Purpose of consultancy
The consultant will provide technical and coordination support to the Ministry of Health and WHO to facilitate the finalization and implementation of the National Policy and Strategic Plan on Disability Health Equity and Rehabilitation in the Health Sector.
The consultancy will focus on supporting the integration of rehabilitation and disability inclusion within primary health care and broader health system reforms, strengthening equitable access to health services for persons with disabilities, and enhancing the availability and use of data and evidence to inform policy implementation and monitoring.
The consultant will work across health sector stakeholders to promote effective coordination, support the incorporation of rehabilitation and disability considerations into health financing, service delivery and social protection reforms, and strengthen health information systems to better monitor access to services and rehabilitation outcomes for persons with disabilities.
This will include supporting the development of disability-inclusive indicators, reporting mechanisms, interoperability arrangements and analytical products aligned with Cambodia's digital health transformation agenda and broader efforts to improve continuity of care for people with disabilities.
Background
Strengthening rehabilitation and addressing the needs of persons with disabilities is essential for Cambodia's progress toward Universal Health Coverage (UHC) and the Sustainable Development Goals (SDGs), ensuring that no one is left behind. The Ministry of Health (MoH), through the Technical Working Group on the Health of Persons with Disabilities (TWG-HPD), has made significant progress in developing the National Policy and Strategic Plan on Disability Health Equity and Rehabilitation in the Health Sector, which is now reaching its final draft stage. As the policy moves towards endorsement, the focus of support must progressively shift from policy development to implementation.
A key priority for implementation will be the progressive integration of rehabilitation services within primary health care (PHC), ensuring that rehabilitation becomes an integral component of people-centred care rather than a stand-alone service. This will require adapting service delivery models, strengthening the rehabilitation competencies of the health workforce, and leveraging existing PHC platforms to improve early identification, referral and continuity of care. In parallel, greater attention will be needed to strengthening community-based approaches and utilizing community health platforms to improve access to rehabilitation services and respond more effectively to the needs of persons with disabilities, particularly in underserved and rural areas.
Another critical ambition of the policy is to strengthen the monitoring of access to health services by persons with disabilities and improve understanding of rehabilitation service utilization across the country. Robust monitoring systems will be required to assess whether policy implementation is translating into improved access, coverage, quality and health outcomes. To achieve this, there is a need to review and strengthen reporting requirements related to disability and rehabilitation within DHIS2 and other national health information systems, while improving interoperability and data exchange across existing platforms. This work should be aligned with the broader Cambodia Digital Health Enterprise Architecture agenda and explore opportunities to move progressively towards integrated and longitudinal health records for persons with disabilities, enabling better coordination of care and information sharing between the Ministry of Health, the Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY), and other relevant stakeholders.
Building on WHO's global guidance on rehabilitation in health systems and disability-inclusive health services, Cambodia is well positioned to transition from policy development to implementation, with a particular focus on PHC integration, community-based service delivery, stronger intersectoral coordination, and improved health information systems capable of generating the evidence needed to guide and evaluate reforms.
