Org. Setting and Reporting
The International Court of Justice is the principal judicial organ of the United Nations. It is composed of 15 judges, elected by the General Assembly and the Security Council. The Court has a twofold role: first, to settle, in accordance with international law, legal disputes submitted to it by States; and, second, to give advisory opinions on legal questions referred to it by duly authorized United Nations organs and specialized agencies. The Court is the only principal organ of the United Nations not serviced by the Secretariat. The Court has its own administration, the Registry, which provides judicial support to the Court and acts as a permanent administrative organ. The Registry is headed by a Registrar, elected by the Court. This position is located in the Office of the Deputy-Registrar and the incumbent report directly to the Deputy-Registrar.
Responsibilities
The Change and Project Management Officer will serve as the Court's principal adviser and focal point on project management matters relating to the renovation and asbestos remediation of the Peace Palace, as undertaken by the Dutch Government and its agents. Within delegated authority, the Change and Project Management Officer will be responsible for the following duties: - Coordinate project management activities to ensure that all aspects of the project are implemented effectively and in accordance with agreed plans. - Conduct consultation and information meetings with the Registry senior management, heads of departments and divisions, representatives of the Staff Committee, and other relevant internal and external stakeholders, including representatives of the host country, the asbestos remediation team, the Carnegie Foundation and other institutions housed in the Peace Palace. - Draft and communicate regularly updates, changes and notifications to Registry departments and divisions, and other relevant stakeholders. - Monitor and analyse project development and implementation; review relevant documents and reports; identifies problems and issues requiring action; initiates corrective measures; liaises with relevant parties; and ensures appropriate follow-up. - Research, analyse and present information gathered from diverse sources, as necessary, to support the project. - Organize and prepare written outputs, including draft background papers, analyses, report sections and studies, as necessary, to support the project. - Coordinate relocation, moving and clearance activities between the Carnegie Foundation and the Registry. Tour the premises as required. - Performs other duties as required.

Education
An advanced university degree (Master's or Doctorate degree, or equivalent) in iproject management, business administration, engineering, architecture or related fields is required. A first-level degree (Bachelor's degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience
At least 7 years experience in project or programme management is required Experience in large scale relocations of operations including archives, libraries and active functional administrative offices is desirable. Knowledge and experience in renovation and rehabilitation of heritage sites is desirable. Knowledge and experience in asbestos remediation practice is required.
Languages
English and French are the working languages of the United Nations Secretariat. For this job opening, English is required. French is desirable. Special Notice
The position is established for a limited period in connection with the renovation and asbestos remediation of the Peace Palace. The appointment will be for an initial period of six months renewable depending on the availability of funds. Depending on professional background, experience and family situation, a competitive compensation and benefits package is offered. The Court's salaries are calculated in US dollars but paid in euros. They consist of a basic salary and a post adjustment which reflects the cost of living in the Netherlands and the euro/dollar exchange rate. In addition, the Court offers an attractive benefits package including 30 days of annual leave, home travel every two years, an education grant for dependent children, a pension plan and subsidized medical insurance. If the selected candidate is a staff member from an organization applying the United Nations Common System of Salaries and Allowances, the provisions of the Inter-Organization Agreement concerning Transfer, Secondment or Loan shall apply.
