The CCAC Technical Consultant – Expert on super pollutants, NDC 3.0 and MRV for the Dominican Republic will be responsible for developing and managing robust, transparent, and internationally aligned monitoring, reporting, and verification (MRV) systems for GHGs and SLCPs in particular for CH4 and HFCs, ensuring high-quality data collection, rigorous quality assurance/quality control (QA/QC), and timely reporting that supports national planning, international obligations, and co-benefit tracking.

Duties and Responsibilities
The UNEP-convened Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. More information about the Global Methane Pledge is here: www.globalmethanepledge.org The United Nations Environment Programme (UNEP) hosts the Secretariat at the Industry & Economy Division in Paris. Since joining the Climate and Clean Air Coalition in 2012, the Dominican Republic has a launched several initiatives to address the interrelated challenges of climate change and air pollution. In 2026, Nationally Determined Contribution (NDC 3.0) increased its climate ambition by committing a 28% reduction in GHG emissions compared to the BAU (business as usual) scenario by 2030 and 32% by 2035; equivalent to 14,732.1 kt CO₂ eq, and by 32% to 2035, equivalent to 18,349.32 kt CO₂ eq, with respect to the trend scenario (BAU), taking the base year 2022 as a reference. Therefore, of the 28% reduction commitment, 8.5% is unconditional, financed with national resources and other sources managed by the country, and 19.5% is conditional on external financing, technology transfer, capacity building and strengthening, and additional international cooperation. The mitigation package is divided into 26 policies, actions and measures (PAMs) across the five priority sectors. In this context, there are some challenges regarding the implementation of mitigation policies in key sectors, such as energy, industry, agriculture, waste and land use. The Dominican Republic faces several challenges in advancing its NDC 3.0 RD-2025: - Design of a detailed action plan with measurable indicators for CH4 and HFC mitigation. - Regulatory frameworks need updating to support sectoral climate actions. - Financing and investment mobilization remain limited. - Institutional and technical gaps in MRV systems for emissions in agriculture, waste, and industrial sectors. - Lack of analytical tools and pre-investment studies to accelerate climate projects and engage effectively in carbon markets under the Paris Agreement. As a partner of the Climate and Clean Air Coalition (CCAC) and a signatory to the Global Methane Pledge, the country has demonstrated sustained leadership on super pollutants for more than a decade. To support these efforts, the CCAC is seeking a CCAC Technical Consultant – Expert on super pollutants, NDC 3.0 and MRV for the Dominican Republic to enhance Government’s capacity to develop and manage robust, transparent, and internationally aligned MRV systems for GHGs and SLCPs ensuring high-quality data collection, rigorous quality assurance/quality control (QA/QC), and timely reporting that supports national planning, climate commitments, international obligations, and co-benefit tracking. Objectives: The CCAC Technical Consultant – Expert on super pollutants, NDC 3.0 and MRV for the Dominican Republic will provide support to: - A fully operational, transparent, and internationally aligned MRV system for GHGs, SLCPs, specially CH4 and HFCs and key air pollutants that meets IPCC, UNFCCC, and CCAC standards, enabling consistent data collection, harmonized methodologies, and reliable national reporting across sectors. - Strengthened QA/QC procedures ensuring high‑quality, verifiable emissions data. Robust quality assurance and quality control protocols are designed, implemented, and institutionalized, improving accuracy, consistency, and traceability of emissions inventories and all SLCP‑related datasets. - Timely, evidence‑based reporting that supports national planning and international transparency obligations - Regular analytical reports, MRV updates, and progress assessments are produced, enabling Dominican Republic to track mitigation outcomes, report to national authorities, and fulfill international commitments (e.g., NDC updates, Biennial Transparency Reports). - Enhanced institutional capacity for MRV, enabling long‑term sustainability of national systems. Government teams receive training and technical tools that strengthen national capabilities for data management, co‑benefit assessment, and ongoing operation of the MRV system beyond the programme period aligned with the NDC 3.0 and the GHG inventory. Expected Outputs 1. Gap Assessment Report. A comprehensive evaluation of regulatory, institutional, and technical gaps in key emitting sectors (industry, agriculture, and waste), with clear recommendations for addressing identified challenges. 2. Draft NDC 3.0 RD-2025 Action Plan SLCPs Proposals. Detailed proposals for incorporating policies, actions, and mitigation targets into quantifiable activities and indicators related to CH4 and HFC, covering the period 2026–2030. 3. Preliminary Climate Investment Plan. A plan outlining priority mitigation measures, estimated investment needs, and a resource mobilization strategy to support implementation. 4. MRV Tools Design/Strengthening Framework. A framework for designing or enhancing MRV (Measurement, Reporting, and Verification) tools for industry, agriculture, and waste sectors, aligned with Decree 541-20, to improve emissions tracking and climate action evaluation. 5. Pre-Investment Study Report. Preliminary studies identifying opportunities for climate projects targeting CH4 and HFC reduction, with financing potential, including pathways to access carbon markets under Article 6.0 of the Paris Agreement.
Qualifications/special skills
- Advanced university degree (Master’s , PhD or equivalent) in environmental sciences, atmospheric chemistry, statistics, engineering, or a related quantitative field or a similar discipline. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. - Minimum 5 years of experience in GHG or SLCP inventory development, MRV system design, or climate transparency frameworks is required. - Familiarity with national and international climate policy frameworks, including the Paris Agreement and Article 6 mechanisms is required - In-depth knowledge of greenhouse gas mitigation, and experience in designing and implementing MRV systems with emphasis on CH4 (methane) and HFCs (hydrofluorocarbons) is required. - Demonstrated expertise with IPCC methodologies, UNFCCC reporting guidelines, and preferably CCAC or GEF project MRV requirements is desirable. - Strong data management skills (SQL, Python/R, GIS, LEAP or specialized inventory software like SEI’s TEMPO or CRF Reporter) is desirable. - Experience working with public institutions in Dominican Republic is highly desirable. - Proven experience preparing technical reports, stakeholder engagement materials, or capacity-building content related to climate change, SLCPs, or air pollution is desirable. - Experience working with government and/or international development partners in the environmental/climate sector is desirable. - Knowledge and previous experience working on climate change, short-lived climate pollutants, climate change international agreements or air pollution is desirable.
