MANDATE OF THE DEPARTMENT:
Provide leadership and coordinate support for an expanded UN system response to support countries towards ending the AIDS epidemic as part of the Sustainable Development Goals. UNAIDS has led the development of a new Global AIDS strategy (2026-2030) to end AIDS epidemics as a public health threat by 2030. The strategy aims to have countries, communities and partners across and beyond the HIV response prioritize their actions around 1) maximizing equitable and equal access to comprehensive, people-centred HIV services 2) breaking down legal and societal barriers to achieving HIV outcomes 3) fully resource and sustain HIV responses, and integrate them into systems for health, social protection and humanitarian settings.

UNAIDS and CDC have had cooperative agreements to achieve their collective visions since 2010. The new agreement from 2026-2027 will focus on areas where UNAIDS strategic information leadership and strong engagement with community-led organizations can leverage the joint goals of both UNAIDS and CDC. Community-led services and community-owned, sustainable HIV programmes are critical to the HIV response, particularly in narrowing service gaps and reaching people living with HIV and key populations. Community-led organizations will play an increasingly important role in delivering, sustaining and strengthening these services. The position will work closely with CLOs to support the successful implementation of community-led services and to sustain community system strengthening.
Main tasks and Responsibilities of the Position:
Under the overall guidance and support of UNAIDS Country Director (UCD), the Community System Strengthening Officer is critical in the implementation of key activities and deliverables funded by extra budgetary funding from CDC within the UCO's overall CSS strategy.

Under the overall management of the UCD and the direct management of Policy and Strategy Adviser, the National Community System Strengthening Officer will undertake the following activities during the
contracted period:

1. Facilitate and support bi-monthly meetings with KAP networks, community network consortiums and local community networks
to discuss community system strengthening (CSS) priorities, emerging issues, coordination needs and follow-up actions.
2. Organize and facilitate capacity building workshops for local organizations and KAP networks to strengthen institutional
capacity, accountability, financial management, programme planning, advocacy, leadership and team building.
3. Promote meaningful participation of communities, including people living with HIV and key populations, in multistakeholder
meetings, consultations, planning processes and workshops.
4. Ensure continuous coordination and communication among community networks, UNAIDS Myanmar, NGOs, training institutions and other relevant stakeholders to support effective implementation of CSS activities.
5. Provide technical support to civil society organizations and community networks on resource tracking, monitoring, mobilization
of resources, network strengthening and organizational development.
6. Support grant management processes, including development of Programme Funding Agreements (PFAs), timely submission and review of proposals, grant making with community networks, and follow-up on agreed deliverables under sub-grants.
7. Provide technical support and guidance to community networks for the implementation and strengthening of community-led services, including community-led responses that address stigma and discrimination and improve access to HIV-related services.
8. Integrate human rights and gender equality approaches across CSS activities, capacity building, community engagement and implementation of sub-grant activities.
9. Supervise, monitor and document the implementation progress of community-led organization (CLO) projects, including review of activity reports, tracking of results, identification of challenges and provision of corrective technical guidance.
10. Support and facilitate the sustainability of CLO projects through fund mobilization, partnership building, institutional strengthening, governance support and leadership development of community networks.
11. Support the development of semi-annual and annual reports for the USCDC grant, including coordination of inputs, consolidation of information and timely submission under the supervision of CSA.
12. Review, summarize and facilitate the translation of relevant policy documents, guidelines and reference materials into accessible resources for community networks and local organizations.
13. Perform other related duties as assigned.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree or equivalent in social sciences, development studies or public health or a related field. For internal candidates, a first university degree and 2 years of professional experience will be considered as equivalent.

Desirable: Specialization in one of those above fields.

Experience:
Essential: Relevant experience such as advocacy and networking in the context of HIV response. A good understanding of context of HIV and AIDS in Myanmar.

Desirable: Experience in the UN system. Experience with people living with HIV and key populations.
Languages:
Essential: Advanced level of written and spoken English. Fluent in Burmese.

Desirable: Knowledge of additional UN Official languages.

USD $26952 at single rate
