Mission and objectives

In the Pacific, UNICEF works in Cook Islands, Fiji, Kiribati, Marshall Islands, Federated States of Micronesia (FSM), Nauru, Niue, Palau, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu, Vanuatu: These 14 Pacific island countries are home to 2.3 million people, including 1.2 million children and youth, living on more than 660 islands and atolls stretching across 17.2 million square kilometers of the Pacific Ocean, an area comparable to the combined size of the United States of America and Canada. Kiribati, Marshall Islands, Federated States of Micronesia, Solomon Islands, and Tuvalu are classified as Fragile States according to World Bank/OECD criteria. UNICEF Pacific programme is implemented by the Pacific Multi Country Office (PMCO) in Fiji and 5 Field Offices based in Solomon Islands, Kiribati, Vanuatu, FSM, and Samoa, that are at the frontline of impacting the lives of children.

Assignment context

UNICEF Pacific works across 14 Pacific Island Countries and Territories, including Solomon Islands, to promote the rights and well-being of every child. Programmes span health, nutrition, WASH, education, child protection, social policy, and climate resilience, delivered in close collaboration with government counterparts, development partners, civil society, and communities.

The Solomon Islands Office operates in a geographically complex environment, with dispersed islands, logistical constraints, and varying capacities across provinces. This requires strong systems for planning, monitoring, reporting, and evidence generation to ensure effective programme implementation and equitable results for children.

The Planning, Monitoring and Reporting (PMR) function plays a central cross-cutting role within the Office. It supports programme sections to plan effectively, track progress against results, ensure quality data and evidence, and strengthen accountability for results. This includes overseeing workplanning processes, monitoring programme performance, supporting implementation of evaluation activities, and facilitating reporting to UNICEF, UN system partners, and donors.

The UN Volunteer will contribute to strengthening results-based management by supporting the implementation of UNICEF planning and monitoring systems (including RAM, eTools and related platforms), improving data quality and use, and supporting programme sections to meet corporate and donor reporting requirements. The role will also contribute to strengthening monitoring systems aligned with HACT assurance processes, including follow-up on programme implementation, data verification, and documentation of results.

Task description

Under the direct supervision of the Chief of Field Office with technical supervision from the Chief of PMR, the UN Volunteer will undertake the following tasks:

1. Programme Planning and Workplanning
- Support programme sections in the preparation, consolidation and quality assurance of annual workplans, ensuring alignment with the Multi-Country Programme Document (MCPD) and results frameworks.
- Support the implementation and use of UNICEF planning platforms (e.g. RAM 3.0 and digital workplanning modules), including follow-up on completeness, quality, and approval of workplans.
- Contribute to alignment of UNICEF plans with UN system processes, including UN Country Implementation Plans and joint programming frameworks.

2. Monitoring, Data Systems and Reporting
- Support programme sections to track progress against indicators, including use of Core Standard Indicators (CSI) and other monitoring frameworks.
- Assist in consolidation and analysis of programme data across sectors to support evidence-based decision-making and management oversight.
- Maintain and organise data systems and document repositories (e.g. SharePoint), ensuring information is accessible and up to date.
- Support preparation of internal and external reports, including donor reports, mid-year reviews and annual reports.

3. Field Monitoring and HACT-related Assurance
- Support implementation of field monitoring activities, including coordination of field visits, documentation of findings, and follow-up on actions.
- Contribute to strengthening monitoring systems aligned with the Harmonized Approach to Cash Transfers (HACT), including support to verification of programme results and review of implementing partner reports where applicable.
- Assist in tracking follow-up actions from monitoring visits and assurance activities to ensure timely resolution and improved programme performance.

4. Programme Reviews and Performance Monitoring
- Support the organisation and coordination of mid-year, annual and other programme reviews, including preparation of documentation, data analysis and reporting.
- Monitor follow-up actions from programme reviews and management decisions, and support tracking of progress against agreed actions.
- Provide analytical inputs to support Office performance monitoring and management decision-making.

5. Evaluation Support and Knowledge Management
- Support the preparation and implementation of the Integrated Monitoring and Evaluation Plan (IMEP), including collection and organisation of relevant data and documentation.
- Assist in coordination of evaluation processes, including preparation of materials, logistical arrangements, and follow-up on recommendations.
- Support dissemination of evaluation findings and tracking of management responses and implementation of recommendations.

6. Data Management, Innovation and Capacity Building
- Support development and maintenance of databases on key programme indicators and national statistics for easy access and use by programme teams.
- Contribute to strengthening data analysis and visualisation to improve use of evidence in programme planning and decision-making.
- Provide support to build capacity of staff and partners on planning, monitoring, reporting tools and systems.

7. Partnerships and Coordination
- Support coordination with government counterparts, UN agencies and partners on planning, monitoring and reporting processes.
- Contribute to inter-agency discussions and coordination related to monitoring, evaluation and reporting frameworks.

Skills and experience

Eligibility criteria
• UNICEF National staff (NO & GS) holding a Fixed-Term, Continuing or Permanent Appointment
• 1 year of service on FT under the national staff category within UNICEF
• Solid/ outstanding performance as per the last PER

- At least 7 years of progressively responsible experience in planning, monitoring, evaluation, data management, or related areas in development programmes.
- Experience in programme planning, monitoring and reporting in a development or humanitarian context
- Strong analytical skills, including experience working with data, indicators, and reporting systems - - Proficiency in Microsoft Office applications, particularly Excel and data management tools Ability to organise and manage large sets of information and documentation Strong communication and coordination skills
- Familiarity with UNICEF or UN systems such as RAM, eTools, or similar results-based management platforms
- Experience supporting HACT processes, programme monitoring, or partner assurance activities --- Experience in evaluation processes and/or knowledge management Experience working in small island or developing country contexts

Living conditions

Solomon Islands is an archipelago in the South Pacific, with Honiara as its capital and main urban centre. Living conditions in Honiara are generally modest, with access to basic amenities such as supermarkets, healthcare facilities, schools, and banks. The climate is tropical, with high humidity and frequent rainfall.

While accommodation options are available, infrastructure and services are less developed compared to larger regional cities. Internet connectivity is available but may be slower or less reliable, especially outside urban areas. Transport options are limited, and most residents rely on private vehicles or taxis.

The local community is welcoming, and there are opportunities to engage in cultural and outdoor activities. However, volunteers should be prepared for occasional disruptions due to weather or logistical constraints and should take necessary health precautions. Overall, Honiara offers a safe and rewarding environment with meaningful opportunities to contribute to development outcomes for children.
