JOB TITLE: Engineer
TYPE OF CONTRACT: CST I
UNIT/DIVISION: Management Services
Duty Station (City, Country): Dodoma, Tanzania
DURATION: 8 Months
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
This position will be based in Dodoma, Tanzania. The Engineer will be providing technical guidance to WFP for the effective and efficient Kizota warehouse and Dodoma office works which will include:
- Providing technical support for the planning, design, supervision, and implementation of infrastructure improvement works at the Kizota facility, including flood mitigation, rehabilitation, and construction of operational and welfare facilities.
- Ensuring effective project coordination, contract administration, quality assurance, financial monitoring, and stakeholder engagement throughout the implementation of the infrastructure improvement programme.
The role will involve undertaking assessments of works, quality control, and review of contractors' compliance with the design requirements. To provide construction and engineering expertise and contribute to the timely and efficient delivery of quality outputs. In addition, the engineer will guide the identification of key risks and drafting of a mitigation strategy to manage the identified risks.
KEY ACCOUNTABILITIES:
WFP operates to the highest levels of international construction standards while taking into account local constraints and methods of work. The Engineer shall be responsible for ensuring that the project is progressed to an acceptable standard and to the highest quality per the contracts between WFP and the selected companies.
Under the overall guidance and direct supervision of the Head of Dodoma Office, collaborating closely with the country office/sub office teams and in coordination with MSD Engineering GHQ, the duties required of the successful candidate shall include but not be limited to the following:
Technical tasks
- Provide Engineering support for construction projects, preparing budgets and technical specifications for all site related works
- Supervise and monitor quality and schedules for construction and rehabilitation work up to projects completion, ensuring that works done by contractors are performed promptly and according to specification, within budget and on time, implementing cost recovery when required.
- Support the development of architectural plans, technical scopes of work, cost estimates, schedules, and construction contract documentation reflecting site specific constraints, local conditions, or characteristics.
- Check, record, test, and certify engineering works before they are covered by the contractor.
- Liaise with local Authorities to obtain necessary authorizations for the implementation of the projects, co-ordinate activities throughout the project duration with relevant parties and ensure certification/approval upon project completion and handover.
- Maintain records including site correspondence, survey data, inspection records, test data, site diaries, records of meetings, financial records, progress records, daily photos, etc.
- Guide contractors and consultants, including assessing contractor’s proposals and methodologies.
- Support in liaising and coordinating with other involved units/teams’ stakeholders (Finance, Management Services, Procurement, Security, Management) as well as other UN organizations that may be involved in specific projects (as Clients, partners, etc.).
- Prepare accurate and timely reporting on outputs to facilitate informed decision-making and consistency of information presented to stakeholders, including technical appraisals, additional contract documentation, and any other relevant reports as may be required.
- Approve handover documentation including as-builts, material reports, and manuals.
- Comply with the internal structure of the office when implementing construction works.
- Identify project risks, prepare project risk logs suggesting mitigation measures for each of the identified risks, and proactively monitor the implementation of approved risk measures.
- Support the Country Office procurement unit in the preparation of tender documents, specifications, BOQs and clarification on technical queries/clarifications from the bidders/suppliers.
- Support the procurement unit in the technical evaluation of bids/tenders/proposals and prepare evaluation reports and recommendations.
- Coordinate and advise on interim and final payments to the contractors.
- Provide recommendations to the relevant stakeholders about certifying payments on the project and for any additional financial obligations necessary to be entered into to complete the construction at the project site.
- Prepare final accounts, in coordination with all relevant stakeholders.
- Provide notice to the contractors of any defects and deficiencies, and issue instructions for the removal and substitution of the improper works, where provided under the contract.
- Any other tasks as may be assigned from time to time.
Health & Safety
- Address Occupational Safety and Health (OSH) issues, especially related to firefighting aspects and escape routes arrangements (internal circulation, signage, emergency exits, firefighting systems such as extinguishers, etc., and fire-prevention systems, such as smoke detectors, etc.).
- Ensure that the Contractor(s) abide by the internationally recognized standards of health and safety for the works, adjacent properties, all site personnel and the general public.
- Ensure the implementation of measures to improve Health and Safety on-site during construction works by the Contractor(s).
- Notify the CO of any breaches to health and safety rules on the project, and report all risks related to health and safety incidents and accidents in weekly progress reports.
Administrative
- Coordinate with all Country Office and Sub office relevant units (MS, TEC, Security etc.) and GHQ team
- Provide a comprehensive facilities assessment package.
- Coordinate and follow up the office move
- Track financial project financial progress and update the CO/SO management team
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
University degree in Civil Engineering or other relevant Engineering discipline; Professional or chartered accreditation by a national or international regulatory authority, desirable.
Experience:
At least five (5) years of postgraduate, progressively responsible professional experience in managing/design engineering project with greater independence and decision-making authority; Successful management of a cost-effective and safe working environment; Proven ability to actively contribute in budget preparation and cost control measures; including knowledge and experience of international construction contract law and FIDIC or related construction contract formats.
Knowledge & Skills:
Excellent hands-on technical and problem-solving skills; Effective communication and negotiating skills; Business proficiency in a diverse set of computer software such as MS Word, MS Excel, MS, PowerPoint, AutoCAD, MS Vision, Net Browsers; Knowledge and/or experience in engineering design; Knowledge of green building practices, desirable; Detailed knowledge of infrastructure contract formats and contract management obligations;
Languages:
Fluency in English Language
