Context

Under the overall supervision of the Chief of Mission in Cameroon and the direct supervision of the Protection  Officer and in close coordination with the national Operations Officer, the incumbent will coordinate and implement running of the IOM Transit Center in Yaoundé under the USRAP mission project. S/he will manage the technical aspects of the Transit Center activities such as daily management of the Transit Center activities; develop a working schedule for the TC staff and monitoring and ensuring that the transit center is running smoothly with all the necessary requirements within the necessary guidelines of the transit center.

Responsibilities

1.    Oversee all administrative, finance, procurement and human resource activities in the IOM Cameroon Transit Center in coordination with relevant units in IOM Yaoundé office including development of Terms of Reference, monitoring staff performance through SES, timely submission of staff timesheets, timely submission of financial reports, monitoring of vendor service provision among others; 


2.    Coordinate refugee resettlement processing in IOM Cameroon Transit Center including selection missions, medical processing, departures, signing of promissory notes and air/ground transport to/from refugee camps and processing locations in Ethiopia along with assignment of operational or medical escorts for domestic movements as needed; 


3.    Liaise with refugee resettlement partners in conjunction with refugee resettlement activities in IOM Cameroon Transit Center including United Nations High Commissioner for Refugees (UNHCR), Church World Service/Resettlement Support Center Africa (CWS/RSC Africa), United States Citizenship and Immigration Service (USCIS), and the Administration for Refugee/Returnee Affairs (ARRA) to ensure harmonious United States Refugee Admissions Program (USRAP) processing;


4.    Ensure effective database tracking of all refugee movements to/from IOM Yaoundé Transit Center with periodic reporting to Senior National Operations Officer as required along with timely distribution of departure reports and arrival confirmations for all movements;  


5.    Monitor security protocol for IOM Cameroon Transit Center activities in close coordination with IOM Ethiopia Security Focal Point and Security Assistant to ensure compliance with UNDSS and IOM security guidelines including access procedures, control of assets, and the safety of employees and refugees;


6.    Maintain relevant Standard Operating Procedures (SOPs)for IOM Yaoundé Transit Center in conjunction with Senior Operations Officer; 


7.    Provide briefings to visiting donor missions on IOM Cameroon Transit Center activities.


8.    Oversee the daily running of the Transit Center which has a capacity of 500 individuals and management of  a team.


9.    Supervise the activities of the transit Centre and ensure safety and security of Refugees while in transit and control unauthorised access. 


10.    Co-ordinate with Senior National Operations Officer on the planning of transit cases from refugee camps and with the Sub-Offices on the refugee movements to and from the Transit Center.


11.    Liaise with the medical unit (doctors/nurses) to ensure that follow up medical procedures are completed prior to return to the camps.


12.    Undertake IOM activities at the airport (when necessary) in an efficient manner with minimum disruption to other airport users. Ensuring relevant airport services are made available for cases with special needs including medical cases and unaccompanied minors.


13.    Update and maintain the ITC Database for the transit Centre and generate monthly instances reports and cases offered transport back to the camp and provide confirmation of movement from/to the Centre to the Operations Officer.


14.    Perform any other duties as may be assigned 
 

Qualifications

EDUCATION

  • Bachelor’s degree in Civil Engineering or related fields from an accredited academic institution with two years of relevant professional experience; or,
  • Master’s degree in the above-mentioned fields

EXPERIENCE

  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups.
  • A minimum of two years of progressively responsible experience in the running of a transit Center or similar establishment.
  • Minimum of two years of experience with supervision roles for tasks of a similar nature to this assignment; 
  • Proven experience in project management, budgeting and record keeping.
  • Knowledge of relevant needs assessment guidelines and templates to conduct needs assessments for refugees populations,
  • Ability to prepare clear and concise reports on the TC activities. 
  • Ability to develop project strategies and activities based on identified needs,
  • Ability to build relations with local government authorities, donors, beneficiaries and other stakeholders,
  • Experience working with specialized international agencies, including UN agencies, international organizations, and international non-governmental organizations (NGOs).
  • Proficient in computer applications and Microsoft Office Applications
  • Good managerial skills and experience of handling difficult situations with good judgement.
