Duties and Responsibilities
The consultant will be based in the Thematic and Special Procedures Division (TSP) Office of the Director in OHCHR. The consultant will act as a strategic coordination and partnership focal point for the ReachOut Facility, facilitating collaboration, knowledge exchange and alignment among OHCHR, implementing partners, including country-level engagement, to support the effective delivery of project objectives. The consultant will contribute to the implementation and further development of the ReachOut Facility as a key catalytic initiative of the Global Alliance. The ReachOut Facility Project is a two-year pilot initiative led by OHCHR, and jointly implemented with two external partners. Its central premise is that while human rights remain fundamental to democratic societies and international cooperation, the human rights movement is losing ground in today's polarized, digitally-driven information environment. The project seeks to modernize how human rights are communicated, helping the movement reach audiences beyond its traditional supporters and build broader public backing for human rights values. The overarching goal is to expand and strengthen public support for human rights by developing, testing, and scaling more effective narratives, messages, messengers, and communication strategies. The ReachOut Facility Project aims to fill this gap by creating a shared resource for the wider human rights community and allies. The consultant will provide strategic guidance, and substantive expertise to support the delivery of the ReachOut Facility workplan, ensuring effective coordination, collaboration among OHCHR, implementing partners, members of the CSO Collaborative Network and the Advisory Group. The consultant will facilitate planning and implementation processes, support coordination across participating entities, monitor progress against agreed objectives, identify operational and strategic risks, and help ensure coherence across project activities and outputs. Particular attention will be given to supporting the implementation of the ReachOut "proof of concept" in the selected pilot country, including coordination with partners to ensure the effective delivery of activities and outputs, as well as the further development of workplans and associated materials to support future scaling. The consultant will undertake research and internal consultations to provide advice on thematic priorities and strategic directions for the project. The consultant will coordinate and oversee engagement with the CSO Collaborative Network and Advisory Group, support the identification and onboarding of new participants, and contribute to the continued expansion and strengthening of the Collaborative Network. The consultant will serve as a key liaison between OHCHR and project partners, helping translate OHCHR's human rights expertise, priorities and substantive knowledge into project design and implementation. At the same time, the consultant will ensure that lessons learned, partner perspectives, emerging issues and project outcomes are systematically communicated back to OHCHR. The consultant will support the implementation of the ReachOut Facility Project by facilitating communication, coordination and information-sharing among project partners and stakeholders. This includes organizing and following up on coordination meetings, tracking key decisions and action points, supporting alignment of activities across workstreams and geographies, and ensuring that strategic and operational information is shared in a timely manner among partners. The consultant will contribute to maintaining a shared understanding of project objectives, deliverables and emerging opportunities across the partnership. The consultant will be responsible for supporting the further development of the project concept and fundraising materials and contributing to external engagement on resource mobilization in close coordination with relevant colleagues. This includes identifying potential donors, mapping relevant narratives, initiatives and actors, preparing donor-facing materials and tailored inputs for funding proposals, and developing key messages to support fundraising and external engagement efforts. The consultant will work closely with the Office of the Director to ensure that all outputs align with institutional priorities and evolving strategic objectives. The consultant will also support coordination between the ReachOut Facility and the Global Alliance by facilitating information flows and working closely with the Global Alliance secretariat. This includes supporting the integration of ReachOut insights into the Alliance's communications and engagement activities, helping strengthen the visibility, coherence and strategic impact of the initiative. The consultant may be asked to undertake other duties in support of the Director’s role.
