JOB TITLE: Facilitator for EvalforEarth Community of Practice

TYPE OF CONTRACT: When Actually Employed / Daily consultancy

UNIT/DIVISION: Office of Evaluation

DUTY STATION (City, Country): Remote based / Home-based

DURATION: 11 months / maximum number of work days 198.


BACKGROUND AND PURPOSE OF THE ASSIGNMENT:


Since 2025, the Offices of Evaluation of FAO, IFAD, WFP, and CGIAR have jointly supported the EvalforEarth Community of Practice (CoP). This initiative aims to foster knowledge sharing on evaluation methods and practices as they relate to agriculture, food security, rural development and the environment. EvalforEarth is an active web platform that is constantly updated with activities, key resources, and relevant information for the community. With over 2,750 registered experts, a mailing list, and a robust social media presence, the CoP is a recognized actor in the global evaluation community; it facilitates the exchange of experiences and best practices, networking, and knowledge sharing among its members and engages with wider audiences through joint initiatives and partnerships. As part of the rotating hosting arrangement among partners, WFP will assume hosting responsibilities for three years beginning 1 January, 2027. During that period, WFP will to host the CoP facilitator and ensure administrative support to EvalForEarth. This assignment will begin mid-January through mid-December 2027. The primary objective of this role is facilitate and enhance the activities of the EvalforEarth CoP, ensuring continued engagement and knowledge sharing among members. This specific assignment will be home-based but may require travel, if budget allows. The person will report to the WFP Office of Evaluation Use and Communications Unit. The tasks of the consultant will include four main areas of work: i) community engagement and facilitation; ii) content management; iii) governance and reporting; and iv) finance and partnering.


ACCOUNTABILITIES/RESPONSIBILITIES:


1. Community engagement and facilitation:

• Conduct background research to identify emerging topics for online discussions, webinars, or resource offerings, staying informed about priorities and trends in the evaluation community, liaising with sponsoring agencies and interested members to shape proposals or topics, providing support in gathering background information, including literature and resources.

• Review and approve new members and ensure update of mailing list and members database, as well as demographic and engagement indicators.

• Discussion facilitation, which includes engaging members to help raise discussion topics, preparing discussion webpages and manage the flow on the website and mailing list, reviewing, editing and translating incoming contributions, collaborating with the topic proponent on feedback, summarizing discussions and ensuring timely availability in English, French, and Spanish.

• Foster active participation and interaction among members, involving external organizations or experts when relevant.

• Organize and facilitate webinars, virtual meetings, and other events. Webinar organisation includes developing formats and agendas, preparing the webpage and promotional material, following up with participants after the event.

• Contribute to events and conferences, either through ad-hoc presentations or sessions or by facilitating collaborative inputs and joint proposals by staff from supporting agencies.


2. Content management:

• Curate and update content on the EvalForEarth web platform: discussions, blogs, publications and guidelines and calendar of events.

• Ensure timely translation of main content items (discussion topics, blogs) into French and Spanish.

• Ensure social media engagement (X, LinkedIn, and YouTube channel), particularly to amplify EvalForEarth’s initiatives’ reach and visibility.


3. Governance and reporting:

• Monitor community activities in a timely manner, including data collection on MEL indicators and web analytics, providing regular updates to IAES, and validate through the community Steering Group for communication to the Executive Group.

• Maintain regular exchanges with the supporting agencies such as with the communication focal points and other evaluation officers identified by the agencies, also in view of supporting or organising knowledge exchange sessions and other joint initiatives, as per the strategy and workplan.

• Coordinating monthly SG meeting, communicating agenda in advance and maintaining note for record of discussions and action points.

• Prepare mid-year progress report against workplan and end of year report with input from the Steering Committee.


4. Finance and partnering:

• Support the operationalisation of the newly established partnership among sponsoring agencies, engaging with the organisations counterparts and prospective new Steering Group/Executive Group members.

• Seek opportunities for technical collaboration with institutions and networks active in the areas of work of the CoP, with particular focus on academic institutions in the Global South, for co-organisation of events, exchange of practices, engagement into face to face meetings and learning opportunities.

• Lead partnership budget monitoring with the support of the hosting entity admin team.

• Package and present financial and budget monitoring to the Steering group on a quarterly basis and the Executive group biannually.

• March progress update presented and discussed with the EvalForEarth Steering Group (incl. relevant updates on activities, membership and budget).


Deliverable 4 - End of April 2027

• Prepare draft agenda and PPT for Executive Group meeting Deliverable 12.

• Final 2027 activity/ financial report submitted to the EvalForEarth Executive Group for Steering Committee review with final 2028 workplan and budget by December 10.


QUALIFICATIONS & EXPERIENCE REQUIRED:


Education:

Advanced University degree in Communications, Social Sciences or other related fields obtained from a reputable Institution.


Experience:

Minimum of 7 years of relevant post-graduate experience in community management, facilitation, or information and knowledge management, international relations and related areas of work.


Knowledge & Skills:

• Excellent understanding of developing and managing web-based systems and working with Content Management Systems (Drupal as a preference).

• Excellent writing and editing skills.

• Excellent communication skills, to engage a varied range of internal and external stakeholders.

• Strong interpersonal skills and ability to deal patiently and tactfully with people of different national and cultural backgrounds.

• Ability to lead and work independently.

• Understanding of evaluation and M&E methods and practices, particularly in agriculture, food security, and rural development is an asset.

• Familiarity with the work of WFP, FAO, IFAD, the GEF, and CGIAR is a strong asset.


Languages:

Fluency (Level C) in oral and written English.

Level B in French and/or Spanish proficiency.
