Duties and Responsibilities
The United Nations in the Pacific is formulating the UNSDCF 2028-2032 as the principal strategic framework for collective UN support to 14 Pacific Island Countries and Territories covered by the Fiji, Micronesia and Samoa Multi-Country Offices. The framework will align the UN system around national and regional priorities and SDG acceleration, informed by the Pacific Common Analysis, independent evaluation evidence, strategic dialogue and inclusive stakeholder consultation. The framework is to be grounded in Leave No One Behind (LNOB), the Human Rights-Based Approach (HRBA), Gender Equality and Women's Empowerment (GEWE), disability inclusion, sustainability and resilience. It will be operationalized through Country Implementation Plans and supported by UN INFO and joint work planning mechanisms. A. Inclusion and programming principles technical lead • Provide specialist advice and quality assurance on the integration of HRBA, GEWE, LNOB and disability inclusion across all outcomes, outputs, indicators and implementation arrangements. • Conduct analytical reviews to identify gaps, barriers and opportunities affecting women, youth, persons with disabilities and vulnerable populations. • Develop recommendations and technical guidance to strengthen inclusion within the Cooperation Framework and Country Implementation Plans. • Support stakeholder consultations by providing substantive expertise on inclusion and participation. B. RBM and Results Matrix technical support • Provide detailed technical input into the formulation, testing and adjustment of the Results Matrix, including results statements, causal logic, indicators, baselines, targets, means of verification, assumptions and risks. • Support alignment of indicators with the SDGs, UN programming principles, available data systems and feasible disaggregation by sex, age, disability and other relevant characteristics. • Work with DMEG and relevant inter-agency groups to identify data gaps, improve indicator quality and document agreed revisions. • Conduct consistency checks between the Results Matrix, strategic narrative, monitoring and evaluation plan, Country Implementation Plans and UN INFO requirements. C. Coordination, administration and operational management • Support technical coordination among the three MCOs and relevant inter-agency groups to facilitate substantive review and validation of Results Matrix and programming-principle integration • Prepare technical discussion notes, synthesis papers, consultation summaries and analytical records arising from substantive review meetings. D. Drafting, validation and finalization support • Draft assigned sections and technical inputs for the UNSDCF, especially those concerning inclusion, programming principles, results-based management, monitoring and evaluation and stakeholder participation. • Specifically, review drafts and provide expert recommendations to ensure consistency with UNSDCF guidance, UNCT Gender Scorecard findings, programming principles and RBM standards. • Support facilitation of validation consultations and systematically code, consolidate and track stakeholder feedback. • Provide detailed editorial and technical review of the draft and final UNSDCF and support development of the final presentation or slide deck. Working Arrangements and Coordination • The consultant will work under the overall guidance of the Heads of the RCOs in Fiji, Micronesia and Samoa. Deliverables will be reviewed and approved by the three Heads of RCOs. • The contract will be managed by the Fiji RCO. The consultant will work closely with the Pacific Resident Coordinators, RCOs, UNCTs, DMEG and relevant inter-agency groups. • The Lead Consultant is the focal point for all strategic and relationship management issues. The Consultant is the technical lead for inclusion and results and for efficient administration and operational coordination. • Both consultants will coordinate through a shared workplan and agreed review protocol. Each consultant remains individually accountable for the timely and high-quality delivery of their own contractual outputs. • The consultant must personally perform the assignment and may not delegate or subcontract services unless expressly authorized in writing and permitted under the applicable contract. Methodological Approach • Theory of Change and systems thinking to test causal logic and strategic coherence. • Results-based management, including explicit results chains, measurable indicators, assumptions, risks and learning loops. • Inclusive, participatory and rights-based methods that enable meaningful engagement by diverse stakeholders and groups at risk of being left behind. • Transparent evidence, consultation and comment-tracking processes that support accountability and auditability.
Qualifications/special skills
Advanced university degree in Development Studies, Gender Studies, Human Rights, Public Policy, Social Sciences, Monitoring and Evaluation or another relevant field with the required number of years can be considered, At least 3-5 years of relevant professional experience in inclusion, human rights, gender equality, youth, disability inclusion, results-based management, monitoring and evaluation or development programme. Demonstrated practical experience applying HRBA, GEWE and LNOB, including work with women, youth, persons with disabilities and vulnerable or marginalized populations. Experience developing or quality-assuring results matrices, indicators, baselines, targets, means of verification and data-disaggregation approaches. Experience developing or quality-assuring results matrices, indicators, baselines, targets, means of verification and data-disaggregation approaches. Experience coordinating multi-stakeholder processes, facilitating virtual meetings, maintaining action and comment trackers, and managing document-review workflows. Familiarity with UN programming principles, UNSDCF processes, SDG indicators, UN INFO or comparable results-management platforms is desirable. Excellent analytical, drafting, organization, facilitation and communication skills in English; Pacific regional experience is desirable.
