Background The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government to support the formulation and implementation of more effective, sustainable, participative, and socially fairer urban economic, social, and environmental policies. The “Weaving the city: planning with a participatory approach” project is another phase of the “Territories of Citizenship” project, a partnership between the Municipality of Juiz de Fora and UN-Habitat, launched in December 2021. It applied the Quick Participatory Mapping (QPM) methodology across 139 Special Zones of Social Interest (ZEIS) and two rural districts, alongside the development of a comprehensive Socioeconomic Profile of the prioritized areas. In 2023 and 2024, this project was expanded with the creation of the Public Policy Observatory, a platform dedicated to local data production and analysis to support evidence-based decision-making, enhance transparency, and align municipal policies with global sustainable development goals. In 2026, “Weaving the city: planning with a participatory approach” will focus on improving the quality of life of Juiz de Fora’s urban area by promoting inclusive public spaces, sustainable practices, and the integration of gender and diversity perspectives. The initiative also aims to strengthen local capacities for the formulation and monitoring of public policies aligned with global sustainable development agendas, while expanding social participation and community engagement in urban management. To properly implement the project and UN-Habitat’s mandate in Brazil, a Consultant (Documentary Videomaker) is required to produce audiovisual materials documenting and disseminating key components of the initiative. The consultancy will support the development of a mini documentary on the Municipal Cemetery of Juiz de Fora, a series of short audiovisual videos highlighting its historical, cultural, and social significance, and an institutional video on the tourist, historical, and cultural route developed under the project, with the objective of communicating the initiative’s activities and results to diverse audiences. Report to UN-Habitat Manager The Consultant (Documentaty Videomaker) reports to the Head of Brazil Office, who will evaluate him/her. Responsibilities The Consultant (Documentary Videomaker) will support the implementation of the project, and its activities, with the following responsibilities: a) Plan, record and produce audiovisual content related to the project activities, including interviews, institutional footage, historical and cultural sites, public spaces, events, and other relevant activities identified by the project team. b) Edit video and audio materials, including color correction, sound adjustment, subtitling, integration of graphics and visual elements, and formatting of audiovisual products according to the technical specifications defined by the project team. c) Conduct interviews with project stakeholders, including public officials, historians, researchers, cemetery workers, religious leaders, community representatives, and other relevant actors identified by the project team. d) Capture supporting footage (B-roll) and complementary visual materials that contribute to the narrative, historical, cultural, institutional, and educational objectives of the audiovisual products. e) Ensure the technical and narrative quality of all audiovisual materials, including image and sound quality, visual consistency, accessibility features when requested, and compliance with the visual identity and institutional communication standards of UN-Habitat and the Municipality of Juiz de Fora. f) Organize and maintain a structured archive of all recorded audiovisual materials, making the raw footage and final edited files available to the project team according to the established file organization standards. g) All Software licenses for editing images must be the property of the Documentary Videomaker, as well as it is their (his/her) responsibility to bring all audiovisual equipment, if needed, to perform the described activities (cameras, lenses, flashes, microphones, batteries, tripods, connectors, and cables) - excluding UN-Habitat of any liability for damage or cost related to it. h) Ensure all stages of audiovisual production, including pre-production, support in the development of scripts and interview guidelines, filming, lighting, sound capture, recording of interviews, editing, post-production, and delivery of final files in the formats defined by the project team. i) All audiovisual materials must be edited in accordance with UN-Habitat’s institutional communication standards and the visual identity of the initiative, as defined by the project team. The consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE, from UNDSS, is required to be accredited during the first month of employment. The consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System. Outputs/Work Assignment The consultant shall support the implementation of the project, according to the stated responsibilities and the delivery of the following products: Product 1: Audiovisual Production Plan • An audiovisual production plan covering all audiovisual products under this consultancy, including the proposed narrative approaches, preliminary scripts, interview guidelines, filming schedule, logistics plan, production timeline, and technical requirements. • Definition of the audiovisual strategy, including the identification of filming locations, interviewees, key visual references, and storytelling elements to support the production of the mini documentary, the short video series, and the institutional video. • Initial fieldwork, including location scouting, preliminary interviews, and audiovisual recordings, as necessary to validate and refine the proposed narrative and production approach. Expected delivery date: 30 days after contract signature. Product 2: Short Video Series Featuring the Municipal Cemetery of Juiz de Fora • Production of a series of five (5) short audiovisual videos featuring the Municipal Cemetery of Juiz de Fora and highlighting its history, memory, cultural heritage, and social significance. • Each video shall have an approximate duration of up to three (3) minutes and be delivered in both horizontal and vertical formats, in 4K quality. • The series shall feature interviews with religious leaders, historians, researchers, public officials, cemetery workers, and other individuals identified by the project team as relevant to the proposed narrative. • The final videos shall include subtitles in Portuguese and in English and be edited and delivered in accordance with the project's visual identity and UN-Habitat's institutional communication standards. • The delivery of all raw audiovisual footage produced during the consultancy, properly organized and catalogued, together with the corresponding project files, ensuring their future use by UN-Habitat. Expected delivery date: 60 days after contract signature. Product 3: Mini documentary on the Municipal Cemetery of Juiz de Fora • One (1) mini documentary on the Municipal Cemetery of Juiz de Fora, with an approximate duration of seven (7) to fifteen (15) minutes, produced in horizontal format and 4K quality. • The mini documentary will be developed under the project component dedicated to the preparation of guidelines for the implementation of a tourism and cultural route for the Municipal Cemetery of Juiz de Fora. • The final video shall include interviews with historians, cemetery workers, and other relevant stakeholders identified by the project team, as well as supporting footage that contributes to the historical, cultural, and urban narrative of the documentary. • The editing flow and narrative structure shall be developed based on a script approved by the project team and on the audiovisual material produced throughout the implementation period. • The final video shall include subtitles in Portuguese and in English and be edited and delivered in accordance with the project's visual identity and UN-Habitat's institutional communication standards. • The delivery of all raw audiovisual footage produced during the consultancy, properly organized and catalogued, together with the corresponding project files, ensuring their future use by UN-Habitat. Expected delivery date: 120 days after contract signature. Product 4: Institutional Video on the Tourist, Historical and Cultural Route • Production of one (1) institutional video on the tourist, historical, and cultural route developed under the project, with an approximate duration of three (3) to five (5) minutes, produced in horizontal format and 4K quality. • The video shall present the route connecting Juiz de Fora's historic city center to the Municipal Cemetery, highlighting its historical, cultural, educational, and touristic significance, while demonstrating how the Sustainable Development Goals are integrated into the interpretation and experience of the route. • The final video shall include subtitles in Portuguese and be edited and delivered in accordance with the project's visual identity and UN-Habitat's institutional communication standards. • The delivery of all raw audiovisual footage produced during the consultancy, properly organized and catalogued, together with the corresponding project files, ensuring their future use by UN-Habitat. Expected delivery date: 160 days after contract signature.

Education Required: • Bachelor's degree in Communications, Photography, Journalism, Marketing, Public Relations, Film Studies or related fields is required, or additional three (3) years of relevant experience to the post, beyond the requirement. Work experience • A minimum of three (3) years of professional experience in video editing and audiovisual production is required, with a portfolio provided upon request. • Experience in the production of documentaries is required. • Experience in audiovisual storytelling related to gender issues is required. • Experience in audiovisual storytelling related to public interest agendas, such as urban issues, diversity, social participation, or community-based initiatives in Brazil, is desirable. Skills • Proficiency in video editing software such as Adobe Premiere, DaVinci Resolve, or equivalent is required. • Demonstrated knowledge of audiovisual production techniques, including the recording and filming of interviews, framing, lighting, and audio capture, is required. • Basic skills in graphic design software, such as Adobe Photoshop or equivalent, for the insertion of visual elements and simple graphic adjustments, are required. • Experience related to the UN and/or any other international agency is desirable. Competencies • Professionalism: Experience working in an inter-institutional environment, project management, monitoring-evaluation; approaches and strategies regarding good urban governance and local and regional development. • Planning and organization: Professional approach to work, strong sense of responsibility, operate with minimal supervision; proven organizational skills and ability to manage a workload efficiently and within set deadlines. • Communication: Ability to write clearly and effectively; listen to others, interpret messages correctly and respond appropriately; show openness in information sharing and keep everyone informed; solid abstract reasoning skills together with a proven capacity to write documents for diverse audiences. • Teamwork: Ability to work with teams, demonstrate leadership, conflict management and consensus facilitation skills; ability to work in a multicultural and multi-ethnic environment, and to respect diversity; sensitivity to the main streaming of vulnerability; willingness and ability to work in difficult environments. Knowledge Management • The person must know the processes, procedures, and norms of UN-Habitat, to guarantee an adequate quality of the activities described above, following the standards of the organization. • The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development. • The person must know the file of the Office, work with it, and ensure its proper maintenance, accessibility for all staff, and due updating. • The person will prepare databases related to the project running. • The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. • The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency. • The person will only share the information produced with the team agency, assuring the privacy of the content.

• English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office. • For the post advertised, fluency in Portuguese is required. Working knowledge of Spanish and English are desirable.

Travel details: Applicable The consultant must be available to travel to the places related to the activities in the country, if requested by the National Officer for Brazil. Travels will be coordinated and financed by UN-Habitat, according to the United Nations travel rules and guidelines. Remuneration LICA 1 (part-time 40%). UNOPS Salary Scale. The consultant will receive a total amount of BRL15,000.00 according to the following schedule: • Payment 1 [10%]: Upon delivery and approval of Product 1 (BRL 1,500.00). • Payment 2 [25%]: Upon delivery and approval of Product 2 (BRL 3,750.00). • Payment 3 [40%]: Upon delivery and approval of Product 3 (BRL 6,000.00). • Payment 4 [25%]: Upon delivery and approval of Product 4 (BRL 3,750.00). Notes Appointment against this post is on local basis and only nationals from Brazil or external candidates who hold a permanent visa in Brazil may apply.  The extension of this contract is subject to availability of funds and/or performance.
