About the Country/Multi-Country Office
Based in Peru, the Andean Multi-Country Office (ANMCO) also oversees UNOPS operations in Ecuador and Colombia. In both Peru and Ecuador, UNOPS primarily provides technical assistance to strengthen local government capacities and improve public service delivery. Active in Peru since 1995, UNOPS has supported a wide array of initiatives across sectors such as health, education, justice, governance, environment, transportation, agriculture, and recreation—contributing to public sector modernization and the efficient, transparent use of public resources. Over the past 32 years, this collaboration has mobilized nearly USD 4 billion in public investments, delivering estimated savings of 20% and supporting progress toward the Sustainable Development Goals. In Ecuador, UNOPS works with national partners to enhance access to essential services, with a focus on health, urban mobility, and sustainable development, through public infrastructure modernization and the strategic procurement of goods and services.

Bajo la supervisión directa del Oficial de Finanzas del ANMCO, el/la Asociado/a de Finanzas es responsable de ofrecer servicios financieros de alta calidad, precisos y consistentes para el Centro de Operaciones y los proyectos en Perú, siempre en conformidad con las normas y reglamentos de UNOPS y con un enfoque orientado al cliente. El/la Asociado/a de Finanzas actuará como consultor retainer en temas financieros.

El/la Asociado de Finanzas, bajo la supervisión del Oficial de Finanzas, proporcionará apoyo experto en la ejecución de procesos financieros, asegurando la integridad y el cumplimiento de las normas de UNOPS.

1. Ejecución Financiera y Cumplimiento:
- Cuando se requiera, revisión y validación de la documentación vinculada a la ejecución financiera de proyectos, asegurando el cumplimiento de políticas y lineamientos institucionales.
2. Ajustes Contables y Presupuestales:
Elaboración y registro de ajustes contables a través de General Ledger Entries (GJLEs), garantizando la correcta imputación presupuestal y contable.
Apoyo en la actualización del control y monitoreo de los presupuestos administrativos de ANMCO.
3. Gestión de Contratos:
Gestión y seguimiento administrativo de contratos de proyectos, velando por su adecuada ejecución y cumplimiento de condiciones contractuales.
Gestionar los pagos relacionados a los contratos asignados.
4. Control de Cartas Fianza:
Apoyo en la revisión, monitoreo y control de cartas fianza, asegurando su vigencia, correcta emisión y seguimiento oportuno.
5. Reporte de Órdenes de Compra:
Elaboración y análisis de reportes de seguimiento de órdenes de compra, verificando su correcta ejecución presupuestal y administrativa.
6. Control de Caja Chica y Operational Advance:
- Apoyo en la revisión y monitoreo del control de caja chica y Operational Advance, incluyendo procesos de liquidación, reposición y cierre, garantizando transparencia, trazabilidad y adecuada rendición de cuentas.
7. Proceso de Compras Menores:
- Gestión del proceso de compras menores (shopping), asegurando el cumplimiento de los procedimientos y plazos establecidos.
8. Cierre Financiero de Proyectos:
Apoyo en el cierre financiero de proyectos, incluyendo:
Conciliación de cuentas con el cliente.
Control y seguimiento de la ejecución presupuestal.
Elaboración y revisión de estados financieros.
Seguimiento a la aceptación de los estados financieros por parte del cliente.
Gestión de devolución de fondos, cuando corresponda.
9. Administración Documental:
- Administración y actualización permanente del repositorio digital del proyecto (Drive), asegurando una adecuada gestión documental, organización y resguardo de la información.
10. Apoyo Administrativo:
Apoyo en la organización de eventos del proyecto, incluyendo gestión de viajes y demás requerimientos administrativos solicitados por la supervisión.
Gestión de emisión de tickets aéreos con Promotora de Turismos Nuevo Mundo y el procesamientos de viáticos a través de TADA, para el personal que viaja con fondos de los presupuestos administrativos.

Se requiere entre 2 a 6 años de experiencia laboral (según acreditaciones académicas) relevante en finanzas, contabilidad o administración.
Experiencia en el uso de sistemas ERP (preferiblemente OU ERP).
Experiencia en la gestión de gastos administrativos y el cumplimiento normativo.
Desired
Experiencia en el sistema de la ONU o en organizaciones internacionales.
Conocimiento de las normas y reglamentos financieros de UNOPS.
