For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), UN Volunteers with at least twelve (12) months of continuous service in IOM, staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.
Organizational Context and Scope
Under the direct supervision of the Chief of Mission (CoM), and in close collaboration with the Head of Programmes and relevant units in El Salvador Country Office, the Regional Offices and Headquarters (HQ), the Programme Support Officer (Head of PSU) will be responsible and accountable for support the coordination and facilitation of project development, donor and institutional reporting, as well as donor liaison activities with counterparts in the government, United Nations (UN) agencies and other relevant stakeholders. The Programme Support Officer (Head of PSU) will also oversee the Monitoring & Evaluation, Information Management and the Communication Units.
Responsibilities
- Coordinate and supervise the development and endorsement process for concept notes, project proposals, and budgets in line with the International Organization for Migration (IOM) strategies and donor priorities. Liaise with programme units and the RO to ensure proposals are technically sound, coherent, and aligned with national and regional strategies, and in line with IOM policies, standards and internal procedures.
- Coordinate and support the preparation of donor reports in line with contractual requirements, ensuring quality control, data accuracy, and narrative coherence, while tracking reporting deadlines to guarantee timely submission and supporting compliance with donor agreements, IOM policies, and PRIMA requirements.
- Contribute to identifying potential and realistic funding opportunities among government and non-government donors, review calls for proposals and collect donor information. Draft donor profiles and guidance notes on donor priorities and assist with developing approaches to expand the IOM donor base.
- Support effective working relationships with donor counterparts and project/programme partners, such as government authorities, diplomatic missions, and other relevant agencies and working groups.
- In coordination with the CoM, the Head of Programmes and/or Programme Coordiantor participate in donor meetings, briefings, conferences, UN Working Group meetings and liaise with donors, governmental partners, project partners, think tanks andpolicy centers at the international and national level.
- Coordinate and suppport the integration of Monitoring, Evaluation, Accountability and Learning (MEAL) frameworks into programme design and implementation by assisting in the development of indicators, logframes, and monitoring tools, and contributing to data collection, analysis, and reporting for evidence-based decision-making.
- Provide technical inputs and support in response to emerging trends and priorities and ensure compliance with IOM and donor interests and requirements.
- Supervise and provide guidance to the Information Management and Communication Assistant to support programme data management, documentation, as well as communication activities.
- Support capacity building and training activities in the field of programme development, donor and institutional reporting and the roll-out of the SRF for Country Office’ staff through workshops and seminars.
- Support knowledge management, and maintain accurate, updated and pertinent records of all correspondences, project development and donor and institutional reporting files, and related information in IOM’s relevant software application.
- Perform such other duties as may be assigned.
Qualifications
Required Qualifications and Experience
Education
- Master’s degree in International Relations, International Development, Political or Social Sciences, Migration Studies, Law, or a related field from an accredited academic institution with two years of relevant professional experience; or,
- Bachelor’s degree in the above fields with four years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience in supporting results-based project development and reporting, technical writing and editing, preferably in the international development/humanitarian sector;
- Work experience in donor relations and grant management for specific donors of IOM’s interest;
- Experience with Results-Based Management (RBM) approach and other strategic planning approaches.
Skills
- Good communication, writing and organizational skills; ability to prepare clear and concise reports;
- Basic knowledge of monitoring and evaluation concepts, approaches and methodologies;
- Confirmed experience in donor report writing in humanitarian and/or development settings;
- Demonstrated analytical and planning skills; capacity to establish working relationships with governmental authorities, national and international institutions and non-governmental organizations;
- Capacity to supervise and train support staff; ability to work effectively and harmoniously with colleagues from varied cultures and professional background;
- Ability to work with accuracy under constraints and pressure; high sense of confidentiality, initiative and good judgment;
- Personal commitment, efficiency, flexibility, drive for results, creative thinking;
- Good level of computer literacy, including database applications.
Languages
IOM’s official languages are English, French and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English and Spanish is required (oral and written).
Working knowledge of another official UN language (Arabic, Chinese, French, and Russian) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
