Position Title: Finance Assistant SC5
Unit: Finance
Duty Station (City, Country): Djibouti, Djibouti
Contract Duration: 6 Months
Finance Unit is responsible for ensuring the effective and efficient management of financial resources to support WFP’s mission in the Djibouti CO. It provides support to operations and management by ensuring the correct planification, disbursement and tracking of funds. The unit also manage payment processing to all CO stakeholders in compliance with WFP
policies and donor requirements.
1. Assist in providing procedural and technical support to staff within the areas of finance and budget, to ensure compliance with WFP financial policies, rules and regulations.
2. Conduct budget monitoring and variance analysis, comparing actual expenditures against approved budgets and forecasts, and provide recommendations to support cost control and resource optimization.
3. Develop and maintain financial dashboards, management reports, and key performance indicators (KPIs) to facilitate performance monitoring and resources utilization.
4. Monitor the petty cash accounts, to ensure that adequate funds are available and appropriately disbursed and proceed to reconciliations and subsequent reporting.
5. Verify vendor claims, advances and other receivables and observe appropriate procurement procedures, to ensure that suppliers are paid in a timely manner and in conformity with WFP finance rules and regulations.
6. Retrieve, format and validate information obtained from various financial information systems and bring any discrepancy or inaccuracy to the attention of the supervisor and follow up corrective actions.
7. Contributes to the strengthening of internal controls and compliance frameworks.
8. Maintain the web-based register for all invoices and payment transfers and record paperwork, to ensure that all documents are maintained and filed in compliance with WFP standards and guidelines.
9. Act as travel focal point Finance, in charge of processing payments and settlements related to professional travels.
10. Monitor and record all expenses in line with the approved budget in order to ensure that correct expenditure costs are charged and payments to external suppliers, cash grants and other supplier invoices are processed in a timely manner.
11. Provide guidance and on-the-job training to other support staff, to ensure services are delivered consistently and to the required standards.
12. The above duties are not exhaustive and may be updated by manager based on operational needs.
Ability to plan, monitor, analyze, and report on financial and operational performance through budgeting, forecasting, KPI tracking, and variance analysis.
Maintain organized and accurate financial files and documentation for audit and compliance purposes.
Excellent organizational skills, attention to detail, and ability to manage multiple priorities under tight deadlines
Willingness to adapt to new financial tools, processes, and guidance as required.
Strong interpersonal and communication skills with the ability to provide training and guidance to colleagues
Ability to autonomously prepare automated dashboards for funds monitoring (excel or other tools)
Acquired knowledge of accounting principles (IPSAS, IFRS, GAAP …)
Ability to transform financial and operational data into actionable insights, supporting resource optimization, and evidence-based decision-making.
Attention to details and rigor to ensure organization funds and aligned with financial regulations and compliance measures in place.
At least 5 years of experience in finance, accounting, budgeting, management control, financial audit or financial analysis.
Experience in preparing management reports, financial dashboards, and key performance indicators (KPIs) to support decision-making.
Experience in reviewing financial transactions and ensuring compliance with financial policies, procedures, and internal control frameworks.
Education : Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.
Language: Fluency in both oral and written French language. Intermediate knowledge (level B) of English and / or another official language.
