Context
IOM seeks to engage fourteen (14) Field Engineers in Chuuk as part of its reconstruction response to the impacts of Typhoon Sinlaku. Under the overall supervision of the Program Engineer in Chuuk, and overall supervision of the Construction Officer and the Head of Sub-Office in Chuuk, the Field Engineer Consultants will be responsible for supporting the implementation of reconstruction interventions across Chuuk, covering New Houses, Weno infrastructure and public buildings reconstruction. The Consultants will ensure that activities are carried out in accordance with approved technical standards, project specifications, and implementation plans, while providing regular monitoring and technical guidance throughout the project lifecycle.
Beginning on 10 April 2026, Typhoon Sinlaku impacted Chuuk State, Federated States of Micronesia (FSM), bringing heavy torrential rains and damaging gusts that caused widespread destruction across Chuuk Lagoon and the outer islands. The storm’s slow movement prolonged exposure, resulting in extensive damage to housing, public infrastructure, agriculture, and critical services across several communities in Chuuk State. Under the READY project funded by the United States Government (USG), IOM seeks to support the reconstruction of Weno infrastructure and public buildings.
Responsibilities
Assist the Programme Management Team, including the Program Engineer, Construction Officer, and Head of Sub-Office, in the preparation of scopes of work, technical specifications, cost estimates, bills of quantities (BOQs), work schedules, and construction drawings for Weno infrastructure, public buildings, and housing reconstruction projects.
Conduct site inspections and supervise reconstruction activities to ensure compliance with approved designs, technical specifications, quality standards, safety requirements, work plans, and project timelines.
Carry out damage assessments of affected structures, document findings, and prepare technical recommendations, design sketches, BOQs, and cost estimates for rehabilitation and reconstruction works.
Monitor reconstruction activities throughout all project phases and provide technical oversight to ensure timely, efficient, and quality implementation of works.
Prepare regular technical and progress reports, including updates on implementation progress, quality, expenditures, risks, challenges, and schedule performance.
Support the coordination of reconstruction projects by working closely with contractors, suppliers, community representatives, government counterparts, and other stakeholders.
Conduct quality assurance and quality control (QA/QC) inspections and verify that construction materials, workmanship, and completed works meet project requirements and applicable standards.
Review contractor performance, identify implementation issues, and provide recommendations to address technical, operational, and schedule-related challenges.
Support project completion activities, including final inspections, defect identification, handover processes, and preparation of completion and as-built documentation.
Maintain accurate project records, including site reports, inspection reports, photographs, progress measurements, and other project documentation.
Review and interpret engineering drawings and, where applicable, prepare or update technical drawings and as-built plans using AutoCAD or other relevant software.
Ensure compliance with IOM policies and procedures, including Prevention of Sexual Exploitation and Abuse (PSEA), safeguarding, occupational health and safety requirements, and the promotion of a respectful working environment.
Undertake duty travel throughout Chuuk State and other project locations as required.
Perform any other duties as assigned by the supervisor.

Qualifications
Education
Master’s degree in Civil Engineering, Architecture, or a related field from an accredited academic institution with two years of relevant professional experience; or
University degree in the above fields with four years of relevant professional experience in practical construction or engineering field;
Certification as a licensed professional Engineer is mandatory;
Certification as a licensed professional Quality Control/Quality Assurance Engineer is required.
Experience
Experience in the field of construction engineering and contract management;
Experience in design, planning and implementation of civil design projects
Experience with working in remote, hardship and/or rustic locations for longer periods of time (1-2 weeks)
·Ability to tolerate traveling on short or long-distance boat travel (1-2 days travel) on small and medium-sized vessels
Experience working with a non-governmental organization and/or international organization an advantage
Excellent knowledge of design and visualizations software such as AutoCAD;
Knowledge of applicable codes, policies, standards and best practices related to project
Travel required
Travel is required project sites including Chuuk lagoon, and outer islands
