Consultant - Emergency Preparedness and Response

Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.
The Incident and Emergency Centre (IEC) is part of the Department of Nuclear Safety and Security and reports to the Deputy Director General, Head of the Department. The IEC serves as the IAEA's focal point for preparedness and response to nuclear and radiological incidents and emergencies regardless of their cause, and for strengthening Member States' preparedness for response.
 

Main Purpose

The Consultant will provide technical expertise to enhance and expand the IEC's eLearning offerings, building on and optimizing the use of existing training materials, including enhancing and creating new eLearning modules in Emergency Preparedness and Response (EPR), in accordance with the GSR Part 7 and other Safety Standards in EPR. The Consultant will be involved in the planning, coordination, and implementation of this development. Key duties include further development in key EPR topics, developing eLearning materials, reviewing existing materials as well as soliciting feedback from users, and improving the materials according to feedback received. The Consultant will also consider integrating innovative instructional methodologies and virtual reality (VR) technologies and ensuring that the eLearning materials effectively build the necessary knowledge and skills of the users. The Consultant will ensure the eLearning materials meet the needs of the IEC, users and stakeholders and aligns with the strategic goals of the NS-IEC.

Functions / Key Results Expected

1. Technical development of eLearning materials based on the Safety Standards and EPR documents for the IAEA. 
2. Development and further refinement of eLearning materials that align with and give a technical basis for further trainings that the IEC conducts:
o Planning and providing technical input in the eLearning modules and developing the modules ensuring a clear and structured approach.
o Track and document progress and outcomes and action items from all work, ensuring accountability through preparing and maintaining user manuals, technical documentation and implementation records.  
o Develop a plan for further expansion of the eLearning available to Member States on EPR.  
3. eLearning Promotion and Stakeholder Engagement:
o Develop promotional materials and communications to enhance awareness and drive use and participation.
o Liaise with internal and external stakeholders to address their needs, fostering a collaborative approach to the eLearning program.

Qualifications and Experience

• University degree in fields such as Instructional Design, Educational Technology, Learning Sciences, Digital Learning, Computer Science, Educational Media Development. In lieu of a university degree, the following could be accepted: Specialization or certification in eLearning development, simulation-based training, immersive learning environments, virtual reality (VR), augmented reality (AR), mixed reality (MR), human-computer interaction, or serious gaming for training.  

• At least five years of professional experience in the design and application of eLearning, simulation/ based learning and scenario-driven training.

• Proven experience in project management.

• Experience in Emergency Preparedness and Response, Crisis management or technical/scientific education, is a distinct advantage.

• Good oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset. 

   

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 250, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
