Mission and objectives

UNDP works in about 170 countries and territories, helping to achieve the eradication of poverty, and the reduction of inequalities and exclusion. The UNDP Multi-Country Office (MCO) based in Samoa, which covers Cook Islands, Niue, Samoa and Tokelau, implements the UNDP Subregional Programme Document for the Pacific Island Countries and Territories (2018-22), which is aligned with the 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDGs), and country priorities as reflected in national development plans. In close partnership with the four Governments, UNDP works in collaboration with donors, the private sector, civil society organizations and local communities, academia, media and regional organizations to provide global knowledge and integrated development solutions to development challenges. UNDP promotes a whole-of-society approach to deliver on the ambition of the 2030 Agenda, with greater involvement of civil society actors, emphasis on empowering women, youth and vulnerable groups, and centered on the principle of leaving no one behind.

Assignment context

Across Samoa, Cook Islands, Niue and Tokelau, governments are operating in an increasingly complex environment. Climate pressures remain severe—but they now interact with demographic change, outmigration, the growing burden of NCDs, economic vulnerability, and rapid technological shifts. These compounding transitions are reshaping development trajectories and require institutions that can anticipate change and adapt quickly, while ensuring no one is left behind. In this context, UNDP is working closely with the four island governments to strengthen Governance for Resilient Futures—that is, helping national systems evolve so that risk management becomes a central, routine function of governance and long term development planning.

In July 2026, UNDP hosted a high level policy dialogue, which brought together ministers, policymakers, academia, independent experts, private sector representatives and civil society activists from the four countries and their key development partners, including Australia, New Zealand and UNDP. The Policy Dialogue addressed how Cook Islands, Niue, Samoa and Tokelau govern through escalating, interconnected risks spanning climate and environmental shocks, energy insecurity, economic volatility, health, transnational crime and geopolitics. It focuses on strengthening “future‑ready” governance – anticipation, adaptability and agility – across four entry points: risk information, risk‑sensitive policy and budgeting, stakeholder compacts for resilience, and sustainable financing, using the 2026 fuel crisis as a concrete test of current systems and a lens on needed reforms.

UNDP is looking for an Online Volunteer to support the graphic design of the policy dialogue report and four related policy briefs for publishing.

Task description

We are looking for one Online Volunteer who under the guidance of the Deputy Resident Representative and in close collaboration with the Communication Analyst and the Governance Unit will support graphic design for five key documents.

In particular, the Online Volunteer will:

- Review the documents and collaborate with the focal point to understand the purpose of the material, target audience, visual style, branding requirements, and expected deliverables. The Online Volunteer may be invited to attend an initial virtual orientation or coordination meeting.
- Develop draft design for the reports, specifically one policy dialogue report (20 pages) and four policy briefs (10 pages each).
- Revise the drafts based on feedback from office.
- Deliver the final design files in the required formats by the agreed deadline.

All designs should follow UNDP’s corporate branding and visual identity guidelines, which will be shared with the selected Online Volunteer(s). All materials will remain the intellectual property of UNDP

Skills and experience

- Candidates should have professional experience in graphic design with previous experience in designing document layouts, and must have in-depth knowledge of graphic design applications, as well as good verbal and written communication skills.
- Previous experience with UNDP, with related familiarity with UNDP’s branding, would be preferred.
- A degree in graphic design or related field is considered an asset.
