Output 1: Network engagement and activation plan (by 10 October 2026) • Initial outreach and engagement with existing Business Champions completed; • Pipeline of potential new Business Champions updated; • Topic, format and implementation plan for one online technical session agreed with ITC. 2. Output 2: Business Champions technical engagement delivered (by 24 October 2026) • Two online technical sessions organized and delivered; • Relevant follow-up engagement with Business Champions undertaken; and • Participation and key outcomes documented. 3. Output 3: Final report and recommendation (by 27 October 2026) • Summary of engagement, communication and network development activities undertaken; • Examples of value and results generated through the Business Champions Group; • Key observations on the interests, needs and level of engagement of the Business Champions; and • Practical recommendations for the future development and activation of the Business Champions Group and the broader EU–Pacific business platform.

Duties and Responsibilities
BACKGROUND:. The International Trade Centre (ITC) is a joint agency of the United Nations and the World Trade Organization for trade-related technical cooperation in developing countries. Following the inaugural European Union (EU)-Pacific Business Forum held in Fiji in September 2025, an opportunity was identified to strengthen business relationships between the Pacific and the EU through the establishment of a business platform for information sharing, awareness raising, advocacy and private sector engagement, complementing the existing private sector organizations and networks in the region. ITC has been tasked with providing advisory, consultation, and facilitation support to support the activation and initial development of the platform, including the set-up of a group of private sector business leaders with a commitment to enhance business relations between the EU and the Pacific. To ensure active, relevant and timely support, ITC requires technical and co-ordination expertise based in the Pacific, with oversight from ITC Geneva. The regional consultant will work under the overall supervision of the ITC Office for Asia and the Pacific (OAP) in close coordination with the ITC Institutions and Ecosystems Team (IE). Specifically, the consultant will undertake the following duties and responsibilities. DESCRIPTION OF DUTIES/RESPONSIBILITIES 1. Business Champions network development and management • Proactive and reactive outreach to Business Champions - private sector business leaders with a commitment to enhance business relations between the EU and the Pacific - individually and in groups, to maintain their participation, understand their interests and priorities, and identify opportunities for collaboration and exchange. • Support to increase the number of eligible Business Champions: work with local partners to seek nominations to the pipeline of Champions and identify new potential Business Champions. Set-up criteria, review eligibility against criteria, diversity and representativeness. • Regular, relevant and compelling communication to the Business Champions Group to maintain two-way information sharing and sustained engagement. 2. Facilitation of technical exchanges and engagement • Organize and coordinate online technical sessions for the Business Champion group on the priority topics identified jointly by the Business Champions, EU and ITC. • Manage the practical preparation and delivery of the sessions, including coordination with speakers and participants, preparation of the agenda and supporting materials, circulation of invitations and meeting information and follow-up with participants. • Provide ongoing technical support to the Champions Group and ITC to build the value of the Business Champions Group and shape the possible next phase of the platform development. • Capturing and reporting on examples of network value created by the Group: short narrative demonstrating how collaboration, connections, and collective expertise generate tangible benefits and impact across the wider network and in support of EU-Pacific business development. • Management of contact lists: maintain accurate information, attendance and contact details on the Business Champions with regular updates to ITC HQ • Provide inputs to support the coordination by ITC HQ of any requests for information from Champions and stakeholders. • Formulate lesson learned: Based on experience from the initial phase, provide practical recommendations to ITC on how the Business Champions Group could be further developed, including its potential role, engagement model and contribution to the next phase of the EU–Pacific business platform. Copyright Clause: The consultant has to ensure that she has obtained the necessary permissions with regard to intellectual property rights required to perform her services under this consultancy contract and for the subsequent dissemination by ITC in any form. Documentary proof is to be submitted to ITC. Should any license fee be due for the use of copyrighted materials of third parties, the consultant shall request the prior written permission from ITC. Qualifications/special skills
First level university degree in economics, law, social or human sciences or equivalent Extensive relevant experience may be accepted in lieu of the university degree • At least 5 years of experience in private sector development, institutional strengthening, or online community management. • Proven experience in building governance and organizational excellence in small structures. • Familiarity with chamber of commerce models and private sector advocacy structures in developed and developing countries. • Experience working with governments and private sector stakeholders in Pacific and/or EU at senior levels would be an advantage.
Languages
Proficiency in English, knowledge of French and Pacific languages an asset
