Assignment context

Kyrgyzstan has made important progress in advancing child rights and strengthening social sector systems through policy reforms, institutional development, and increased investment in services for children. These efforts are guided by national priorities and development frameworks, including the National Development Programme 2030, and sectoral reform agendas. Despite progress, challenges remain in ensuring equitable access to quality services and systematically monitoring results for children, particularly among the most vulnerable populations. Children with disabilities, children affected by migration, children from low-income households and children living in remote areas continue to face barriers in fully realizing their rights.
Additionally, Kyrgyzstan is a State Party to the Convention on the Rights of the Child and is committed to implementing its provisions through national legislation, policies and programmes. Following the most recent review process, recommendations issued by the CRC Committee, including the 146 recommendations and areas for action identified for the country, provide an important framework for strengthening child rights implementation, monitoring and accountability. These recommendations have informed the development of a national action plan aimed at supporting implementation efforts across sectors and strengthening systems that promote and protect the rights of all children.
In this context, UNICEF requires additional time-bound technical and coordination support to help consolidate information, document progress, organize consultations, maintain follow-up mechanisms and support evidence-informed dialogue with national partners. The assignment is intended to strengthen process management, documentation and knowledge management around agreed child rights monitoring and results monitoring priorities, under the guidance and quality assurance of UNICEF staff.

Task description

Under the direct supervision of the Planning, Monitoring and Evaluation (PME) Specialist, and in close coordination with the Child Protection (CP) Specialist, the UN Volunteer will provide technical coordination, documentation, and process support to selected child rights monitoring and results monitoring activities. The assignment will support the timely preparation, organization, follow-up and documentation of agreed activities, while substantive programme decisions, strategic positioning, partner engagement and quality assurance will remain with UNICEF staff and designated supervisors.

The UN volunteer will support the following areas:

1. Assist in the preparation of background materials, documentation, logistics and follow-up for activities implemented under the UNICEF - Parliament Joint Work Plan (2026 - 2027), including consultations, workshops and evidence products that support child rights monitoring and advocacy;
2. Support the implementation of activities under the 2026 - 2027 UNICEF - Child Rights Commissioner's (CRC) Office Action Plan through administrative, coordination, monitoring and support documentation, including preparation of meeting materials, progress tracking and follow-up on agreed actions;
3. Support the PME Specialist and CP Specialist by collecting, compiling and analyzing programme information, preparing drafts for briefing notes, monitoring implementation progress and documenting results related to child monitoring and protection priorities.
4. Assist the PME Specialist in activities related to the coordination and development of the new Country Programme (2028–2032), including supporting in organization of consultations, workshops, results analysis and evidence generation.
5. Support evidence-based planning, policy dialogue, and advocacy through contributions to research, studies and evaluations (RSE), data analysis, child rights-related evidence generation and sector planning processes;
6. Contribute to practical suggestions and analytical inputs to improve documentation, tracking, knowledge management and evidence use in line with UNICEF programme priorities and joint workplans with the CRC Office, Parliament and other partners.
7. Support the monitoring, documentation, visibility and knowledge management of programme results and child rights monitoring initiatives, including capturing lessons learned, good practices, success stories and evidence for advocacy and reporting purposes.

The UN Volunteer will provide the following specific support for:

1) Child Rights Monitoring and Partner Engagement Support
• Support in tracking the implementation and monitoring of the 2026–2027 UNICEF–Parliament Joint Work Plan and the 2026–2027 UNICEF–Child Rights Commissioner's Office Action Plan. Assist in preparing background materials, meeting documents, progress tracking tools, and follow-up on agreed actions.
• Provide logistical and coordination support with regards to the Child Rights Commissioner's Office, Parliament, civil society organizations, development partners, and other stakeholders. Assist in organizing consultations, meetings, workshops, and other coordination activities.

2) Results Monitoring, Evidence Generation and Country Programme Preparation Support
• Support planning, monitoring, evaluation, and evidence-generation activities. Assist the PME Specialist on issues pertaining to the development of the UNICEF Country Programme (2028–2032) by helping organize consultations and workshops, compiling and analyzing evidence, and contributing to planning documents and results frameworks.
• Support research, studies, evaluations, and data analysis to strengthen evidence-based planning and policy dialogue. Research and analyze necessary information and data to help prepare draft briefing notes, talking points, summarizing relevant evidence, partner inputs, and emerging issues to support discussions and informed decision-making. .

3) Knowledge Management, Visibility and Learning Support
• Support programme monitoring by helping to maintain tracking tools, documenting implementation progress, and contributing to reports. Assist in improving programme documentation and the use of evidence.
• Support with the documentation and communication of programme results by capturing lessons learned, good practices, success stories, and evidence for advocacy, reporting, and organizational learning.

Following induction, the UN Volunteer will develop a results-oriented workplan with clear deliverables, timelines, and performance indicators, to be agreed with the supervisor.

Skills and experience

• Strong understanding of results-based management (RBM), planning, monitoring, reporting and evidence-informed programming;
• Understanding of child rights principles and child rights monitoring mechanisms;
• Experience supporting coordination of multi-stakeholder meetings, technical working groups and consultations;
• Strong analytical skills, including ability to compile, organize and summarize qualitative and quantitative information;
• Good computer skills, including Microsoft Office applications; experience with data visualization, or digital collaboration tools is an asset;
• Experience in preparing meeting notes, briefing materials, presentations, results reporting, and other analytical inputs;
• Excellent communication, presentation, and writing skills;
• Demonstrated ability to work collaboratively, manage multiple priorities and maintain organized records.

Living conditions

Bishkek is the capital of Kyrgyzstan. Kyrgyzstan is in Central Asia, west of China. The climate is dry continental to polar in the high Tien Shan Mountains, subtropical in the southwest (Fergana Valley) and temperate in the northern foothill zone. The official languages are Kyrgyz and Russian. Kyrgyz is dominant in state circles and is more widely used in the south and in rural areas. Russian is preferred by most business partners. The Cyrillic alphabet is commonly used for public notices, including road signs and street names. English is used in business circles and in the government. Hotels and restaurants frequented by foreigners usually have some English-speakers. Interpreters are readily available. The main religions are Islam and Christianity. The security risk in Kyrgyzstan is low. The currency of Kyrgyzstan is the Som (KGS). Kyrgyz hospitals have not globally highest standards, but the medical service is cheap and serviceable.
