BACKGROUND:
The United Nations World Food Programme (WFP) is the world’s largest humanitarian organisation committed to achieving Zero Hunger. In Afghanistan, WFP works through a broad network of Cooperating Partners (CPs) across emergency response, resilience, livelihoods, food security, nutrition, and school feeding. Strengthened Cooperating Partner Management (CPM) is essential to ensure accountability, risk-informed decision-making, compliance with corporate policies, cross-cutting standards, and high-quality programme delivery.
PURPOSE OF THE ASSIGNMENT:
This consultancy supports CP management cycle in partner selection, CP payments, contracting, risk management, cross-cutting compliance, digitalisation of CP processes, and knowledge management.
DUTIES AND RESPONSIBILITIES
Under the direct supervision of Head of Cooperating Partner Management Unit, the PPO will have the following responsibilities:
- Contribute to the implementation of plans and policies by setting clear goals; coordinate processes for budget and programming activities in compliance with WFP and functional strategies for Field Level Agreements (FLAs).
- Review FLAs budgets for accuracy, appropriateness, cost containment/effectiveness and completeness in line with available guidelines, flagging any shortcomings and providing comprehensive feedback to the main stakeholders as needed.
- Contribute FLA budgets in WFP’s corporate systems ensuring that all budget-supporting documents are available, and address received comments and recommendations before relevant resource data is recorded in internal systems for reference.
- Support in overseeing and processing Cooperating Partners payments in line with the corporate guidalines.
- Support the preparation Project Review Committee for call for proposals, analyze ratings ensure cost effectiveness.
- Analyse FLA/MoU closure activities, ensuring actions are taken for resources transfers and the timely start and closures of activities.
- Coordinate and consolidate information for the weekly/monthly situation reports
- Participate in meetings with internal stakeholders to discuss the operational effectiveness and progress.
- Supervise, guide a small-sized team, coaching and providing/delivering training to build capacity and increase expected level of operational support, acting as a first escalation point on more complex analysis and queries.
- Represent the unit at meetings/committees/working groups as required, in order to obtain and provide information from a budget and resource programming perspective.
- Contribute and, put together budget plans for cooperating partners that are under-performing with clear timelines and objectives, including trainings, information sessions, etc.
- Support onboarding and use of WFP’s digital tools for partnership management, including Partner Connect or other corporate platforms
- Perform other relevant duties as required.
EXPECTED OUTCOMES
- Cooperating partnerships are well maintained and strengthened through WFP’s main rules and guidelines.
- Efficient management of partner payments, ensuring timeliness and compliance with standards.
- Risks related to partners’ capacity, performance and capacities are regularly monitored and mitigated when and where possible.
ESSENTIAL QUALIFICATIONS & EXPERIENCE
- Advanced university degree or first level university degree with additional relevant work experiences
- Fluency in English;
- Proficiency in Windows MS Office (Word, Excel, Powerpoint, Outlook);
- Behavioural competencies such as Action Management, Client Orientation, Cognitive Capacity, Innovation, Partnering and Teamwork.
DESIRABLE REQUIREMENTS
To perform the wide range of tasks and excel in this position, the ideal candidate would also possess:
- Exposure to the international arena either by direct work for an international institution/organization; or, if working for a national entity, by way of interacting with international stakeholders;
- WFP’s international professionals are required to serve in different locations around the world during the course of their career (including in hardship duty stations); willingness to be mobile would maximise opportunities for long-term retention into the Organization;
- Proficiency in Windows MS Office (Word, Excel, Powerpoint, Outlook);
- Behavioural competencies such as Action Management, Client Orientation, Cognitive Capacity, Innovation, Partnering and Teamwor
SUPERVISION
The PPO would be under the direct supervision of the Head of Cooperating Partner Management Unit.
Location: Kabul
Duration of assignment: 11 Months with possible extension
Grade: CST I
