The consultancy will result in expert advice, analytical outputs, and programme design recommendations supporting the establishment of a Fellowship Training Programme on Conventional Ammunition. The resulting framework, training architecture, learning materials, and stakeholder engagement assessment will provide UNODA with a sustainable and evidence-based foundation for programme delivery, ensuring alignment with the Global Framework for Through-Life Conventional Ammunition Management (GFA) and responsiveness to regional and national capacity-building priorities of participating States.

Duties and Responsibilities
The consultant will serve as a subject matter expert, providing strategic, technical, and methodological guidance for the conceptualization and design of the Fellowship Training Programme on Conventional Ammunition, with specific reference to the Global Framework for Through-Life Conventional Ammunition Management (GFA). Under the supervision of the UNODA-CAB Programme Management Officer, the consultant will provide specialized technical expertise and advisory support for the following outputs and activities: 1. Provide expert analysis and recommendations through a comprehensive mapping and assessment of existing training materials, guidance, documentation, relevant good practices, and learning resources related to the implementation of the GFA, including resources addressing ammunition safety, security, risk reduction, and lifecycle management. The analysis will identify gaps, complementarities, and opportunities for adaptation and integration into the Fellowship Training Programme. 2. Provide technical and methodological guidance for the design of the overall Fellowship Training Programme framework, encompassing both online self-paced and in-person learning components, including recommendations on learning architecture, module structure, and learning objectives. 3. Provide technical expertise on the substantive content, training design, and educational approach of the Fellowship Training Programme of the Fellowship Training Programme, including online self-paced and in-person training materials, detailed session outlines, presentation materials, learning resources, and facilitator guidance, ensuring alignment with the GFA, the UN SaferGuard Programme, relevant international norms and standards, and recognized good practices. 4. Provide subject-matter expertise and recommendations for the development of region-specific training approaches and content for Africa, Asia-Pacific, Latin America and the Caribbean, and Europe and other States, taking into account regional priorities, operational contexts, and capacity-building requirements. 5. Conduct an assessment and provide recommendations on stakeholder and expert engagement, including the identification of relevant global, regional, and national experts, institutions, and training centres that could support the Fellowship Training Programme in each region, together with advice on areas of expertise, potential contributions, and appropriate engagement modalities.
Qualifications/special skills
Advanced university degree (Master’s degree or equivalent) in international relations, security studies, law, humanitarian affairs, public administration, or a related field. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of 10 years of established expertise in conventional ammunition safety, security, and through-life (life-cycle) management is required, including substantive engagement in international, regional, and multilateral processes and initiatives. Demonstrated expertise in the development, implementation, and application of relevant United Nations frameworks and guidance, including the Global Framework for Through-life Conventional Ammunition Management (GFA), the UN SaferGuard Programme, and the International Ammunition Technical Guidelines (IATG), is required. Have a demonstrated record of providing high-level technical, policy, and advisory support to governments, regional organizations, United Nations entities, or other international stakeholders on conventional ammunition management. Experience leading complex research, assessments, evaluations, and field-based missions related to ammunition safety, security, and life-cycle management is required. Proven experience in designing, developing, and delivering strategic capacity-building initiatives, training programmes, and technical assistance projects on ammunition management in accordance with international standards and best practices is required. Demonstrate excellent analytical, drafting, facilitation, and communication skills, with a strong record of producing authoritative technical reports, guidance documents, policy papers, training curricula, and assessment products for international and multilateral audiences. Recognition as a subject-matter expert through published research, participation in international expert groups, contributions to normative frameworks, technical guidance development, or advisory roles supporting international organizations, governments, or donor-funded programmes is highly desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of French and Spanish is desirable.
