Background Energy is fundamental to economic development, human well-being, and the provision of essential services across the Arab region. It powers industry, transport, water supply, internet, healthcare, education, and the broader systems that support livelihoods and economic transformation. Meanwhile, energy vulnerability is a highly relevant concept in the Arab region and its implications warrant far greater consideration at social, economic, environmental, and governance levels. The region is characterized by a high degree of intraregional heterogeneity in socioeconomic development, resulting in significant differences in access to affordable, reliable, sustainable, and modern energy. Understanding energy systems can help to offer a pathway to reducing disparities, narrowing gaps in energy access, affordability, reliability, resilience, productive capacity, and development opportunities across the region. Duties and Responsibilities Under the overall guidance of the Climate Change and Natural Resource Sustainability Cluster Lead and the direct supervision of the Chief of Energy, the consultant will undertake the following tasks: • Provide a framing for energy systems within the context of the sustainable energy transition. • Review the present landscape characterizing energy systems in Arab States, including major infrastructure under construction or planned. • Assess multipliers that can be generated from these projects for investment, economic diversification and human capital development. • Examine areas where digital and physical infrastructure development has enhanced the resilience and reduce the vulnerability of energy systems in Arab States drawing on ESCWA knowledge products on these topics. • Offer insights and recommendations where enabling investment and cooperation can generate measurable results for domestic and regional energy systems.

A master’s degree in engineering, economics, business, or energy-related field is required. A PhD is desirable. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of 10 years of professional work experience in the field of energy, with demonstrated experience working on regional development issues related to the Arab region is required. Demonstrated experience writing reports and papers for international organizations on energy is required. Demonstrated experience conducting quantitative analysis and interpretation is desirable.

English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in English is required. Knowledge of Arabic is desirable. Knowledge of French is desirable. Note: "Fluency" equals a rating of 'fluent' in all four areas (speak, read, write, and understand) and "Knowledge of" equals a rating of 'confident' in two of the four areas.
