The Position:

Timor-Leste continues to prioritize reproductive health as a cornerstone of its national development and poverty reduction strategies. Guided by the Ministry of Health’s (MoH) Reproductive, Maternal, Newborn, Child, and Adolescent Health (RMNCAH) Strategy 2026-2030, the country aims to improve birth spacing, reduce the unmet need for modern contraception, and mitigate high maternal and neonatal mortality rates.

Following a recent Domestic Resource Mobilization (DRM) Landscape Assessment and SMART strategic advocacy planning, the next critical step is to operationalize these high-level priorities into a concrete framework. In light of this, the Ministry of Health, with the financial support from UNFPA, seeks a qualified international consultant to provide mentoring, structural orientation, templates/formats and quality assurance to national consultant in developing a comprehensive 3-year Family Planning Costed Implementation Plan (CIP) and Monitoring, Evaluation and Learning (MEL) framework. This plan will explicitly detail the activities, required funding, operational indicators, and accountability milestones needed to achieve national FP-related RMNCAH targets.

The Country Representative will provide strategic oversight and decision-making to this consultancy services particularly for the validation workshop facilitation.

Consultant will work under the direct supervision of the Supply Chain Management Analyst and Sexual and Reproductive Health Analyst, with technical collaboration with UNFPA APRO Regional Advisors for Sexual and Reproductive Health (SRH) and Sustainable Financing

Job Purpose:

The objective of this consultancy is to design a realistic, evidence-based, and fully costed 3-year implementation plan for the national Family Planning program.

Specifically, the consultant will:

1.    Operationalize the family planning and birth-spacing components of the national RMNCAH Strategy 2026-2030 into actionable activities.

2.    Develop a detailed costing model for commodities, supply chain logistics (SAMES), capacity building, and community outreach.

3.    Establish a Monitoring, Evaluation, and Learning (MEL) framework complete with clear indicators, baselines, targets, and implementation milestones.

You would be responsible for:

The scope of work is divided into four distinct activities. The international consultant will provide structured orientation, provide necessary spreadsheets/formats and perform quality assurance reviews within his/her 9-day level of efforts allocated across these activities.

Activity 1: Literature Review, Orientation and Inception (International Mentor: 3 days)

1.1 International consultant (2 day): Conduct initial orientation briefing for the National consultant and provide global/regional guidance documents, best-practice CIP tool formats and dynamic excel spreadsheet structures 

1.2 International consultant (1 day): the international mentor reviews the draft inception report, ensuring the proposed costing framework correctly aligns with international public financial management standards before stakeholder finalization.

Activity 2:  Development of Costed Implementation Plan (CIP)  (International Mentor: 3 days)

2.1 Provide guidance on building the dynamic formula architecture within the excel costing matrix

2.2 Perform rigorous quality assurance on the formulas, metadata legend and fiscal gap analysis calculations

2.3 Review and provide structural feedback on the draft CIP strategy document and policy brief

Activity 3: Development of M&E Framework  ( International Mentor: 1.5 days) Provide standardized MEL logframe templates and mapping tools. Review the draft MEL matrix to ensure technical alignment with regional UNFPA and SDG monitoring frameworks, checking the structural integrity in the results chains Activity 4: Validation and Finalization (International Mentor: 1.5 days)

Provision of inputs and quality assurance (1.5 days): Provide remote pre-guidance to the national consultant ahead of the validation presentation. Conduct the final comprehensive quality assurance review of the revised master documents and the excel tools to ensure they meet institutional global standards prior to formal submission to the UNFPA Country Office


Duration and working schedule:    

This assignment will be conducted over the period of 9 working days in total (distributed part-time across the 30-day timeline to match the national consultant’s milestones) - International mentor

 

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

All materials should be delivered electronically. 

Payment for each deliverable will be processed upon written acceptance by the UNFPA Country Office, verified against the specific contributions.

Qualifications and Experience: 

Education:  

  • Advanced university degree (Master's or Ph.D.) in Public Health, Health Economics, Global Health Policy, or a related field.

     

Knowledge and Experience: 

  • Minimum of 10 years of international experience designing Health Strategic Plans, Costed Implementation Plans (CIP), and complex MEL frameworks within the UN or international public health architecture.
  • Proven experience acting as a technical coach or mentor to national/local consultants in developing country contexts.
  • Expert-level mastery of advanced Excel modeling, automated ingredient-based costing frameworks, and international health metrics.

     

Languages: 

  • Complete professional proficiency in written and spoken English.
