Deliverable 1: Review the Jordan Assessment report produced by ESCWA and provide comments (15 November) Deliverable 2: Participate in the assessment report validation workshop in Amman, Jordan and collect all stakeholders feedback (30 November 2026) Deliverable 3: Provide an Inception Report & Outline for the Strategy: inception paper detailing the strategic framework structure, methodology, multi-stakeholder consultation plan (OPDs, line ministries, private sector), and work plan. (31 December 2026) Deliverable 4: Provide the First Draft Strategy & Operational Plan: Comprehensive draft strategy including strategic pillars, objectives, multi-year Action Plan, implementation matrix, and Monitoring & Evaluation framework. (28 February 2027) Deliverable 5: Participate and report on the 2027 National All-Stakeholders Meeting: Presentation deck, executive summary brief, and facilitation materials for the national all-stakeholders vetting meeting organized in Jordan in 2027. ( TBD 30 April 2027) Deliverable 6: Final Approved National Strategy Document: Finalized and edited National Strategy for the Economic Empowerment of Persons with Disabilities in Jordan, incorporating all feedback from the 2027 national meeting. Duties and Responsibilities
Background Jordan has demonstrated a strong commitment to advancing the rights and inclusion of persons with disabilities through significant legislative, policy, and institutional reforms. As Jordan continues to advance its national development agenda, ensuring the economic inclusion and participation of persons with disabilities remains a critical national priority. Despite these positive strides, persons with disabilities continue to face persistent systemic, environmental, and institutional barriers to accessing and participating in the labor market. These challenges highlight the critical need for a comprehensive assessment of the current landscape, evaluating the effectiveness of existing interventions, mapping institutional gaps, and identifying the evolving priorities of persons with disabilities and relevant national stakeholders. In collaboration with national counterparts in Jordan, the National Strategy for the Economic Empowerment of Persons with Disabilities in Jordan will be developed as part of Jordan's ongoing efforts to promote disability-inclusive economic development. Duties and responsibilities The lead consultant will be responsible for the following: • Strategic Framework Design & Visioning: Define the overall strategic orientation, vision, mission, core values, and thematic pillars of the National Strategy, aligning them with the UN Convention on the Rights of Persons with Disabilities (CRPD) and the Law on the Rights of Persons with Disabilities No. 20 of 2017. Formulate strategic priorities and cross-sectoral objectives aimed at enhancing employment outcomes, expanding self-employment and entrepreneurship, strengthening social protection synergies, and expanding access to education, skills development, reasonable accommodation, and accessible work environments. • Evidence Synthesis & ESCWA Methodology Integration: Integrate the empirical findings, institutional gaps, and priority recommendations from the forthcoming comprehensive situational analysis on the economic empowerment of persons with disabilities in Jordan. Apply ESCWA’s established methodologies and analytical approaches to ensure strategic priorities are evidence-based and directly address legal, institutional, economic, and social barriers. • Operational Action Plan & Implementation Architecture: Develop a multi-year Operational Action Plan detailing priority interventions, specific activities, target outputs, lead/implementing national entities (line ministries, private sector, OPDs), and resource allocation frameworks. Define clear institutional coordination mechanisms to streamline efforts across government bodies, civil society, and the private sector. Establish a Monitoring, Evaluation, and Learning (MEL) matrix, complete with baseline indicators, SMART targets, and reporting schedules. • Stakeholder Consultations & 2027 Strategy Vetting: Lead participatory consultations and technical working sessions with OPDs, line ministries, private sector actors, and development partners throughout the drafting process. Prepare all technical documentation, executive summaries, and presentation decks for the National All-Stakeholders Strategy Meeting to be organized in Jordan in 2027. Incorporate stakeholder inputs from the 2027 national meeting into the final, polished policy document.
Qualifications/special skills
A Bachelor’s degree in (development studies, sociology, political science, economics, psychology, other social sciences or disability related field is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. Proven work experience of at least 10 years related to the Convention on the Rights of Persons with Disabilities (CRPD), disability inclusion, research, policy and program mainstreaming in the Arab region is required.
Languages
English and French are the working languages of the United Nations Secretariat, and Arabic is a working language of ESCWA. For this position, fluency in Arabic is required. Knowledge of English is desirable. Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand), and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
