Result of Service
The ultimate result of the service is the effective design, coordination, and delivery of Digital Impact programmes and initiatives that strengthen UNRWA’s digital ecosystem and contribute to improved digital skills, innovation, and sustainable digital livelihoods for Palestine refugees. The assignment will result in enhanced programme implementation, strengthened partnerships, and improved monitoring and reporting frameworks, enabling evidence-based decision-making, scalability, and alignment with UNRWA’s Digital Transformation Strategy and organizational priorities.

Duties and Responsibilities
The Consultant will be responsible for activities described below and assist the Head of IT Partnerships, innovation and Programs Support Section in: a. Digital Impact Programme Management and Coordination • Support the design, coordination, and implementation of Digital Impact programmes and initiatives across UNRWA fields. • Contribute to the development and monitoring of programme workplans, timelines, and deliverables. • Facilitate coordination with internal stakeholders to ensure alignment with Agency priorities and the Digital Transformation Strategy. b. Partnership Development and Stakeholder Engagement • Support the establishment and management of partnerships with private sector, academic institutions, innovation hubs, and development partners. • Assist in preparing concept notes, partnership briefs, and inputs to resource mobilisation efforts. • Facilitate stakeholder engagement and coordination to strengthen the Digital Impact ecosystem. c. Digital Skills, Innovation, and Employment Initiatives • Contribute to the development and implementation of digital skills, upskilling, and innovation programmes targeting Palestine refugees. • Support initiatives related to digital employment, freelancing, entrepreneurship, and emerging technologies. • Assist in identifying opportunities for innovation and integrating appropriate methodologies into programme activities. d. Monitoring, Reporting, and Knowledge Management • Support the development and maintenance of monitoring frameworks, indicators, and reporting tools. • Assist in analysing programme data and preparing progress reports, analytical briefs, and presentations. • Document lessons learned, best practices, and success stories to support evidence-based decision-making. e. Coordination and Team Support • Provide coordination support across HQ and Field Offices to ensure effective programme delivery. • Contribute to knowledge sharing and collaboration within DITID and across departments. f. Other Duties • Perform other related duties as assigned by the supervisor in support of DITID objectives.
Qualifications/special skills
University degree from accredited educational institution in Digital innovation, information technology, computer science, engineering, business administration, or a related field is desirable. Nature of required experience: o Minimum 6 years of experience of progressively responsible experience in digital innovation, digital skills development, technology for development (T4D), digital livelihoods, youth empowerment, or related areas. o Demonstrated experience in leading and implementing digital skilling, upskilling, innovation, or digital employment programmes. o Proven track record in establishing and managing partnerships with private sector entities, academia, and development organizations. o Experience in curriculum development, training design, monitoring and evaluation, or digital employment facilitation is an asset.
Languages
English and Arabic are the working languages of UNRWA. For this assignment, fluency in both Arabic and English are required.
Additional Information
CONDITIONS OF SERVICE • The consultancy is based in UNRWA HQA Amman for local candidates with possibility for remote consultancy in the fields of UNRWA operations. • The selected candidate will receive a monthly remuneration that is amounting to JOD 1,190.44 or equivalent in USD for every fully completed month. • The duration of the Contract is until end of 2027, and the possibility of extension is subject to the availability of funds, continuing need and satisfactory performance. • As part of Digital Impact, Technology and Innovation Department (DITID)and digital workspace the role reports to the software engineer and works under the overall supervision of the Head of IT Partnerships, innovation and Programs Support Section.
