CCAC National Project Coordinator for the Philippines

The National Project Coordinator will support the Philippines’ National SLCP planning and implementation efforts. The consultant will support implementation of the Philippines' National SLCP priorities, strengthen institutional coordination on SLCP mitigation, facilitate implementation of CCAC-supported projects, support preparation of the Biennial Transparency Report (BTR2), and enhance the country's engagement with the CCAC, including support to the Philippines CCAC Board Member.

The UNEP-convened Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. More information about the Global Methane Pledge is here: www.globalmethanepledge.org The United Nations Environment Programme (UNEP) hosts the Secretariat at the Industry & Economy Division in Paris. The Philippines is a CCAC State Partner and the lead country in implementing the project on “Driving ambitious climate action while addressing air pollution, health impacts and other local priorities in the ASEAN region.” The Philippines received national planning support (stages 1 & 2) aimed at building capacity to help develop the Nationally Determined Contribution of the Philippines. The Philippines’s through its Climate Change Service of the Department of Environment and Natural Resources has requested support for the coordination of ongoing CCAC-supported projects; technical support related to implementation of Philippines’ National SLCP Plan, and the integration of SLCPs into national climate and air quality policies; the preparation of the Philippines' Biennial Transparency Report (BTR2). The CCAC is therefore seeking a National Project Coordinator to strengthen the capacity of the Republic of Philippines’s Environmental Management Bureau to coordinate national SLCP planning, policy, and implementation efforts.  The CCAC National Project Coordinator will work in close collaboration with the CCAC Secretariat team and focal points at the Environmental Management Bureau to enhance awareness on national planning and SLCPs, and coordinate national SLCP planning, policy, and implementation efforts. The CCAC National Project Coordinator will also be responsible for development and implementation of SLCP emission and mitigation assessments and projects in key source sectors, including support of the [PH-24-002] Philippines - Deliver a national rice sub-sector strategy for SLCP mitigation and fostering inter-ministerial collaboration across governments and engaging important stakeholders at the national level to effectively integrate SLCPs into national planning and to support implementation strategies, while also providing comprehensive support to the Philippines CCAC Board member. Objectives: 1. The CCAC National Project Coordinator under the coordination of the CCAC will support:  - Development and implementation of SLCP mitigation projects in the Philippines, including support of the [PH-24-002] Philippines - Deliver a national rice sub-sector strategy for SLCP mitigation, within timeline and in line with the Philippines’ needs and priorities.   - Technical support to relevant national institutions for implementation of SLCP-related commitments and preparation of the Philippines' Biennial Transparency Report (BTR2). - National awareness raising efforts on SLCPs.  - Inter-institutional coordination on SLCP mitigation efforts.  - Identification and engagement of SLCP support mechanisms.   - Engagement of the Philippines in the CCAC.  - Comprehensive support to the Philippines CCAC Board member Output expectations: 1)   - Contribute to participation and buy-in from across government to implement CCAC supported SLCP activities, including endorsement at high political level.  - Engage sub-national governments, and civil society in CCAC partner country.  - Coordinate all CCAC activities in the Philippines in collaboration with the CCAC Focal Point. - Assist CCAC Focal Point in all aspects of coordinating national SLCP planning, policy and implementation efforts.     2)  - Coordinate all elements of [PH-24-002] Philippines - Deliver a national rice sub-sector strategy for SLCP mitigation.  That includes effective coordination with relevant departments within the Environmental Management Bureau and relevant government agencies, and all project partners, including NGOs.  - Facilitate support to the CCAC project implementers, including support for the organization of training activities, gathering of data and contacts.  - Support national coordination related to implementation of the Philippines' Biennial Transparency Report (BTR2), including facilitation of technical discussions, coordination with relevant government agencies and support to integration of SLCP-related information where appropriate. 3)  - Submit SLCP mitigation proposals to relevant funding mechanisms (e.g.,CCAC technical assistance for countries if applicable, other relevant national and international funding mechanisms etc.)  - Assist and advise the project focal points at national level.    4)   - Develop acountry analysis for the Philippines and present it to the CCAC team.  - Update monthly on new developments, important news and upcoming national events in the country.     5)  - Support the participation of high-level government representatives (e.g., Ministers, senior officials) in SLCP-relevant events by preparing background materials, logistical support, talking points, and coordination with national authorities. Present at CCAC online and in-person events and meetings (especially the relevant CCAC Hubs), especially to showcase country’s successes as well as to detail any challenges or requests for assistance.  - Ensure the Philippines is an active CCAC State Partner and is leveraging benefits from the CCAC partnership (e.g., best practices shared, technical assistance, funding, bilateral partnerships, etc).  - Add updated partner profile for CCAC website.  6) - Prepare the Philippines for Board meetings based on the proposed agenda topics (e.g. produce briefings, talking points, etc). - Support the Philippines Board member by helping to manage meeting appointments, associated documents needed, producing accompanying briefings, and ensuring smooth logistics (e.g. connecting to virtual meetings) — liaising with the Secretariat to resolve any issues/problems. - Consult with the Philippines Board member and ensure that the Philippine's views and inputs are incorporated into background documents for meetings of the Board - Ensure that the Philippine's view and inputs are collected in response to Board related decisions that are required - Support Coalition engagement at the regional level in support of increased commitments to climate and clean air. - Follow progress and provide periodic updates to the Philippine's Board Member on topics of discussion related to Asia and the Pacific - Support the Board member with information required for decision making processes under the Board - Propose opportunities for the Philippines to lead regional or global meetings, particularly by mobilizing and engaging the Minister. - Any other assignment from the Board member within the scope of CCAC´s work. 7)   - Collaborate with CCAC from across national government departments.  - Identify new opportunities for engagement with the CCAC.  - Other ad hoc outputs as agreed. 

Advanced university degree, master or equivalent, in environmental science, economics, politics, international relations or a similar discipline.  A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.  At least 2 years of professional experience working in a field relevant to climate change, air pollution, sustainable development or environment and health is required.  Demonstrated ability to provide technical assistance to governments and other stakeholders is required.  Ability to work effectively with multiple stakeholder groups including national governments is required.  Excellent communication skills (written and oral presentations) is required.  Knowledge of the national policies in climate change mitigation and air pollution (e.g. national policies and strategies on climate change, health and air quality management) is required. A good understanding of short-lived climate pollutants, climate change and air pollution issues in Philippines is desirable. Ability to work with advanced formulas in Excel spreadsheet is desirable.
