APPLICATION PROCESS
UNESCO invites you to submit a written proposal for the consultancy described in the following section. To prepare your proposal, please consider the elements detailed below. In addition to completing the online application (mandatory), you are required to submit:
- A technical proposal consisting of:
- A detailed and up-to-date curriculum vitae; and
- A brief description (maximum 3,000 words) of your approach and methodology for the assignment, as well as any comments on the Terms of Reference, if applicable.
- A financial proposal, expressed in USD, indicating a monthly consultancy fee, including all costs associated with the logistical implementation of the consultancy (excluding potential missions to countries).
UNESCO places particular emphasis on ensuring that the objectives of the consultancy, as described in the Terms of Reference, are achieved. Accordingly, the technical aspects of the proposals will be given primary consideration during the evaluation process. Among the proposals deemed suitable based on the criteria set out in the Terms of Reference, UNESCO will select the proposal that offers the Organization the best value for money.

Background
The Latin American Laboratory for the Assessment of the Quality of Education (LLECE) of the UNESCO Regional Office in Santiago and Office for UN Coordination in Latin America and the Caribbean (UNESCO Santiago) is responsible for assessing and measuring the quality of education in Latin America. Since its establishment in 1994, LLECE has implemented five editions of its Regional Comparative and Explanatory Study (ERCE). The ERCE assessment includes tests and questionnaires administered to third- and sixth-grade students and is the largest-scale regional assessment implemented in Latin America. It has the active participation of 18 countries and seeks to promote capacity building, dialogue, and cooperation to strengthen national education assessment systems. LLECE is currently implementing the ERCE 2025 cycle, with results expected to be available this year.
In this context, the cooperation project between UNESCO Santiago, through the Latin American Laboratory for the Assessment of the Quality of Education (LLECE), and Haiti’s Ministry of National Education and Vocational Training (MENFP) aims to contribute to strengthening the country’s National Educational Assessment System. This will be achieved through the implementation of a National Diagnostic Learning Assessment (DNAL) in 2027, with technical support from UNESCO, as well as through Haiti’s participation in the 2030 cycle of the ERCE assessment. These actions will contribute to establishing a robust baseline of Haitian students’ learning outcomes, identifying learning gaps, and generating reliable evidence to inform decision-making and the design of public policies aligned with SDG 4 of the Education 2030 Agenda.
The project will directly contribute to strengthening national technical capacities in educational assessment, developing instruments adapted to the Haitian context, and generating reliable information to monitor educational outcomes. Furthermore, it will support the training of MENFP officials in the pedagogical use of assessment results, fostering a culture of evaluation and continuous improvement.
Objectives
The overall objective of this consultancy is to provide technical and administrative support to LLECE and UNESCO Santiago in the coordination, management, and implementation of the activities planned under the educational assessment initiatives in Haiti, facilitating their proper implementation and follow-up.
For this, the consultant will carry out the following activities:
- Provide technical, operational, and administrative support to UNESCO Santiago and LLECE in coordinating and implementing regional projects and initiatives, including the National Learning Assessment in Reading and Mathematics in Haiti, Haiti’s participation in ERCE 2030, and other activities related to the implementation of ERCE 2030.
- Coordinate the implementation of the project and support the planning, monitoring, and delivery of activities and outputs, ensuring alignment with the agreed cooperation framework and LLECE guidelines, as well as the timely achievement of the project’s objectives.
- Monitor project implementation against agreed work plans, milestones, timelines and deliverables, identifying potential risks and recommending corrective actions as needed.
- Coordinate the technical, operational and administrative activities of the project among the different institutions involved, including UNESCO, the Ministry of Education, implementing partners and other relevant stakeholders.
- Coordinate procurement and contracting processes required for the implementation of the project, including the selection and management of implementing partners, consultants and service providers, in accordance with UNESCO’s rules and procedures.
- Contribute to the work and deliverables of the consultants and technical experts hired as part of the project, with the goal of guiding them in accordance with what has been defined.
- Participate in coordination meetings with UNESCO, the Ministry of Education, implementing partners and other stakeholders, fostering effective communication and collaboration among all parties.
- Prepare meeting agendas, minutes, technical reports, progress updates, presentations and other documentation required for the implementation, monitoring and reporting of the project.
- Support the organization and logistical coordination of workshops, meetings, missions and other activities carried out under the project, including those related to capacity development initiatives.
- Contribute to the preparation and consolidation of project reports and supporting documentation, ensuring their quality and consistency for internal and external reporting.
- Perform any other duties as required by the needs of UNESCO Santiago.
CONTRACT DURATION
- Duration: 6-11 months.
- Location: Based in Santiago, Chile, with in-person work at the office on certain days of the week.
- Work authorization: Authorization to work in Chile.
- Deliverables: Monthly activity and deliverable reports, based on the work plan agreed upon at the beginning of the consultancy.

REQUIRED QUALIFICATIONS
EDUCATION
- Degree in Social Sciences, Public Administration, Education, or a related field, preferably with a focus on public management or public policy in the education sector (e.g., sociology, political science, social work, education, engineering, business administration, or related fields).
WORK EXPERIENCE
- At least five years of relevant experience in the field of education in Latin American and Caribbean countries.
- Demonstrated experience in project coordination, implementation and monitoring, including the coordination of activities with multiple stakeholders.
- Previous experience in a Project Management Assistant, Project Coordinator or similar role.
SKILLS AND COMPETENCIES
- Strong organizational, coordination, and project management skills, with the ability to manage multiple tasks and deadlines effectively.
- High level of initiative, with the ability to work independently and take ownership of assigned tasks.
- Strong communication and interpersonal skills, with the ability to establish and maintain effective working relationships with diverse stakeholders.
- Ability to work effectively in a collaborative, team-oriented environment.
- Experience in preparing technical documents, reports, and project-related documentation.
- Excellent proficiency in Microsoft Office applications.
- Demonstrated commitment to accuracy, confidentiality, and high standards of professional ethics.
LANGUAGES
- Excellent command of French, Spanish, and English, both written and spoken.
DESIRABLE QUALIFICATIONS
- An advanced universtity degree (master degree or equivalent) in Social Sciences, Project Management, Public Policy, Education or similar would be an asset.
- Experience working in large-scale assessments and educational studies.
- Experience working in Haiti
- Experience working with UNESCO or the United Nations system would be an asset.
