Mission and objectives

UNICEF is a key UN agency working in Somalia in various aeras such as WASH, Child Protection, Social Policy, Health and Nutrition, and Education sectors. With a population of 3,798,828 people and a significant youth and adolescent proportion forming a huge youth bulge, Somalia faces an unprecedented challenge in addressing the youth and adolescent needs of the people in a complex context where conflict, natural disasters and climate change divert resources from the needs of this important cohort of the population. Approximately 62% of the population is between 5-29 years old, while three-quarters (72%) of the population is less than 30 years old. The unemployment rate is high (estimated at 50%) that also contributes to poverty.

Assignment context

The assignment is based in the UNICEF Somalia WASH Section and supports the national and sub-national WASH Cluster coordination system. UNICEF is the Cluster Lead Agency for WASH and works with government authorities, OCHA, UN agencies, international and national NGOs, civil society organizations and affected communities. The Information Management expert will provide timely, accurate and accessible data and analysis to support needs assessment, strategic planning, response monitoring, gap identification, advocacy, resource mobilization and accountability. The role will contribute to the Humanitarian Needs and Response Plan, partner reporting, WASH response monitoring and evidence-based decision-making.

Task description

Under the supervision of the WASH Specialist and in close collaboration with the WASH Cluster Coordinator, the UN Volunteer will:
• Implement and maintain the WASH Cluster information management strategy and data collection and analysis plan.
• Manage national and sub-national response monitoring tools and databases, including 3W, 4W and 5W systems.
• Design data collection tools and conduct secondary data reviews, assessments and water price monitoring.
• Clean, validate, triangulate, analyse and securely store data in line with data protection standards.
• Produce dashboards, maps, charts, tables, infographics, situation updates and narrative reports.
• Support needs analysis, People in Need calculations, response prioritization and Humanitarian Needs and Response Plan processes.
The United Nations Volunteers (UNV) programme is administered by the United Nations Development Programme (UNDP).
• Conduct gap, coverage, overlap and trend analysis to guide operational and strategic decisions.
• Maintain partner presence mapping and support timely, complete and accurate reporting by WASH partners.
• Coordinate with OCHA, SWALIM, other clusters and inter-agency information management working groups.
• Support Financial Tracking Service reporting and evidence-based advocacy and resource mobilization.
• Strengthen partner and government information management capacity through training, coaching and technical support.
• Support WASH supply planning, release, stock tracking, distribution reporting, post-distribution monitoring and end-use monitoring.
• Promote accountability to affected populations, inclusion, child safeguarding and prevention of sexual exploitation and abuse.
• Undertake field missions and other related duties required for effective WASH Cluster coordination.

Skills and experience

• At least Seven years of professional experience in information management, data management, GIS, assessments, situation analysis, monitoring and evaluation, or a related field.
• Demonstrated ability to collect, clean, validate, analyse and present quantitative and qualitative data.
• Strong skills in Microsoft Excel and data management using CSV, KoBoToolbox, Microsoft Access or comparable platforms.
• Ability to create dashboards and visual products using Power BI, Tableau or similar software.
• Ability to create basic and advanced maps using ArcGIS or QGIS.
• Strong written and verbal communication skills, with the ability to explain technical findings clearly.
• Ability to work collaboratively with government, UN agencies, NGOs and local partners in a humanitarian setting.
• Knowledge of responsible data management, confidentiality and data protection standards.

Assets:
• Experience with humanitarian coordination, the cluster approach, HNO/HRP processes or OCHA reporting systems.
• Formal training in information management, cluster coordination, GIS or monitoring and evaluation.
• Experience with Adobe Illustrator, InDesign, website management or online publishing.
• Previous experience with UNICEF, another UN agency or an international humanitarian organization.

Living conditions

Mogadishu is the capital city of Somalia and a humanitarian duty station.
The security environment requires strict compliance with United Nations security procedures, movement
restrictions, and approved travel arrangements. Medical facilities are available, including UN-approved
providers, while specialized treatment may require referral outside the country. Somalia is culturally
conservative, and personnel are expected to respect local customs, traditions, and dress standards. The
assignment requires flexibility, cultural awareness, resilience, and willingness to undertake field travel in
challenging operational and security conditions.
