The Youth on the Move UNV programme was designed by UNICEF in collaboration with UNV to provide refugee, displaced and migrant youth between the ages of 20-32, who face learning to earning barriers, with a paid 21-months volunteer opportunity.
Assignment context
Myanmar’s ongoing crisis has significantly disrupted education and livelihoods, limiting opportunities for adolescents and older learners to acquire relevant skills for personal development and economic participation. Many young people, particularly those who are out of school or affected by displacement and conflict, face barriers in accessing learning opportunities that build foundational, digital, and transferable skills.
In this context, there is a need to strengthen skills development opportunities for adolescents and youth through flexible, community-based approaches that respond to diverse learning needs and constraints.
The purpose of this assignment is to support the design and delivery of contextually relevant skilling approaches for youth and adolescents by:
• Providing insights on the skills needs, aspirations, and constraints faced by youth in Myanmar;
• Supporting the identification and adaptation of appropriate learning materials;
• Contributing to the capacity building of facilitators delivering skills training in community-based learning environments.
Task description
Under the direct supervision of Education specialist, the UN Volunteer will undertake the following tasks:
1. Assessment of Youth Skills Needs
• Conduct rapid consultations with adolescents and youth (including out-of-school and displaced youth) to understand:
o priority learning and skills needs
o barriers to participation in training programmes
o preferred learning modalities (digital, in-person, blended)
• Engage with local youth organizations and community stakeholders to validate findings
• Prepare a brief report/ slide deck summarizing key insights and recommendations for programme design
2. Identification and Adaptation of Learning Materials
• Review existing digital literacy, financial literacy, and job readiness curricula across different geographic locations
• Identify materials that are:
o contextually relevant
o open source
o locally developed
o accessible in low-connectivity settings
o appropriate for varying literacy levels
• Support adaptation of selected materials to:
o local language and cultural context
o youth-friendly formats
o blended learning delivery models
• Provide recommendations on integrating practical, application-based learning approaches
3. Support to Facilitator Training
• Contribute to the design and delivery of facilitator training sessions for community learning centres
• Support training modules on:
o youth engagement and participatory teaching methods
o delivery of digital and job readiness skills
o facilitation of experiential and project-based learning
• Provide ongoing mentoring and feedback to facilitators during implementation
4. Youth Engagement and Programme Feedback
• Support the establishment of feedback mechanisms from youth and adolescents within the programme
• Facilitate periodic discussions with learners to gather feedback on:
o course content
o delivery methods
o barriers to participation
• Provide recommendations for continuous programme improvement
5. Support roll out and deployment of adolescent toolkit
• Collaborate with relevant colleagues in child protection and the youth engagement team in the communication section to roll out the adolescent toolkit in partnership with regional COE focal point
Skills and experience
At least 1 year demonstrated experience as a volunteer or in community engagement.
Other requirements:
• Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations.
• Self-motivation and ability to adapt professionally in a challenging environment and work effectively in a multicultural team of international and national personnel
• Proficient digital skills to deliver the assignment, including proficiency in Microsoft Of-fice applications (Excel, Word, among others), email, and internet.

Living conditions
This role will be located in Yangon with travel required to program sites and interact with adolescent learners. The selected candidate will be required to be on site in the Yangon office. Yangon is considered a hardship and non-family duty station. Note that UNICEF recognizes the complex working environment in Myanmar and operates within the safety and humanitarian considerations in Myanmar. Yangon remains the main operational hub for UNICEF with five additional field offices.
Note on Covid-19 vaccination requirements
In addition to duty station-specific vaccine requirements, appointments are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine. If you have not been fully vaccinated against Covid-19, you must receive the vaccines within six months of contract commencement; otherwise, your contract will not be granted beyond that period. UNICEF is prepared to provide support for the vaccination process as required. It does not apply to UN Volunteers who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their contracts.
