity-building activities. Maintaining records of training, mentoring and beneficiary progress. Following up with beneficiaries on implementation of technical recommendations. Facilitating communication between beneficiaries, the Consultant and project partners. Identifying implementation challenges and escalating them to the Consultant and Project Analyst. Documenting enterprise progress, success stories and lessons learned. *Note: The National UN Volunteer will provide operational and coordination support and will not be responsible for delivering technical advisory services.
6. Communications, Visibility and Knowledge Management: The National UN Volunteer will support communications and visibility for Output 3 by: Developing beneficiary success stories, case studies and human-interest features. Capturing photographs and short videos of project activities and beneficiaries. Drafting content for newsletters, social media, press releases and web stories in collaboration with the UNDP Communications Team. Supporting implementation of project visibility activities in accordance with UNDP branding guidelines. Coordinating media and stakeholder participation during project events, training activities and enterprise showcases. Supporting documentation of lessons learned, best practices and project achievements. Maintaining a repository of communication materials, photographs and knowledge products to support project reporting and close-out.

Living conditions
The duty station is the UNDP Dominica Project Office, located in Roseau. The office is situated in a secure building with controlled access and is equipped with the facilities necessary to support project implementation. Official transportation is available for project-related travel. The volunteer's work will primarily take place in communities within the Kalinago Territory and other field locations as required. Travel between Roseau and the field is generally accessible by road, although occasional travel may be affected by weather conditions, particularly during the Atlantic hurricane season (June to November). Dominica is a peaceful Caribbean Island nation with a tropical climate characterized by warm temperatures throughout the year and seasonal rainfall. The country offers a rich cultural environment and is widely recognized for its natural beauty, biodiversity, and strong community traditions. Volunteers will be expected to demonstrate respect for local customs and cultural practices, especially when engaging with indigenous Kalinago communities. Basic goods, accommodation, banking services, mobile communications, internet connectivity, healthcare services, electricity, and potable water are available in Roseau and major communities.
Accommodation options include apartments, guesthouses, and private rentals. While services are generally reliable, occasional interruptions to utilities and communications may occur following severe weather events. Medical facilities are available in Roseau, including the Dominica China Friendship Hospital and several private clinics. More specialized medical services may require travel to neighboring countries. Dominica offers an interesting and rewarding working environment for volunteers seeking meaningful community engagement and sustainable development experience. The assignment requires flexibility, adaptability, cultural sensitivity, and a willingness to travel regularly to rural communities.
