Organizational Setting

 

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure, and responds to the safety and security related needs of its Member States.
The objective of the Division of Nuclear Installation Safety (NSNI) is to achieve and maintain a high level of safety of nuclear installations worldwide that are under design or construction or in operation. The Division does this by establishing standards of safety for the protection of health, including standards for nuclear power plants and other nuclear installations and facilities, and by providing for the application of these standards through, among other things, support for the IAEA's Technical Cooperation programme, the rendering of safety review services, the promotion of education and training, the fostering of information exchange and the coordination of research and development. In addition, the Division helps ensure safety at nuclear installations by supporting international safety instruments such as the Convention on Nuclear Safety and the Code of Conduct on the Safety of Research Reactors. NSNI comprises five Sections:
•External Events Safety Section
•Operational Safety Section
•Safety Assessment Section
•Regulatory Activities Section
•Research Reactor Safety Section

The main objective of the Regulatory Activities Section (RAS) is to help enhance effective regulatory infrastructures for nuclear safety in Member States based on IAEA safety standards and the use of self-assessment. The Section's activities include safety review and advisory missions to Member States, the development and revision of safety standards, support for effective regulatory development for countries embarking on new nuclear power programmes, development of training programmes for regulators, and organizational aspects related to the Convention on Nuclear Safety.

 

Main Purpose

 

The consultant shall provide specialized IT support for the development, maintenance and enhancement of SMR digital platforms, websites and data management tools that support the activities of the SMR Regulators' Forum (SMR RF), the Regulatory Track of the Nuclear Harmonization and Standardization Initiative (NHSI), and regulatory infrastructure development for embarking countries.

 

Functions / Key Results Expected

The consultant is required to deliver the following outputs:
1. Maintain and update the SMR RF public website on RegNet.
2. Develop and implement a programme of improvement for the SMR RF restricted website.
3. Design, develop and deploy new web pages, features, and functionalities.
4. Conduct routine website audits to identify and fix broken links, security vulnerabilities, and outdated content.
5. Troubleshoot and resolve website issues and providing technical support.
6. Collect, organize and sort SMR-related data for the NHSI's SMR Regulation and Cooperation Hub.
7. Provide technical expertise for the development of the SMR Regulation and Cooperation Hub and the Regulatory Cooperation Toolkit Comparison Tool. 
8. Test and validate all modular functions of the Hub before launch. 
9. Provide specialised IT expertise for the SMR RF Secretariat, NHSI and other RAS activities in meetings, workshops, and other events.

 

Knowledge, Skills and Abilities

 

Required -

Language

  •    English

 

 

Qualifications and Experience

  • University degree in Computer Science, Information Technology, Computer Engineering or another technology-related field.

  • Minimum of two years of experience in website development, including front-end technologies (HTML, CSS, JavaScript and popular JS Frameworks like React) and content management systems; responsive and accessible web design (WCAG 2.1).

  • Proficiency with Microsoft 365, in particular SharePoint (site building and administration), MS Teams, Word, Excel, PowerPoint and Outlook.

  • Experience with Graphic Design and UI/UX Skills: Canva/Figma, visual identity and branding guidelines, infographics, typography and layout.

  • General knowledge of Small Modular Reactors and/or nuclear safety is an asset.

  • Good awareness of the IAEA and its activities is an asset.

  • Experience working with International Organisations is an asset.

  • Excellent time management skills, communication skills and attention to detail.

  • Ability to work independently and collaboratively in a team environment.

  • Excellent oral and written command of English (Required). Knowledge of other official IAEA languages (Arabic, Chinese, French and Russian) is an asset.

 

 

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 150, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
