OBJECTIVES OF THE PROGRAMME

To provide technical support to National Health Authorities in improving data management on integrated disease surveillance (IDSR) at all levels and particularly AFP/ Polio and Measles surveillance in Angola;To contribute in the efforts of strengthening data quality in order to facilitate timely decision making process for adequate response activities to vaccine preventable diseases in Angola;To ensure that weekly and monthly harmonization meetings on Polio/AFP and measles data are done at district, provincial and national levels within EPI organizational structure as well as the national IDSR.

DESCRIPTION OF DUTIES

Under the supervision of the WHO Country Representative (WR)and technical coordination of the WHO IVD Focal Point in Angola, the data manager will execute the following tasks:1. Improve data management practices and the use of data in Polio/AFP and vaccine preventable diseases surveillance, and assist national and sub-national vaccination programme staff in strengthening data flow processes;2. Execute regular data compilation, quality control and analysis in order to assist in polio/ AFP, measles and other vaccine preventable diseases surveillance and evaluation for decision making at alllevels;3. Ensure regular data harmonization sessions/meetings involving national laboratory and surveillance officers (EPI and IDSR) at national and provincial levels;4. Conduct data management needs assessment in order to identify existing strengths and weaknesses and support the national vaccination programme team in identifying solutions to address weaknesses identified; 5. Elaborate programme and material requirement for training/refresher training on data management; 6. Develop and implement Standard Operating Procedures fordata management, backup and archiving; 7. Conduct supervisory visits to priority provinces on data quality verification, analysis, interpretation and feedback;8. Support the production of regular feedback bulletins to be shared by all stakeholders at all levels;9. Perform other duties in polio eradication and vaccine preventable disease activities request by the supervisors.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in data management, computer applications and management support, basic epidemiology, statistics or demography.
Desirable: Public health degree desirable.

Experience

Essential: Experience of at least 5 years in data management, epidemiology surveillance, vaccination and/or accelerated disease control and surveillance of vaccine preventable diseases.
Desirable: Concrete experience in data management, epidemiology and/orstatistics.

Skills

Excellent computer knowledge, particularly the use of essential computer programs on data managementTechnical expertise in data management, epidemiology and infectious diseases controlCapacity to elaborate and conduct operational research, evaluation, monitoring, review and data analysis. Capacity to work in harmony with the team and adapt to different cultural and educational context while maintaining high level of personal disciplineCapable of travelling in provinces and districts of Angola

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 71,335 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3293 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
