Project Context and Scope

Phase III builds on Phases I and II to strengthen return and reintegration support for survivors of modern slavery and human trafficking returning from the UK. As the final phase, it will consolidate previous tools and learning, with targeted capacity-building focused on identified gaps, including municipal-level coordination, practical case management, survivor-centred reintegration planning, referral follow-up and sustainable support mechanisms.
•    Outcome 1: Strengthened understanding and capacity of key actors in the UK and in countries of return to enhance their ability to support voluntary return and reintegration for survivors of modern slavery and human trafficking.
•    Output 1.1: Key actors involved in voluntary return and reintegration in the UK and in countries of return are provided with capacity building to increase their knowledge to support survivors returning from the UK.

The consultant engaged by IOM Albania will contribute to the implementation of Output 1.1 in Albania.
 

Organizational Department / Unit to which the Consultant is contributing 
The consultancy engagement will contribute to the successful implementation of PX0763 IOM UK managed project Improving Reintegration Outcomes for Survivors of Modern Slavery (Phase III), particularly Output 1.1 on capacity building for key actors involved in voluntary return and reintegration.

Responsibilities

Tasks to be performed under this contract

Objective of the Consultancy
Design, planning, preparation and delivery of capacity-building materials and two one-day workshops in Tirana for identified stakeholders from Shkodra, Kukës, Lezhë, Dibër and Tirana under Phase III of the project Improving Reintegration Outcomes for Survivors of Modern Slavery – Phase III. The consultancy should be implemented as a continuation of the learning and materials developed under Phases I and II, with the objective of reinforcing sustainable, practical and locally anchored reintegration support.

1.    First deliverable – Develop an inception note, workplan and capacity-building package, including methodology, agenda, materials and evaluation tools. Materials should build on Phases I and II, allow timely invitations, and address priority gaps such as municipal coordination, referral pathways and sustainability.

2.    Second deliverable – Deliver two one-day workshops, administer evaluation tools, and collect participant data and feedback in line with IOM UK indicators. Submit a brief final report on delivery, feedback, results and sustainability recommendations.

Performance indicators for the evaluation of results

•    Satisfactory completion of all tasks and deliverables indicated in this ToR within the agreed 20 working days,
•    Quality, relevance and practical applicability of the capacity-building materials and project resources developed, including their alignment with learning objectives, Phase I and Phase II materials, identified gaps and the Albanian context,
•    Effective facilitation of capacity-building sessions, including participant engagement, collection of participant data and feedback in line with IOM UK indicators, administration of pre- and post-activity evaluation tools, and contribution to increased knowledge against learning objectives,
•    Contribution to sustainability through practical recommendations on institutional integration of resources, strengthened referral mechanisms, professional networks and cross-border cooperation,
•    Communication,

Qualifications

Required Qualifications and Experience

Education

  • Completed advanced degree from an accredited academic institution in Social Sciences, Law, Psychology, Social Work, Human Rights, Migration Studies, Education, or other related areas.

Experience

  • At least 5 years of relevant professional experience.
  • Experience in human trafficking, modern slavery, protection, return and reintegration, victim assistance, social services or related areas is required.
  • Demonstrated experience in designing and delivering training, workshops, capacity-building activities, facilitation materials and practical tools for institutional or civil society stakeholders.
  • Good understanding of national protection, social service, referral and reintegration systems in Albania is preferable.
  • Experience in monitoring and evaluation, including the development or use of pre- and post-activity assessment tools, feedback forms and reporting on learning results, is an asset.
  • Experience in providing consultancy services for other organizations is preferable.
     

Skills

  • Ability to maintain accuracy and confidentiality in performing responsibilities. 
  • Excellent communication, and reporting-writing skills in Albanian and English.
  • Strong interpersonal and intercultural skills with attention to detail.

 

Languages

For this consultancy, Fluency in Albanian and English is requested.

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
