Desired Candidate Profile
Experience facilitating consultations, working groups or other multi-stakeholder platforms, and building consensus among actors with different mandates, priorities and institutional perspectives, would be particularly desirable.
Experience contributing to strategic planning and review processes would be an asset, including the ability to analyse operational trends, needs, funding levels, partner capacities and other contextual information and translate these into clear strategic priorities and practical coordination recommendations. Strong analytical skills and experience using quantitative and qualitative information to support planning, advocacy and decision-making would be highly desirable.
The candidate would ideally have experience supporting the harmonisation of humanitarian programming across multiple organisations, including developing or contributing to common guidance, standards, tools or technical approaches, particularly in cash and voucher assistance. Experience in Cash and Voucher Assistance programming or coordination, basic needs programming, social protection or related humanitarian assistance modalities would therefore be an advantage, particularly where this has involved multipurpose or cross-sectoral approaches, technical guidance, programme harmonisation or coordination across project cycles.
Experience working across different coordination structures and linking sectoral, inter-sectoral and sub-national processes would be valuable. The position would benefit from a candidate who can understand how different thematic priorities intersect, identify opportunities for complementarity and support coherent approaches across humanitarian, resilience and development actors.
The candidate should have the capacity and flexibility to work effectively in emergency situations and rapidly changing operational environments. The ability to adapt coordination approaches, reprioritise work at short notice, manage ambiguity and remain effective under pressure would be particularly important.
The desired candidate would also have experience engaging a broad range of institutional stakeholders beyond traditional humanitarian partners, including public institutions, municipalities, Red Cross and Red Crescent actors, development organisations, international financial institutions, donors and local or refugee-led organisations. Experience strengthening the participation of national and local actors, supporting localisation or institutional ownership, and maintaining constructive relationships across organisations would be particularly useful.
Experience in designing or supporting multi-sectoral project mapping, monitoring or information management exercises would be desirable, particularly where findings are used to identify gaps, improve coordination, strengthen programme integrity or inform strategic decision-making. Familiarity with data analysis, presentation of findings and the development of accessible analytical products would also be an advantage.
The candidate should demonstrate strong facilitation, communication, drafting and presentation skills, together with sound judgement, diplomacy, political awareness and the ability to navigate sensitive institutional environments. The ability to remain composed and solutions-oriented under pressure, balance strategic considerations with operational detail, and communicate constructively across hierarchies and organisations would be particularly important.
Experience coordinating complex events, consultations or partnership initiatives involving diverse stakeholders would be an asset, particularly where such processes require inclusive participation, strategic positioning and follow-up across multiple institutions.
For positions involving supervision or team coordination, previous experience providing guidance, delegating responsibilities, supporting staff development and maintaining a constructive and inclusive working environment would be desirable. The ability to combine clear direction with staff empowerment and attention to workload and wellbeing would be an asset.

Nature of Position:
The Associate Inter-Agency Coordination Officer is based in the Inter-Agency Coordination Unit (IACU) in Ankara and contributes to the effective functioning of UNHCR’s inter-agency coordination responsibilities in Türkiye. The position supports national-level coordination processes and maintains close engagement with relevant sector and thematic coordination structures, including the Basic Needs Sector, the Cash-Based Interventions Technical Working Group and other platforms under the 3RP refugee response architecture.
The position has a substantive role in supporting strategic planning, coordination and monitoring of inter-agency processes. This includes facilitating the development of common approaches among partners, identifying operational and thematic gaps, supporting alignment across sectors, and contributing to national and regional planning and reporting processes. The role also requires close engagement with relevant line ministries and public institutions to support government validation, ownership and buy-in for key strategies, approaches and coordination outputs. The incumbent is expected to support the translation of evolving operational developments into coordinated action and ensure that relevant issues are brought to the attention of partners and coordination structures in a timely manner.
The position requires regular engagement with a diverse range of partners and the ability to facilitate dialogue among actors with different institutional mandates, operational priorities and perspectives. The incumbent may be required to facilitate or chair coordination meetings, support consultation processes, contribute to the development of sector strategies, guidance and common positions, and represent relevant coordination structures in broader inter-sectoral, partner and stakeholder discussions. Given its role in the coordination of Cash and Voucher Assistance, the position also has a technical dimension and requires sufficient technical capacity, or the ability and willingness to further develop such capacity, to provide programmatic guidance to partners on CVA approaches, including harmonisation, targeting, transfer values, implementation considerations and other relevant aspects of cash programming.
The operational environment requires the incumbent to combine strategic and analytical thinking with practical coordination skills. The position involves consolidating and analysing information received from UNHCR, partners and other relevant sources, reviewing coordination and information management products, and contributing to evidence-based planning and decision-making. Close cooperation with the Data, Identity Management and Analysis Unit on information management is an important element of the role.
The position operates with a considerable degree of independence within the overall direction provided by the supervisor. It requires regular prioritisation of competing demands, anticipation of coordination needs and timely follow-up with partners and internal colleagues. The role involves frequent facilitation of multi-stakeholder processes, engagement on sensitive or complex issues, and coordination across humanitarian, development and institutional actors. It also requires the incumbent to exercise sound judgement and political awareness in a dynamic operational environment, including situations that may require rapid adaptation to emergency response and preparedness priorities.
Direct and regular interaction with forcibly displaced and stateless people is not identified as a primary function of the position. The role is principally focused on inter-agency coordination, strategic planning, partner engagement and information exchange at the national level.
The position requires extensive interaction with external stakeholders. These may include UN agencies, national and international NGOs, the International Red Cross and Red Crescent Movement, civil society organisations, development actors, international financial institutions, donors, national and local authorities, and other relevant institutions involved in the refugee response.
The incumbent is expected to maintain constructive working relationships with these stakeholders, facilitate information exchange and consultation, and contribute to coherent and harmonised approaches across coordination structures. The position may also involve participation in field missions and regional coordination meetings, which support an understanding of operational developments and strengthen links between national and sub-national coordination processes.
The position also contributes to localisation efforts by working closely with national and local actors whose roles and mandates support greater local ownership of the response. This includes ensuring that UNHCR provides meaningful technical and strategic input to localisation processes, while supporting the strengthening of local capacities, increased sharing of coordination responsibilities and, where appropriate, the gradual handover of selected responsibilities to national or local actors.
The Associate Inter-Agency Coordination Officer works within the Inter-Agency Coordination Unit in Ankara and reports to the Senior Inter-Agency Coordination Officer.
The position works closely with other members of the IACU, sector coordinators, DIMA, field offices and other relevant functional units within UNHCR. The incumbent is also expected to maintain regular working relationships with external coordination partners and to support effective communication between national and sub-national coordination structures.
No direct supervisory responsibility is identified as an inherent element of the position in the available source material. The role nevertheless requires the incumbent to exercise initiative and professional judgement, organise and prioritise work independently within the guidance provided by the supervisor, and facilitate processes involving multiple internal and external stakeholders.
The position is based in Ankara but has a national scope and may require participation in field visits, regional coordination meetings, workshops and other external engagements as operationally required.
Living and Working Conditions:
Ankara is the capital city of Türkiye and has a modern developed infrastructure with sufficient availability of education, health, transportation and other public services. Various types of accommodation are on offer in the housing market. It has a continental climate with cold, snowy winters due to its elevation and inland location, and hot, dry summers. Rainfall occurs mostly during the spring and fall. The general security situation in Ankara remains calm and stable. There have been no serious security incidents recorded in Ankara since 2016. UNHCR security management is guided by the UN Common Security Management System and security advisories are shared with staff as and when required.
