Project Context and Scope

The consultant will be responsible for below noted deliverables across multiple projects active in Libya: 

Assessment and Needs Identification

  • Conduct a desk review of existing MHPSS tools, resources, and documentation available in Libya.

  • Consult with relevant IOM staff to identify technical needs, gaps, and priorities within MHPSS programming. 

  • Consolidate all available tools for review and conduct assessment on the available technical materials and tools to identify areas to be strengthened.

  • Develop need and gap analysis report outlining recommendations and priority areas for technical development.

Technical Development

  • Develop workplans for the creation of technical MHPSS resources based on identified needs.

  • Draft, revise, and finalize MHPSS guidelines, technical sheets and guidance notes for psychoeducation and group activities, standard operating procedures (SOPs) for MHPSS implementations, and other technical documents as agreed with the MHPSS team to develop comprehensive MHPSS Handbook.

  • Ensure all developed materials are aligned with international MHPSS standards, IOM guides and best practices.

  • Integrate feedback from IOM technical teams into final products.

Coordination and Reporting

  • Participate in virtual meetings with IOM as required.

  • Provide monthly progress report and check-in meetings throughout the consultancy period.

  • Submit all deliverables according to the agreed timeline.

Responsibilities

Tasks to be performed under this contract

The consultant will deliver the following:

  • Needs and gap assessment report identifying priority areas for technical development.

  • Proposed framework and plan for development of MHPSS technical resources.

  • Final version of comprehensive MHPSS handbook with proper design and visuals.

  • Final consultancy report summarizing activities, deliverables, recommendations, and lessons learned.

     

    All final technical products shall be submitted by the end of the consultancy period. Overall, it is expected that the total length of this assignment will be through 4 months. This is a deliverable based consultancy, based on initial agreed timeline, modification to length could be considered.

    Category B Consultants: Tangible and measurable outputs of the work assignment (with realistic delivery dates)

    The consultant will deliver the following:

  • Deliverable Dates % of Consultancy Fees Payable upon Approval and endorsement of the Deliverable  

    Workplan and Needs & Gap Assessment Report & consolidation of existing technical materials

    1st monthWith submission of analysis and 1st progress report, 30% of total consultancy fee will be submitted

    Progress reports

    30th of every monthNone

    Draft MHPSS handbook for review

    3rd monthWith submission of 1st draft, 30% of total consultancy fee will be submitted

    Final MHPSS handbook (with design and visuals)

    4th monthRemaining 40% of the fee to be submitted
 
Performance indicators for the evaluation of results
 
  • Quality and technical accuracy of produced materials. 

  • Relevance and practicality of developed guidelines and tools. 

  • Compliance with agreed timelines and deliverables. 

  • Responsiveness to feedback and ability to incorporate revisions. 

  • Adherence to international MHPSS standards and good practices.

Qualifications

Required Qualifications and Experience

Education

  • Advanced university degree (Master's degree or equivalent) in Psychology, Clinical Psychology, Social Work and Mental Health.

Experience

Minimum 5 years of experience in MHPSS programming. 

Experience of program development and program management

Experience in development of SoP for MHPSS

Demonstrated experience developing: 

  • MHPSS activity manuals;

  • Group intervention guides;

  • Activity facilitation tools;

  • Technical guidance documents;

  • Training and resource materials.

    Strong understanding of community-based MHPSS approaches both IOM modality and global modalities 

    Experience working in humanitarian, migration, refugee, or displacement settings is desirable.

    Experience with remote consultancy assignments is an advantage.

 

Languages

Fluency in English and Arabic is desired.

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
