At the World Bank Group (WBG), you’ll join a diverse, global community working across cultures, disciplines, and borders to address the world’s most pressing development challenges. With 1.2 billion young people reaching working age in the decade ahead, the challenge of job creation has never been greater. Through partnerships across 145 countries and more than 182 offices worldwide, we work with governments, private sector, development partners and other stakeholders to invest in people, strengthen markets, and deliver scalable, data-driven solutions that generate more and better jobs and improve lives. For more information, visit www.worldbank.org The Knowledge Bank is the World Bank Group’s platform for generating, curating, and applying global knowledge to support development impact at scale. It connects operational experience, analytical work, data, and global expertise to inform policy dialogue, country programs, and investments across the World Bank Group. The World Bank Group’s Digital AI Vice Presidency (Digital VPU) leads global efforts to accelerate digital transformation and responsible AI adoption in developing countries. The VPU integrates operational, advisory, and knowledge capabilities to help countries advance digital access and affordability, digital infrastructure, digital public infrastructure, and AI readiness to support the development of AI-ready, investment-attractive digital infrastructure ecosystems in client countries. Within the Knowledge Bank, the Digital Access team (WKDAX) leads work on foundational digital infrastructure and affordability, focusing on knowledge generation, solution design, and the scaling of proven approaches across regions and country programs. Role Responsibilities: Digital Transformation, Cloud Sovereign Digital Infrastructure • Provide strategic and technical advisory to governments on the modernization of public-sector digital infrastructure, including cloud adoption, data hosting, data centers, and emerging AI infrastructure, with a focus on improving resilience, security, and long-term sustainability. • Guide governments in transitioning from fragmented and legacy technology environments toward modern, interoperable, scalable and resilient digital infrastructure, including cloud migration, application modernization, enterprise architecture, and government-wide infrastructure rationalization. • Lead and develop cloud readiness diagnostics, migration roadmaps, and infrastructure reference architectures (public, hybrid, sovereign models) • Advise on cyber resilience, disaster recovery, business continuity, high availability, and geographic redundancy, embedding resilience considerations into broader government cloud and data infrastructure strategies. • Support the modernization of legacy systems through structured cloud migration approaches (e.g., 7R framework, well-architected principles). • Support the identification, structuring and assessment of public and private investment opportunities in cloud, data centers and AI infrastructure, including engagement with hyperscalers, colocation providers, data center operators, investors, and AI infrastructure providers AI Digital Infrastructure • Lead assessments of national and public-sector AI compute requirements, including training, fine-tuning and inference workloads, utilization patterns, latency and data sensitivity requirements, and implications for capacity planning, demand, resilience and total cost of ownership. • Advise governments on build, buy and share strategies for AI compute, helping determine when countries should invest in domestic GPU infrastructure and AI data centers, leverage regional or shared infrastructure, or procure scalable compute through cloud and GPU-as-a-Service (GPUaaS) models. • Advise on the development of sustainable AI compute markets, including demand aggregation, shared-access models, GPU-as-a-Service, public-private partnerships and other approaches that can expand access to advanced compute while reducing the risks of underutilization, technological obsolescence and large upfront capital investments. • Advise on AI deployment architectures across cloud, centralized, distributed and edge/Small AI environments, aligning infrastructure choices with use cases, cost, latency, connectivity, resilience, sovereignty and operating capacity. • Provide strategic guidance on AI infrastructure sovereignty and resilience, helping governments identify which capabilities require domestic control, which can be sourced through global or regional providers, and where mechanisms such as sovereign cloud, distributed infrastructure and digital embassies can strengthen resilience without unnecessarily constraining access to innovation. Some international travel will be required.
