Consultant/Regional Expert for UNEP/MAP to support the MAP Secretariat with the preparation of a Resource Mobilization Strategy for 2028-2033 (C Level)

The Contracting Parties and the Secretariat are provided with the necessary guidance to mobilize the adequate resources in a predictable and coherent manner, in order to implement the MTS 2028-2033 and the respective PoWs of the Barcelona Convention.

The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP’s Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. The assignment is for the Mediterranean Action Plan (MAP), Athens, Greece. The Contracting Parties to the Barcelona Convention and its Protocols, at their 22nd Meeting (COP 22, Antalya, Türkiye, 7-10 December 2021), through Decision IG.25/1, adopted the Medium-Term Strategy 2022-2027 (MTS) “as key strategic framework for the development and implementation of the Programmes of Work of UNEP/MAP”. Furthermore, the Contracting Parties, at their 23rd Meeting (COP 23, Portorož, Slovenia, 5-8 December 2023), through Decision IG.26/2, adopted the updated Resource Mobilization Strategy, providing indicative resource needs and potential donors and partners for the implementation of the UNEP/MAP MTS 2022-2027. The Contracting Parties at their 24th meeting (COP24, Cairo, Egypt, 2-5 December 2025), through Decision IG.27/14, adopted the MAP Programme of Work and Budget 2026-2027, which includes the “MTS 2028-2033 prepared and submitted to MAP FP and COP 25 through a participatory process and under Parties' leadership.”. The new MTS should be accompanied by an up-to-date and enhanced resource mobilization strategy to enable its full and effective implementation. A Consultant/Regional Expert is required to support the MAP Secretariat with the update of the Resource Mobilization Strategy for 2028-2033, that will accompany the UNEP/MAP Medium-Term Strategy 2028-2033 and will enable the necessary funding of its full and effective implementation. Under the supervision of the UNEP/MAP Deputy Coordinator, the consultant will work in consultation with the UNEP/MAP Programme Officer (Governance). The consultant will work under the direct supervision of the UNEP/MAP Deputy Coordinator, and in consultation with UNEP/MAP Programme Officer (Governance). He/she will perform the following tasks and responsibilities: (1) Develop workplan and timetable; (2) Evaluate the status of implementation of the current RMS; (3) Perform a desk review to analyze the state of play of existing and new funding mechanisms/donors and to highlight the funding opportunities/processes; (4) Prepare the ground mapping study for identifying the funding opportunities for regional and national priorities, including the timeframe of existing funding instruments; (5) Review the existing UNEP/MAP Resource Mobilization Strategy and recommend updates, to take into account recent evolutions; (6) Develop a coherent communication mechanism targeting donors/partners, including key national agencies/programmes, to attract resources from them; (7) Prepare a first draft of the updated RMS, including a roadmap for its implementation; (8) Revise the first draft based on the comments received and submit the final report to UNEP/MAP (i.e. the updated RMS, including a coherent MAP-wide communication mechanism targeting donors/partners, together with a roadmap for its implementation).

Advanced university degree (Master’s degree or equivalent) in international relations, environmental sciences/engineering, law or other relevant political or social science areas is required; A bachelor's degree combined with two additional years of relevant professional experience in the required field, may be accepted in lieu of the advanced degree. At least 7 years of relevant professional working experience; including a minimum of 4 years of proven experience with different donors and institutions in the field of environment and sustainable development with a focus on resource mobilization, is required. Experience in resource mobilization in the Mediterranean region is desirable. Knowledge of and working experience on gender mainstreaming issues is highly desirable. Good knowledge of office software is required.

Fluency (written and oral) in English is required; working knowledge in French is desirable

Knowledge of the UNEP/MAP and of the relevant programmes of measures/ regional plans with related working experience is an asset
