Position Title: Senior Programme Associate (Climate Analytics)
Type of Contract: WFP Service Contract
Grade: SC-7 (equivalent to GS-7)
Duty Station: Phnom Penh, Cambodia
Duration: 12 months, starting ASAP (There is no expectation of contract extension upon completion of the project tasks)
Reporting Line: This position reports directly to the Programme Policy Officer (VAM & GIS)
ORGANIZATIONAL CONTEXT:
WFP’s mission is to help the world achieve Zero Hunger by 2030 as per Sustainable Development Goal (SDG) 2. It works to ensure that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.
Through the country strategic plan 2024-2028, WFP will contribute to Sustainable Development Goals 2 and 17 as well as to strategic outcomes 1 and 3 of WFP’s corporate strategic plan through the following three country strategic plan outcomes:
By 2028, systems are strengthened for people in Cambodia, particularly women and others most at risk of being left behind, to benefit from improved nutrition, education and social protection.
By 2028, food systems and disaster management systems in Cambodia are strengthened to better support the livelihoods, climate adaptive capacity and ability to manage shocks of people in hazard prone areas.
Crisis-affected populations in Cambodia are able to meet their food, nutrition and other essential needs during and after crises.
Outcome 1 focuses on WFP’s contribution to human capital development.
Outcome 2 supports climate change adaptation by enhancing the resilience of food systems and of people exposed to shocks and stressors.
Outcome 3 represents a contingency plan for crisis response that will be activated only if needed.
WFP will achieve these outcomes in partnership with the Royal Government of Cambodia at national, subnational and local levels, United Nations partners, including the other Rome-based agencies, research partners, communities and affected people, donors and the private sector.
BACKGROUND AND PURPOSE OF ASSIGNMENT:
WFP supports the Royal Government of Cambodia in strengthening national systems for disaster risk management (DRM), shock‑responsive social protection (SRSP), and disaster risk financing (DRF). These efforts aim to ensure that vulnerable populations, particularly women, children, and people at risk of being left behind, are better protected against shocks and crises.
To deliver these outcomes, WFP requires strong technical and analytical support, with a focus on strengthening emergency preparedness, rapid response, climate risk analysis, vulnerability assessment, and evidence-based programme decision-making. The Senior Programme Associate will also contribute to integrating climate, disaster risk, and food security and nutrition data to identify high-risk areas and vulnerable population groups, support early warning systems, and strengthen links between analysis and operational action. Working closely with internal programme teams, government counterparts, and partners, the position will help ensure that government’s disaster preparedness and response, and early warning activities are guided by reliable, timely, and actionable evidence.
ACCOUNTABILITIES/RESPONSIBILITIES
The incumbent will be responsible to:
1. Climate and Disaster Risk Analytics
Contribute to the analysis of climate and disaster risks, vulnerability, food security, and nutrition to support evidence-based decision-making.
Support the integration and interpretation of climate, disaster risk, and vulnerability analyses for preparedness planning, anticipatory action, shock-responsive social protection, and emergency response decision-making.
Assist in the development, review, and monitoring of thresholds, triggers, and decision-support indicators for early warning systems, preparedness actions, and programme activation mechanisms.
2. Assessments, Monitoring and Information Management
Support the development and enhancement of analytical methods, tools, and frameworks for climate risk monitoring and assessment, post-disaster impact assessments, food security and nutrition assessments, vulnerability analyses, rapid assessments, and household surveys.
Support quantitative and qualitative methods, including geospatial and statistical analyses, to ensure analytical rigor, methodological consistency, and quality assurance across analytical products related to food security, nutrition, vulnerability, climate change adaptation, and disaster risk management.
During emergencies, provide analytical support to response operations, including rapid impact analysis, situation reporting, and support to relief planning and coordination in line with national priorities and WFP response objectives.
3. Capacity Strengthening and Institutional Support
Assist in strengthening government capacities to implement and utilize post-disaster impact data collection, analysis, verification, and reporting systems, including digital platforms and geospatial tools such as PRISM.
Provide technical support to government counterparts and partners to strengthen institutional capacities for translating climatic disaster risk, impact, and vulnerability information into operational plans, preparedness measures, and response actions.
4. Reporting, Knowledge Management and Communication
Assist in the preparation of analytical reports, dashboards, maps, situation updates, presentations, briefing notes, and other information products to support operational and strategic decision-making.
Contribute to the documentation of programme activities, lessons learned, analytical outputs, and results for donor reporting, corporate reporting, accountability requirements, knowledge management, and public communication.
5. Innovation and Other Duties
Promote the use of innovative approaches, technologies, and digital tools for data collection, monitoring, forecasting, analytics, visualization, and decision support.
Perform any other related duties as assigned.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
Has a minimum of seven (7) years of progressively responsible professional experience in climate risk analysis, disaster risk management, early warning systems, food security and nutrition analysis, vulnerability assessment, or related fields.
Demonstrates strong skills in assessment/survey design, data analysis, and reporting.
Has experience using statistical analysis, and data collection/visualization tools such as SPSS, Stata, R, Python, Excel, Power BI, Tableau, KoBoToolbox, ODK, or similar platforms.
Demonstrates proficiency in GIS and Remote Sensing applications (e.g., ArcGIS, QGIS, GEE) for spatial analysis, and production of maps.
Has experience working with government institutions, development partners, or humanitarian organizations in disaster management, climate adaptation, food security, nutrition, or resilience-building initiatives.
Has experience in facilitating technical training, coaching, and capacity strengthening for government counterparts and partners.
MINIMUM QUALIFICATIONS:
Education:
Completion of secondary school education.
A post-secondary certificate in Climate Science, Meteorology, Hydrology, Disaster Risk Management, Geography, GIS, Economics, Statistics, Development Studies, Food Security, Nutrition, Data Science, or a related field.
Language:
Fluency in both spoken and written English and Khmer is required.
