Context

Under the overall supervision of the Senior Human Resources Officer (HRSA) and the direct supervision of the Junior Professional Officer (HR Officer - AI and HR Solutions), and in close coordination with relevant units at Headquarters, the Global Shared Services Centre (GSSC), Regional and Country Offices, Business Transformation (BT) unit, and other stakeholders, the National Human Resources Officer – Fusion Data Intelligence (FDI) will be responsible and accountable for supporting the implementation, enhancement and effective use of Oracle Fusion Data Intelligence (FDI) for global Human Resources (HR) reporting and analytics, with a focus on front end development, but data engineering tasks are also within scope. The role will contribute to the provision of timely, accurate and reliable data products, strengthen evidence-based decision-making, and support the continuous improvement of HR data management, reporting and business intelligence services across the International Organization for Migration (IOM).

Responsibilities

  1. Support and coordinate the implementation, configuration and ongoing enhancement of Oracle FDI, promoting related activities are aligned with organizational priorities, business requirements and applicable reporting standards.
  2. Analyze reporting needs, data sources and operational requirements in collaboration with clients, business owners and relevant stakeholders, and develop analytics solutions that support effective and sustainable HR reporting.
  3. Develop, maintain and enhance FDI-based reports, dashboards and analytical products to support informed decision-making, workforce planning, operational monitoring and management oversight
  4.  Provide technical inputs on Oracle FDI architecture, including semantic models, data pipelines, integration layers and performance optimization, in coordination with Information and Communications Technology (ICT) technical teams to help strengthen the reliability and usability of enterprise reporting.
  5. Coordinate cross-module data integration and transformation activities across Human Capital Management (HCM), Supply Chain Management (SCM), Finance Services Management (FSM), Pulse and other relevant applications, promoting consistency, interoperability and reliability of enterprise reporting outputs.
  6. Collaborate with business users in reviewing and refining Key Performance Indicators (KPIs), reporting parameters and self-service analytics requirements to improve data literacy and use of evidence-based information.
  7. Contribute to FDI-related enhancements by analyzing operational needs and identifying user experience improvements to support the IOM’s digital transformation efforts.
  8. Present business reporting requirements in cross-functional discussions and coordinate with BT and relevant stakeholders to inform prioritization, monitoring and delivery of enhancement initiatives.
  9.  Conduct performance tuning, troubleshooting and continuous improvement activities to improve FDI reporting efficiency, mitigate operational risks, and contribute to strengthening service delivery.
  10. Monitor Oracle FDI product developments, industry trends and business intelligence practices, and provide recommendations that support continuous improvement of IOM’s analytics and reporting services.
  11.  Prepare guidance materials, knowledge products and training sessions to support user adoption of FDI tools, promote consistent reporting practices and build sustainable internal capacity.
  12. Coordinate unit testing, user acceptance testing and business validation activities to maintain reporting accuracy, data integrity, compliance and readiness for deployment.
  13. Contribute to data governance efforts by promoting data accuracy, confidentiality, appropriate access controls and compliance with applicable organizational policies, rules and procedures.
  14.  Override operational support, as required, to maintain continuity of reporting, analytics and data-related services.
  15. Perform such other relevant duties as maybe assigned.

Qualifications

EDUCATION

  • Master’s degree in Computer Science, Data Science, Computational Linguistics, Artificial Intelligence or related field from an accredited academic institution with two (2)  years relevant professional experience; or,
  • Bachelor’s degree in the above fields with four (4) years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

EXPERIENCE

  • At least four (4)  years of progressively responsible professional experience in business intelligence, data analytics, reporting, ERP systems support, HR information systems, or related areas, preferably in a large and complex organizational setting.
  • Experience supporting the implementation, maintenance or enhancement of enterprise reporting, analytics or ERP-related solutions, including Oracle Fusion Data Intelligence (FDI), Oracle Analytics, Oracle Cloud ERP or comparable platforms.
  • Experience coordinating with functional and technical stakeholders to gather business requirements, support system enhancements and facilitate the delivery of reporting or analytics initiatives.
  • Experience in testing, validating, troubleshooting or monitoring reporting and analytics solutions to support data accuracy, service continuity and operational reliability and,
  • Experience working in an international, humanitarian, development or United Nations (UN) common system organization would be an advantage.

 

SKILLS

  • Ability to interpret business requirements and translate them into clear reporting specifications, analytical outputs and user-oriented solutions.
  • Sound analytical skills, including the ability to assess data trends, identify issues, draw conclusions and propose practical recommendations.
  • Good understanding of data quality, data governance, confidentiality and access-control considerations in an enterprise reporting environment.
  • Ability to communicate technical information clearly to non-technical audiences and provide client oriented support to business users and super users.
  • Familiarity with Power BI, Microsoft Access and Microsoft collaboration tools, including SharePoint and Teams, and training tools, would be an advantage.
  • Ability to produce high-quality, accurate, and detail-oriented outputs with limited supervision and within established deadlines. 
  • Initiative, sound judgement and ability to organize work in a methodical, discreet, and results-oriented manner; and,
  • Excellent written and oral communication skills.
